The City Council of the City of Petaluma met on this date in the Council Chambers at 6:00
p.m.

25 Andrew Merklin.g, 1616 Cassopea V1/-ay, spoke in opposition to special parking permit
2 6 requirements in the neighborhood near the junior college.

2 8 City Manager Fred Stouder agreed to contact, Mr. Merkling .and resolve his issues rather
2 9 than bringing the matter to the Traffic Committee and or voiding parking tickets.

31 Bob Martin, 171 Payran Street, spoke regarding the. cost of drainage fees and asked
3 2 Council to consider displacement. when calculating drainage fees.

34 Terence Garvey, 83 Maria. Drive., asked if the City could :allocate funds and ..enhance the
35 reward for the capture and conviction of the recent violence at the Fishman Supply
3 6 Company.

3 8 Mr. Stouder noted that Police Chief Pat Parks had taken the: lead on to establish a reward
39 for the. violence that had occurred recently at the 'Fishman Supply Company. He would
40 report to Council at the April 17 meeting on the matter.

42 Geoff Cartwright, 56 Rocca Drive, spoke regarding the flooding problem in Petaluma.

3 Council Member Keller reported that the Sonoma CountyTransportation Authority (SCTA)
4 had endorsed a proposal earlier that day to bring back asales-tax measure to the voters on
5 the November ballot between $.025 - $.01 cent that was a broad interpretation of Measure
6 B for a comprehensive transportation measure that would include rail. He stressed the
~ importance of prioritization of projects should funding become available and that it be
8 included as part of the Council's recommendation.

10 Council Member Torliatt added the importance of SCTA having authority over the funds
11 collected, and stressed the importance that Council address the issue as agenda item in
12 the future to allow for community and Council input to be included with a recommendation
13 that Council Member Keller could bring back to SCTA.

15 Council Member Maguire asked if Supervisor Kerns was supportive of the measure.
16
17 Council Member Keller replied that Supervisor Kerns noted he wanted SCTA to take "a"
18 lead role not "the" lead role.

2 o Council Member Maguire requested that Council make a recommendation to Supervisor
21 Kerns that SCTA have a lead role.

23 Council Member Cader-Thompson asked. that Supervisor Kerns be invited to the
24 discussion when it was to be heard by Council and that Public Facilities and Services
25 Director Rick Skladzien also attend and provide recommendations for traffic circulation
2 6 improvements he had noted since moving to .Petaluma. In addition, regarding Sonoma
27 County Parkway, she noted that there were no signals for pedestrian crossing and asked
2 8 City Management if there were funds from Turtle Creek to cover the expense of adding
2 9 them.

31 Council Member Healy asked City Management to prepare a user friendly, side by side
32 comparison of Measure B and Vision 2020 for Council's discussion.

34 Council Members Keller and Torliatt stressed the importance of getting the message to
3 5 other municipalities that this City was aggressively approaching the matter and noted that
3 6 they needed to develop recommendations prior to the second Monday in May when the
3 ~ next SCTA meeting was scheduled.

9 Director of General Plan Administration .Pamela Tuft summarized the Agenda Report
1 o and concluded with the recommendations. of 'the General Plan Executive Team'°to begin
11 negotiations with Dyett & Bhatia, Questa Engineering and Hydrologic Solutions for the
12 definition of scope of work based on direction from: the Council to augment the work.
13 scope in specific areas.. She noted that the Executive Tam further recommended #hat
14 some minor fine-,tuning in team selection with the firm of Dyett & Bhatia, particularly .with
15 the subject of traffic/transportation, housing and sustainabilify.

17 Council Member Keller had concerns with all three .hydrologists interviewed and asked
18 Council if they would consider interviewing other companies. He indicated one cause of
19 his concern was that major components of the General Plan's focus were not~addressed~in
2 o prior studies.

24 Geoff Cartwright, 56 Rocca Drive, presented the Mayor and Gty Clerk with a list,of studies
2 5 that: done. by the City and requested. the City share the information with. the. City of Rohnert
2 6 Park for their General Plan. development.

2 8 Council Member Torliatt requested City Management provide all the informational reports
29 regarding surface water studies given fo both the City of Rohnert Park and the City of
3 o Santa Rosa.

3 2 Beth Meredith congratulated the,- Council for taking on the component: of sustainability as
3 3 part of the General Plan development.

3 5 Ned Orreft added his appreciation and noted that o.n April 18 the Petaluma Area Chamber
3 6 of Commerce was to hold the first forum about sustainability.

3 8 Bob Martin,. 171 Payran Street, shared his opinion regarding Questa Engineering.

4 0 Council Member Torliatt noted that she was not necessarily satisfied' with the .economic
41 component of the team' selected.

43 Ms. Tuft offered.. alternate courses of action as (1) start with a .Request for Qualifications
44 (RFQ); (2) extensively define work scope during the negotiations process vvith contractor:;
45 (3) provide the three firms with expanded info.rmationbased on the Council discussion; and
4 6 (4) conduct interviews before the Council of the three water .resources firms.

2 Mr.: Stouder indicated the schedule would be pushed out four to six months and reviewed
3 the Timeline of the project thus far. He recommended doing an RFQ. The City would
4 provide candidates with tapes, minutes of prior interviews and discussions, and ask for a
5 five-page clarification (concise, truthful, etc.) and give them thirty days to submit; ultimately
6 it would take sixty days to complete an RFQ process.
8 Ms. Tuft summarized that it was the consensus of Council to have City Management
9 prepare and distribute an RFQ regarding the water resources component of the General
1 o Plan development.

12 Mayor Thompson directed City Management to proceed with scoping and contract
13 negotiations with General Plan contract services team. He furthered that the economic
14 element of the presentations did not provide enough detail.
15
16 Council Torliatt expressed concerned also and wanted the team to provide statistical data
17 and not be concerned with frills, just the "facts."
18
19 Ms. Tuft replied that economic issues would be addressed more closely in the scope of
2 o work from the beginning and addressed throughout the General Plan development
21 process, as would the issue of sustainability.

23 Council Member Keller wanted more information from the subs. Referring to a letter from
24 the Petaluma Area Chamber of Commerce dated August of 1999, he thought the
2 5 framework they established was a good beginning and stressed that he wanted it the
2 6 economic component divided to reflect good, moderate, and poor economic times, and
27 land use, that is with reference to activities and businesses to produce revenue to sustain
2 8 the City.

3 0 Council Member Cader-Thompson was not impressed with David Early and stressed her
31 primary issue throughout the General Plan development was sustainability.

33 Council Member Hamilton asked that one of the tasks for the consultant could be to find
34 resources for funding of the sustainability component.

36 Council Member Healy was disappointed that the process was slowed down. He wanted
3 ~ the City Management to focus on the scope of work. He expressed concern that the
3 8 Council had a process of continuing to add things into the plan. Fie looked to City
3 9 Management to bring the plan to below three million dollars and asked Council to focus on
4 o the decisions needed to have a successful plan.

42 Council Member Hamilton wanted the inclusion of children and adults brought into the plan;
43 she thought the three things to focus on were economics, water, traffic and circulation.

45 Council Member Maguire was disappointed atthe delay as well. He was pleased that the
4 6 council was willing to support Pamela's plea for augmentation of in-house contract services

to assist with the General Plan management. .Economics were important but to him,
sustainability was the most important and wanted a collaborative effort with others in :the
region.
Council did take a straw vote, of 4/3 to go back out for -another' look at consultants for the
Surface Water Element. The Council decided `to select Dyett &; 'Bhatia as~ the prime
consultant.
Ms. Tuft stated City Management was to immediately commence defining a scope of work
with the selected prime consultant. She clarified the necessity of getting the water
resources component done soon'was so that the contract and scope of work could blend in
all components. before submission the Council for consideration and approval.
