AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1072 NCS
BY RECLASSIFYING AND REZONING CERTAIN LANDS K1`dO~~IN AS
THE SPRINGMEADOW V RESIDENTIAL PROJECT
FROM P.C.D. (PLANNED COMMUNITY DISTRICT)
TO P.U.D. (.PLANNED UNIT DEVELOPMENT)
LOCATED ON THE EAST SIDE OF GARFIELD DRIVE
APPROXIMATELY BETWEEN VISTA LANE AND CAULFIELD LANE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PETALUMA AS
FOLLOII~S
Section 1. The City Council finds that the Planning Commission filed with
the City C our_cil on December 1, 1986, its report as set forth in its minutes
of August 26 and October 28, 1986, recommending the adoption of an
amendment to Zoning Ordinance No. 1072 N.C.S. , by reclassifying the
rezoning certain lands being more particularly described below from P.C.D.
(Planned Community District) to P.U.D. (Planned Unit Development) :
A.P. Nos. 136-060-47 and 48.
Section 2. The City Council further finds that said Planning Commission
held public hearings and meetings on said proposed amendment to Zoning
Ordinance No. 1072 N.C.S. , on September 23, October 14, October 28, and
November 11, 1986 after giving notice of said hearings anal meetings in the
manlier, for the period and in the form required by said Ordinance No.
1072 N.C.S.
Section 3. Pursuant to the provisions of Zoning Ordinance No. 1072
N.C.S. , the City Council finds that the proposed amendment is in general
conformity with the Petaluma General Plan and its Environmental Design Plan
Element, Land Use Element by providing density in conformance with
designation; and. further, that the public interest, convenience and general
welfare will be furthered by the proposed amendment.

Section 4. The City Council finds that the requirements of the California
Environmental Quality Act Guidelines have been satisfied and hereby
incorporates by reference the Subsequent Environmental Impact Report
certified by the City Council on December ]., 1986.
Section 5 . The City Council fur. ther finds that the requirements of the
California Environmental Quality Act Guidelines Section 15091 are hereby
satisfied by the incorporation of the following findings:
A. Traffic/Transportation/Circulation - Pctential impacts were
identified as follows:
l.. Increase in traffic volumes both in the general vicinity and
on adjacent arterial roadways.
?. Increase in traffic safety problems for bike riders and
pedestrians crossing local streets .
3. Cumulative increases in intersection traffic volumes.
The City Council hereby finds that the above impacts will be
substantially lessened by the following measures v~hich have been
incorporated into the project:
1. Developer shall provide all-way stop sign improvements for
the intersections of. Garfield Drive with Caulfield Lane and
Appaloosa Drive, subject to review and apprnval of City
Engineer. A.ll other streets entering Garfield Drive shall be
provided with stop-sign controls.
?.,. Prior to the issuance of the first building permit, the
developer shall contribute a fair-share contribution to
signalization improvements at the Ely boulevard/East
~^Jashir_gton Street and Ely Boulevard/Caulfield Lane
intersection. Fair share contribution amount shall be based
on the project's prorated share of the traffic using said
intersection, subject to review and determination of the City
Engineer.

3. Trucks and other heavy construction equipment traffic to
anal fror..l the project site shall be confined to East
U1a.sh.ington Street, Ely Boulevard, Casa Grande Road,
Caulfield Lane and Village East Drive.
B . Tloise - Potential impacts were identified as follows
1. Subjection of residents in proposed units to noises associated
with operation of airport.
Z, Subjection of existing residents to noises associated with
construction activity .
The City Council hereby finds that the above impacts cvill_ be
substantially lessened by the following requirements and restrictions
which have been incorporated into the project:
1. A detailed noise study of the proposed unite shall be
completed. and submitted with the SPARC submission,
describing 17o1sP. attenuation measures to be incorrporated into
project site and buildinn designs to reduce single event
noise intrusion to acceptable levels. The sound wall, as
proposed along /appaloosa Circle shall be ~' in height. An
Avigation Easement with buyers acknowledgement shall. be
executed and. recorded for each lot in the project.
. Hours of construction activi±y on the Springmeadow V project
.,hall be limited to the hours Of 7 /`~P;4 to 6 PnA, b~onday
through Friday (non-holidavl.
C . Schools - A potential impact wa.s identified as follows
1. Cumulative impact to Old Adobe School District enrollmen±
capacities .
The C".ity Council hereby finds that the abo~Je impact will be
avoided by the fnlle~;~ir g requirement which has been incorporated into
the project:

1. The developer shall be required to pay school facilities
impact fees to the Old Adobe School District subject o
Section 17.28 of the Petaluma Municipal Code and approved
by the City Council.
D . Drainage - Potentia'1 impacts were identified as follows
1. Increase in volume and rate of surface runoff due to
coverage of permeable soils with paved surfaces and
buildings .
2. Temporary increase to soil erosion rates and alteration to
existing drainage patterns during site grading activities
associated with construction.
The City Council hereby finds that the above impact will be
substantially lessened by the following requirements which have been
incorporated into the project:
1. One hundred year relief swales between property lines shall
not be designed into the storm drain system .
2. There appears to be drainage swales running through the
and along the southerly portion of the property. Provisions
must be made to catch this storm water before it crosses the
adjacent properties.
3. The developer shall comply with the Petaluma Municipal Code
Section 20.36.030.
"20.30.030 - On and/or off-site grading and drainage The
subdivider shall provide on-site grading and on-site and/or
off.-site drainage, all of which shall take into consideration
the drainage pattern of. adjacent property and shall treat
upstream areas, where appropriate, as though fully
improved , "
4. .Prior to approval of a final map for any portion of the
project th.e developer shall pay the storm drainage mitigation
in-lieu fee specified in the City ordinance.

5. Development of a erosion control plan shall be prepared by
the developer, concurrently with the Final Map.
E. Municipal Services - The potential impacts were identified as
follows
1. ~'Vater pressure availability.
2,. Fire hazard -increase fire hazard in dry summer months due
to proximity to adjacent open space areas. Fire hydrants
shall be located as required by the Fire Marshal.
3. Parks and recreation = increase demand for neighborhood
and community park facilities.
4. Energy
The City Council hereby finds that the above impacts will be
substantially lessened by the incorporation of ' the following
requirer:-ients
1. All houses, especially t~vo story, constructed above elevation
sixty feet may require a water pressure system installed for
each unit to maintain adequate house pressure. The pump
for each lot must not be attached to any pipe directly
connected to the water main or service pipe. Such pumping
or boosting of pressure shall be done from a sump, cistern
or storage tank which may be served by , but not directly
connected with the water system distribution facilities, i.e.,
that is there must be an air gap between the pump and the
water meter. The City will not own, maintain or accept
responsibility for the private pressure system on each lot
over contour sixt~,T feet. Single water services shall be
provided at these locations. Water service calculations must
be submitted with final map to verify service pressure.
~rdater svstem shall be constructed so as to not deteriorate
water pressure of surrounding neighborhood, subject to
approval of City Engineer.
All lot pads bordering Caulfield Lane shall be at elevation
seventy.

2. Development of park land and urban separator frontage will
develop a landscape buffer. strip between residences and the
dry grasses in the open areas as well as provide recreational
opportunities . Improvements shall be provided to enhance
the East Washington Creek right-of-way for use as a linear
park, subject to review and. approval of SPARC and the
Parks and Recreation Department. Improvements shall be
completed concurrently with the public improvements . A
.75± acre park shall be included in the project at the corner
where Caulfield Lane first meets the urban separator.
Design of improvements shall be subject to review and
approval of City staff and SPARC.
3. Prior to approval of a final map, the developer shall submit
a plan for energy conservation measures to be incorporated
into the project, subject to review 'and approval of City
staff.
F. Archaeological - A potential impact was identified as follows:
1. Possibility of discovering and damaging subsurface
prehistoric and/or historic archaeological materials within the
project boundaries.
The City Council hereby finds that the above impact will be
avoided by the halting of. construction in any area upon the findings
of artifacts of an archaeological nature and the hiring of a qualified
archaeologist to evaluate the finds. Mitigation measures prescribed by
the archaeologist and required by the City should be undertaken prior
to resumption of construction activities.
G. Geology/Soils - A potential impact was identified as follows:
1. Potential of differential movement of foundation material and
cracl~in~ of pavements and foundations from movement of
expansive clay soils .

The City Council her. eby finds that the above impact will be
substantially lessened by the preparation of soil investigation reports,
subject to review and approval of the City Engineer.
Section 6. Pursuant to the provisions of Zoning Ordinance No. 1072
N . C . S . , and based upon the evidence it has received and in accordance
with the findings made, the City Council hereby adopts an amendment to
said Zon.in ~ Ordinance No. 1072 N . C . 5 . , so as to reclassify and rezone said
property hereinbefore referred to in accordance with the recommendation of
the Planning Commission.
Section 7. The City Clerk is hereby directed to post this Ordinance
for the period and ir. the manner required by the City Charter.
