HomeMy WebLinkAboutResolution 2009-153 N.C.S. 09/21/2009Resolution No. 2009-153 N.C.S. of the City of Petaluma, California ACCEPTING THE CYCLE 8 STATE SAFE ROUTES TO SCHOOL GRANT, AMENDING THE FISCAL YEAR 2009-10 ADOPTED CIP BUDGET TO INCLUDE .PROJECT 016101005, AUTHORIZING A BUDGET TRANSFER OF $71,511 FROM UNEXPENDED STREET MAINTENANCE FUNDS TO THE PROJECT, AND AUTHORIZING CITY MANAGER TO SIGN THE GRANT-RELATED DOCUMENTS WHEREAS, the proposed project will construct sidewalk, ramps, and crosswalks.; widen pathways.; install signage and pavement markings for bike routes and paths, within 1000' of Grant, McNear, and Mary Collins Elementary Schools, with the goals of the program to prevent injuries and fatalities to school children and to encourage increased wallcing and bicycling among students; and, WHEREAS, the project represents an ongoing effort by the City and its school districts to evaluate school commute needs and improve traffic safety in school zones.; and, WHEREAS, the project was developed by the City in partnership with the Petaluma City School District, Petaluma Police Department, and the Petaluma Pedestrian and Bicycle Advisory Committee; and, WHEREAS, the project improvements eliminate a physical barrier for school commuters and reduce students' exposure to conflicts with vehicular traffic, which could not be addressed through purely educational or enforcement measures; and, WHEREAS, staff successfully applied for State-funded Safe Routes to School (SR2S) Program funding and was awarded $519,030 toward the State Safe Routes to School Project; and WHEREAS, $71,511 is estimated to meet local grant match requirements, plus pay the. City's overhead staff; and WHEREAS, sufficient funding for this purpose is available in the Street Maintenance Fund operating budget and will be transferred to Project No_ 016101005. Resolution No. 2009-153 N.C.S. Page 1 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Accepts the Cycle 8 State Safe Routes to School Grant; and 2. Amends the Fiscal Year 2009-10 Adopted CIP Budget to include the State Safe Routes to School Project 016101005; and 3. Authorizes a budget transfer in the amount of $71,511 from the Street Maintenance Fund operating budget to Project No. C 16101005; and 4. Authorizes the City Manager to sign the Caltrans State-Only Funds Master Agreement, as well as a Caltrans Program Supplement Agreement (PSA) for this specific project in order to receive grant funding allocation. Under the power and authority conferred upon this Council by the Charter of said City.
