WHEREAS, the Recreation, Music, and Parks Commission
has presented to this Council Rules and Regulations for use of
Recreation Center Facilities, which this Council finds should
be adopted;
NOW, THEREFORE, BE IT RESOLVED that the Rules and
Regulations for use of Recreation Center Facilities are
incorporated herein as though fully set forth and are adopted
as presented.

RECREATION CENTER FACILITIES
I . GENERAL POLICY.
The use of municipal public Recreation and Park facilities is
intended primarily for activities of a recreational nature ,
conducted and/or sponsored by the Recreation Department. The
Recreation and Park facilities are scheduled and operated by
the Department of Recreation and will be made available on a
reservation basis to all groups and individuals for social ,
cultural, or recreational activities . Recreation and Park
facilities , or portions thereof, when not in use in regularly
scheduled department activities or by department sponsored
groups , may be used by other organizations , with first pre-
ference given to public youth groups , then to public adult
groups , then to private groups , and lastly, to non-resident
groups . The Recreation Department sponsored groups will have
first priority for the use of facilities over other applica-
tions for the facility space.
II . CLASSIFICATIONS OF GROUPS.
A. gity._29_yc2rEDnt Department Programs : Recreation programs ,
co-sponsored groups , P. A. L. , etc.
B. Publics : An organized youth group whose mem-
bership is under 18, has adult leadership, is non-profit ,
meets regularly , has a definite organizational structure ,
and is non-restrictive in membership. i .e. : Boy Scouts ,
4 - FL , Little Leagues , etc.
C. Public AqalLjlr2112A: An organized public adult group
that is non-profit, meets regularly, has definite organi-
zational structure and officers , is non-restrictive in
membership, and whose activities are recreational in na-
ture. i .e . : P . T. A. , civic improvement groups , etc.
D. Youth and adult groups not open to the
general public, and which uses the facilities for private
purposes . i .e . : lodges , dances , fraternities , etc.
E . Non-Resident G17_2112 : All individuals and groups not
residing in and/or directly serving the City of Petaluma.

III . LIMITATIONS ON USE
A. The usc must be compatible with the established pur-
poses of the Recreation and Park facilities.
B. The use shall not include business or commercial
activities , unless the concessionaire is compatible
with the Recreation and Park activities . Subject
to approval of the Recreation , Music, and Parks
Commission.
C. As the Recreation and Park facilities are for puolic
use , no private instruction groups , where the member-
ship is closed or limited and where a fee is charged
for profit, shall be allowed to use the facilities .
D. The facilities will not be available for fund-raising
events except in such instances where the net proceeds
of such fund-raising events are to be devoted solely
to Recreation and Park improvements or for charitable
or public causes sponsored by non-profit organizations .
Charges may be made by groups using the facilities to
meet the costs of refreshments , food, orchestra, and
other related expenses of any given event . Application
for such permission must be in writing and state the
purposes for which the proceeds will be used
Iv. CONDITIONS OF USE.
Whenever any person or group applies for the use of the
Recreation and Park facilities , or portions thereof, the
person and/or group making the application must agree to
the general rules as stated on the building and/or facility
permit.

ADDITIONAL CONSIDERATIONS
1. Use cnarges include the use of the facility
only. Set-up, clean-up , etc. is tne respon-
sibility of the individual or group.
2 . Reserved hours should allow for additional
set-up and clean-up as required for all neces-
sary preparations .
3 . A $5 set-up fee for use of the building on the
day preceding the reserved date will be charged
if the center is available ,

GENERAL RULES FOR USE OF
RECREATION CENTER FACILITIES
1. Application for permit to use Recreation and Park facilities
must be made in person py an adult.
2 . Organizations or groups may make application for the use of
buildings for recreational and other purposes , not involving
commercial activities , at such times when not in use by the
Recreation Department.
3. Fees for use of the buildings , plus any additional fees , shall
accompany the application for permit.
4. Unless otherwise specifically permitted and authorized by
appropriate City Council ordinance or resolution , the premises
shall not be used for commercial activities .
"Commercial activities" shall be defined for the purpose cf
these rules and regulations as being any activity which has ,
as its sole purpose , the intention of earning money for the
benefit of an individual , groups of individuals , partnerships ,
or a corporation , and said activity is not a complementary
activity to the Recreation facility. Organizations who desire
to use the premises and charge fees designed to raise funds
for charitable purposes shall have the approval of the Recrea-
tion , Music, and Parks Commission .
5 . The building or facility must be left in the condition in which
it was founa, that is , it must be clean , equipment and prop
erties used returned to respective places , lights turned off,
and all windows and doors locked.
6 . Any organization or group found to be destructive or leaving
the building or equipment in improper condition after its use
may be denied further use of the building. All organizations
shall be responsible for any damage or breakage .
7. Alcoholic beverages are not permitted at any Park and Recrea-
tion facility.
8. Lingo games , lotteries , and the like shall not be permitted.
9 . The key for the building must be secured from the Recreation
Department , and returned to that office or to the Police
Department, immediately after use of the facility.
