Parks Commission has presented to this Council Procedures for use of Alcoholic Beverages in Park and Recreation Facilities owned by the City of Petaluma, which this Council finds should be adopted; and NOW, THEREFORE, BE IT RESOLVED that the. Permission to serve alcoholic beverages (wine , beer, etc. ) may be granted by the Director of Recreation, providing the group is in compliance with the rules and regulations as set forth. A. Beer and wine only are allowed on park facilities . Large group picnics must follow the Alcoholic Beverage Control procedures. B. Any alcoholic beverage may be served in the Recrea- tion Centers upon approval of the Director of Rec- reation, when in compliance with the rules and regulations as set forth. RULES AND REGULATIONS 1. A copy of the approved A. B. C. application form or caterers ' license to serve alcoholic beverages must be completed and submitted to the Director of Recreation two weeks prior to the activity , along with the necessary use and deposit fees . 2 . A police officer may be required by the Director of Recreation, to be on duty on the premises during the serving and consumption of alcoholic beverages . Determination of the number of officers required will be made by the Chief of Police , on the basis of the nature of the activity and the number of people expected to be in attendance. The officer(s) services will be paid for by the group upon approval of the Chief of Po- lice , and at that time, the application is submitted to that office . Checks should be made payable to the "City of Petaluma" . 3. The individual or group reserving the center assumes the responsibility of all guests at the function. - 1 - r 411 411 4. The standard facility rental fees set by the Council will be in effect. These fees will include the rental of the facility and the salary of a building attendant to be hired by the Recreation Department. This build- ing attendant will open and close the facility and be in attendance during the activity to offer any assist- ance to the group that they may wish. A deposit fee of $50 , required by the Director of Rec- reation , must accompany the use fee at the time of application for use of the facility. The deposit fee will be refunded upon satisfactory clean-up of the facility. Any damage resulting from the use of the facility will be repaired and billed to the responsi- ble party. 5. Groups and individuals must be in compliance with all rules and regulations as set forth by law and the Alcoholic Beverage Control of the State of California. If catered by a licensed caterer, the caterer must submit an application form to the Recreation Department two weeks in advance of the event. 2 . If beverages are furnished by the applicant and served by volunteers of private individuals , and no fee is charged, the A. B. C. permit is not necessary. Approval of the Director of Recreation is required. PRIVATE PARTIES (No Alcoholic Beverages Sold) Same procedure as wedding and anniversary receptions . PRIVATE PARTIES (Alcoholic Beverages Are Sold) 1. If the price of all beverages is included in the price of the ticket, no A. B. C. permit is required. NOTE : Exception : If tickets are sold to the general public, an A. B. C. permit is required. ($25 for alcohol ; $5 .50 each for beer and wine.) 2 . If beverages are to be sold by tickets or cash, an A. B. C. permit is required two weeks in advance of the event. ($25 for alcohol; $5 .50 each for beer and wine) 3. Only bona fide civic groups or beneficial civic-serving , g incorporated groups , organized five (5) years or more , are qualified. 4. The term donation is not exempt from obtaining an A. B. C. permit, as there is still a charge for the drinks . The Petaluma City Council has approved the use of alcoholic beverages in Recreation and Park facilities on February 20 , 1973 , in compliance p ance with the policies set forth by the Alcoholic Beverage Control ° g of the State of California,ia, 1739 Fourth Street, Santa Rosa, CA; Phone : 545-0406 .
