ROLL CALL PRESENT: Council Members Cader-Thompson, Hamilton, Healy, Keller, Maguire; Mayor Thompson; Vice Mayor Torliatt ABSENT: None PLEDGE OF ALLEGIANCE At the request of Mayor Thompson, Eileen Morris led the Pledge of Allegiance. MOMENT OF SILENCE At the request of Mayor Thompson, a Moment of Silence was observed. PUBLIC COMMENTS John Cheney, 55 Rocca Drive, spoke in appreciation of retiring council members Jane Hamilton and David Keller. Terence Garvey, 83 Maria Drive, spoke in opposition to lifestyles of self-indulgence. Geoff Cartwright, 56 Rocca Drive, voiced his concern that redevelopment funds may be used for new development and not to complete the Payran Flood Management Project. Dorothy B. Morris, 533 Albert Way, expressed her hope that the Council would work together in the New Year and noted her appreciation to retiring Council Members Jane Hamilton and David Keller. Melissa Hathaway, 311 Howard Street, expressed her appreciation for the outstanding work of retiring Council Members Jane Hamilton and David Keller and presented Council Member Hamilton with a bouquet of flowers. Mark La Point, 1868 Mallard Lane, spoke regarding Rainier and Sales Tax Revenue. Eugene Ruggles, 106 Washington Street #326, expressed his appreciation to retiring Council Members Jane Hamilton and David Keller and presented them with books from which he had quoted passages in recognition of their contributions. Vince Landof, 12 Cordelia Drive, asked City Management to complete the Payran Flood Project before any further development in the floodplain. ~~ December 18, 2000 Vol. 35, Page 383 1 2 Bruce Hagen, 145 Greviliia, expressed his appreciation to retiring Council Members David 3 Keller and Jane Hamilton and noted that Council Member Hamilton was celebrating her 4 fiftieth birthday and presented her with a song, "The River Princess." 5 6 REPORT OUT OF CLOSED SESSION 7 8 Mayor Thompson reported that no reportable action was taken on items heard during 9 Closed Session. 10 11 COUNCIL COMMENTS 12 13 Council Member Jane Hamilton spoke regarding her many experiences, both positive and 14 negative, during the past eight years she served the community as a Council Member and 15 thanked the many people who made this possible for her. She thanked the Council and 16 expressed her appreciation in working through so many projects. 17 18 Vice Mayor Torliatt expressed her appreciation to the retiring Council Members and noted 19 their contributions; for example, the River Enhancement Plan, the Central Petaluma. 20 Specific Plan, the steps taken with the Surface Water Management Plan. She thanked 2.1 them for their friendship, vision, passion, and conviction. 22 23 Council Member Keller expressed his appreciation for the comments and recognition 24 expressed by members of the public and Council. 25 2 6 Council Member Maguire commented about the amount of time Council spent working 27 together. Since the beginning of the year, the Council had participated in .sixty-one 2 8 meetings. 29 3 o Vice Mayor Torliatt reported that the PCA (Petaluma Community Access) sound problem 31 was an issue between P.C.A. and A.T.& T. Regarding the opening on the Animal Services 32 .Advisory Committee, she was in favor of moving forward with noticing and that Council 3 3 make the appointment as soon as possible. She noted that she had received complaints 34 regarding speeders on Gilbert Street and noted publicly that the information had been 35 forwarded to Public Facilities and Services Director, Rick Skladzien, for research and a 3 6 response. 37 38 Council Member Cader-Thompson reminded the public that Council Members attended 39 more than 61 meetings and they had responsibilities and commitments to attend other 40 meetings as well. She noted that she had attended the Odes Christmas Party. She invited 41 Mr. Lapointe to accompany her for a tou r of the area where the Rainier Over Crossing was 42 planned. 43 44 Council Member Hamilton thanked Mr. Hagen for his song. 45 46 47 19~ Vol. 35, Page 384 December 18, 2000 1 CORRESPONDENCE 2 3 Mayor Thompson read a letter he received in his packet from. the U. S. Resolution 00-217 N.C.S. Authorizing Mayor to Sign Employment Agreement for 18 City Clerk. 19 2 0 MOTION: Council Member Maguire, moved seconded by Vice Mayor Torliatt, to 21 approve Resolution 00-217 N.C.S., Authorizing Mayor to Sign Employment 22 Agreement for City Clerk. 23 24 MOTION 7/0 25 PASSED: 26 27 UNFINISHED BUSINESS 28 29 2. Second Reading of Ordinance 2106 N.C.S. Establishing a Set of Mandatory 30 Campaign Contribution Limits and Disclosure Regulations for Local Petaluma 31 Elections and Public Funding Provisions for Candidates; Introduced December 4, 32 2000. (Rudnansky) 33 34 MOTION: Council Member Maguire moved, seconded by Keller to adopt Ordinance 35 2106 N.C.S. Adopt Resolution Adopting Engineer's Report, Confirming the 2 0 Assessment, Ordering the Work and Acquisitions, and Directing Actions 21 With Respect Thereto. 22 23 Supervising Engineer Michael Evert reported that he and Mr. Stouder had been asked by 24 Dr. Sayers for aforty-five day extension to allow for him to approach his tenants about the 2 5 matter. 26 27 Mayor Thompson continued the item to Tuesday, February 19, 2001. 28 29 NEW BUSINESS 30 31 6. Discussion and Possible Action Regarding the Determination of the Federal 32 Emergency Management Agency (FEMA) to Issue a Letter of Map Revision 3 3 (LOMB) to the Cross Creek Subdivision Based on the Design and Construction of 34 the Adobe Creek Diversion Channel and Weir Located on the Adobe Creek Golf 3 5 Course. (Moore) 36 37 Council directed City Management send a letter of appeal to FEMA appealing the LOMB 3 8 #99-09-2208 as it did not have an "officially adopted maintenance and operation plan for 3 9 the diversion," nor did the City have any funding in place to provide for such a program, nor 4o did the City have jurisdiction to carryout such a program, as the bypass, culverts and 41 modified creek were outside the City limits. 42 43 UNFINISIiED BUSINESS 44 45 4. Discussion and Direction on City Management Recommendation to Select Black & 46 Veatch for Preparation of the Water Resources Element of the General Plan ~~~ Vol.. 35, Page 386 December 18, 2000 1 2000-2020; Review, Provide Comments on Draft Scope of Work, and Authorize 2 Execution of Contract. (Tuft) 3 4 Council directed City Management to begin contract negotiations with Black and Veatch 5 and return with contract and budget. 6 7 5. Discussion and Possible Action on 11th Amended Agreement for Water Supply 8 and Memorandum of Understanding Regarding Water Transmission System 9 Capacity Allocation During Temporary Impairment and Operational 10 Memorandum of Understanding.
