29 1. Discussion and Tour of Proposed Petaluma Transit Mall Site(s).

31 The purpose of the meeting was to review proposed Transit Mall sites, discuss funding
32 issues, proposed site layouts, and phases of consfrucfi'on. for the Petaluma Transit Mall.

22 Room and proceeded with .an informal discussion following, the review of the sites..,

40- Discussion .addressed the time sensitive.. issues of funding, that is, in order. to obligate
41 Sonoma County federal earmarked funds of $1 .million and an .ISTEA Grant: of
42 $350,000., it was necessary for the Council. to select an c)ption for the design and
43 construction of 'improvement for Copeland Street and begin construction of Phase I of
44 the project.

1 Council indicated their interest with Option "E", as proposed in the drawings by ROMA
2 Design Group. The City did not own the development site incorporated~_in tfie, design..
3 In order to move ahead with development of the site, pursuif of negotiations and an
4 agreement with the owners of the property to acquire an interest in the development site
5 was necessary.

7 Representatives from the other agencies participafi"n'g .agreed to meet with their
8 respective boards and present the options as provided.. The outcome of those
9 presentations may or may not lead to negotiations or an agreement with the City for this
10 project. In anticipation of a desire. to work with the City, they would provide the City with
11 a copy of the agreement they had reached with the City of Cloverdale.

15 Draft a Letter of Interest to the owners indicating the City's interesf to
16 establish an interest in the development site in a form agreeable with all
17 parties;

19 Letter of response from the .North Coast Railway Authority; and
20
21 Public Services Director Rick Skladzien to address legal issues in writing and
22 provide to the Council.

42 Clerk Pro Tem Note.:- Following the meeting, Council Member Keller; Mark Pollock,
43 Ron Poulson, and Steve Pollock of North Western Pacific Railway, and. City of Petaluma
44 Program Coordinator James Ryan, toured three sites as possible .locations for
45 relocating team lines. The sites included:

1 1.. Hopper Street near the. City's Corporation. Yard;
2 - 2. Copeland Street between East Washington and .Lakeville; and
3 3. Between 1Nest Paycan and Shasta Streets, perpendicular to the railroad site.

5 In order to facilitate the Copeland Street Transit Center, it was necessary to relocate: the
6 team. line currently located at the depot site. Representatives from NVVPR addressed.
7 their requirements to do so' included:

9 ~ • . One thousand feet of rail,; and
10 One hundred` twenty feef perpendicular or adjacent to the spur in order to
11 provide ample space to load and unload cars.
