City Council' Meeting Monday, ®ecember 20, 1999 Council Chambers Mayor Thompson called the meeting to order on this. date in the Council Chambers at 3:20 p.m. ROLL.. C4LL Present: Cader-Thompson (3:40 p.m.), Healy ,Maguire, Thompson, Torliatt Absent: Keller, Hamilton PUBLIC COMMENTS. Geoff Cartwright 5.6 ,Rocca Drive spoke regarding flooding in Petaluma and warned to know what the true protection was that the :Corps project would benefit the community. Council Member Maguire asked City Management why/when the Knight.Initiative item had been removed from the 'agenda: City Manager Fred Sfoutl_er responded :thaf he had been requested by some of the . council members to move the item. 'to an evening meeting and_ asked Council ,.for ' direction as he had` received :conflicting messages from there as to the types of issues"to be scheduled. for afternoon and or evening meetings.. ' . Council Member Maguire stated that he was not aware of the change when~he spoke with members, of` the public who supported opposition of the .Knight Initiative and apologized to those in attendance at the meeting. ~ _ Council. Member Torliatt stated that Council Member .Healy had requested Mr. S#ouder schedule. the topic for an evening meeting at a previous City CourciF meeting. , - , Council,Mern'ber Maguire stated that he had asked Mr. Stouder to place it~on_an agenda . before the holidays and 'in that regard there had been conflicting direction. Terence Garvey 83 Maria .Drive spoke in favor upholding morals. Director of Engineering Tom Hargis 22 Bassett, Street spoke regarding city employees :_ accepting gifts from the public. Diane Reilly-Torres advised that due to an incident, she would no longer speak at Zone ' 2A meetings. Vol.. 34; Page 1.62 December 20, 1999 Council Member Torliatt inquired what had ,been said during the incident. 2 3 Ms. Really=Torres refused to comment. 4 5 Barry Busewitz 315 Sixth Street, spoke against the Knight Initiative and encouraged 6 Councit to vote "No" on, the initiative (.Proposition 22). 7 . 8 Anne McGivern 2228 Rowe Driwe Santa- Rosa spoke against th. a Knight Initiative and 9 -encouraged Council to vote "No'' on the initiative (Prop.osition.22). 10 11 Maddy Hirsh'field 380 Tilton Road Sebastopol„ di'd not appreciate that the Knight i2 Initiative had kieen removed as an agenda item without` giving her proper notification :as 13 14 she had initiated bringing the matter ;to Council. Petaluma Police. Council Member Toraiatt advised, that the:-Bike Advisory Committee was to establish a subcommittee to „address 'bicycle.. improvements 'on the north side of the Washington Creek on East 1Nashmgton Street. The subcommittee was to meet on January 9, 2000 at 9:00 a.m. of the site and she asked ~if any council members would be interested to serve on the subcommittee. She also announced that ste had become an aunt with the recent arrival of her niece, Savannah Lynn Torliatt. _ - She asked City Management to look into~whethec now was a .good time to test water quality in the area or note and;, if so, she directed City Management to take some samples. - .. ,~_ Council Member Healy stated that it was unfortunate that re-scheduling of the Knight Initiative had created an inconvenience for the public. He did not want high profile issues in the community scheduled to come before the Council during afternoon meetings. He mentioned a traffic accident near .his daughter's school where a child had been struck by a vehicle.. He asked that City Management address traffic safety in a more systematic way. Council Member Torliatt noted that the school shad a crossing guard and a stop sign. Council Member Healy replied that the incident did not occur at either of those intersections. Council Member Maguire reported that the Sonoma Marin Transit Commission adopted a plan for a commuter rail system from San Rafael to Cloverdale. The SMART Corrimittee would report to the Commission in February with alternatives for improving circulation in Sonoma and Marin counties. Council, Member Gader-Thompson; requested that the meeting be adjourned in memory of 1Ninnifred H. Nelson. -She also expressed concern about traffic speeds in Petaluma and asked if City Management could post signs that cited. a $500.00 fine for violators. She had personally tried to slow speeding vehicles at the intersection of Weaverly and McDowell. - She asked City Management for.an update on Madison Street. VoL 34,, Page 164 December'20,;1999 . 1 She indicated that she wanted to, be on the Bicycle Committee's subcommitte-e for bike 2 improvements-at the V1lashington/,McQowell intersection. 3 4 She requested that City` Management, seek. cornpe.nsation from -the -County to .clean up 5 Washington :Greek due to the recent :fine by/~the County of a dairy that had dumped 6 732,000 gallons,wastewater into the creek~systems. 7 _- _.: 8 She asked that City Management' report to Council what was being done of the dog 9 park about. a .fence and ',indicated that.. the public wanted a wafer spigot fo provide 10 drinking. water for dogs. 11 12 She thanked the public for their input during°year;~good and;bad, and wished everyone - ~, 13 a Merry Christmas: - 14 15 Council Member Torliatt asked; that City- Management.. seek- ;'funds from the Gbunty for 16 the incident involving. MOTION PASSED: 5/0/2 (Keller/Hamilton absent) for August. 2 and August 23, and 4/0/2 (Keller/Hamilton: absent) for August 16 with Council Member Healy abstaining as he did not attend that meeting. Accepting the Resignation of Brian Graver from the Airport Commission. (Kline) 6. Resolution 99-226 N.C.S. Accepting Performance Audit Report for City of Petaluma Transit. (Ryan) MOTION: Council Member Maguire moved, seconded by Caller-Thompson, to adopt Resolution.99=225 N:C.S. MOTION PASSED: 5/0/2 (Hamilton/Keller absent)... 1. Resolution 99-227.N:C.S..Adopting the State of California Conflict of Interest Code and Establishing Filing Criteria for City Department, Board, Agencies, Commissions, and Committees, and Repealing Resolution 94-307 N.C.S. in its Entirety.. (Kline) Mr. Rudnanskyto respond,to Council Member Maguire's questions after research and discussion with Assisfant City Attorney Lisa Goldfein. MOTION: Council Member Maguire moved, seconded by Caller-Thompson, to Adopt Resolution'99-227 N.C.S. MOTION PASSED..: 5/0/2 (Hamilton/Keller absent). 2. Resolution 99-228 N;C.S. Awarding Contract to Fire Service Specification & Supply for the 'Purchase of Hydraulic Rescue Tool for the Fire Department in the Amount of $23,044:31. (Krout) Council Member Torliatt wanted to know where in the Fire Master Plan priority list: this equipment 'was. Mr. Stouder replied that it was necessary equipmentfo,r the truck to operate; it supported the use 'of the truck. Council had accepted the Fire Master Plan as a resource guide; it had not been adopted as a Plan. Rather, it was a recommendation for afire safety capital improvement plan. It was an early chapter in the new General Plan, Vol. 34, Page 166 December 20, 1999 1 .Council Member Torlatt asked City Management to provide Council with a priority list. 2 for the Fire Master Plan. 3 4 MOTION: Council Member Torli'att moved, seconded by Maguire, to adopt. Review and Discussion of Possible Traffic Calming Approaches on Sunnyslope 12 Avenue,. (Tilton) , 13 14 Engineer Allan Tilton asked. Council how best to identify the community needs and 15 ,goals for traffic calming. 16 17 Council Member Maguire wanted more input from staff about addressing. the sifuatiop 18 before opening it up for public discussion. 19 20 Mr. Tilton said there were :a host of traffic calming devices that could be recommended. 21 ` 22 Council Member Maguire noted that for a stop sign to be efficient it had to be enforced. 23 He had hoped that the advent of moforcycle police officers would improve enforcement 24 and noted that, he had not seen: any.. He asked for a list for each .alternative: 25 . 26 Mr. Tilton asked if Council. was .inclined. to. move forward with choice no. ~3 in the: staff _. 27 report to be brought back with options, and address enforcement. , 28 29 Council Member Maguire 'said no, he wanted more input:from Cify Management;; _ 30 31 Council Member Torliatt` thought the prob;lem was that of the design standards 32 established for city streets and that it should ~be hooked at. 33 34 Council Member ,Healy agreed with Council Members l"orliatt and Maguire,. 'Sunnysl'ope 35 was. not designed for 25 rnph and then enforcement° became an issue. He asked. City 36 Management to, provide the Council with direction on how to face a meaningful 37 discussion. and public inputprocess thaf applied citywide guidelines.,. 38 39 Mayor Thompson questioned whether two stop signs on Sunnyslope was the. best 40 solution. 4:1 42 Mr. Tilton said t'was his goal to haves an adopted citywide policy that met, the ;goals. of 43 the community. He offered to present a host of what others cities had done successfully 44 and noted that: the use ofi stop signs was acost-effective tool but that the perfect tool 45 .had not been'identfied. 46 47 Council Member Thompso"n thought it did not help traffic circulation. December 20, 1999 Vol. 34, -Page T67 1 Council Member Maguire asked if the speed trailer was working everyday in the city. 2 3 Mr. Tilton. was not sure. 4 5 Council Member Maguire expressed that maybe the city should purchase a second 6 trailer. 7 8 Mr. Tilton summarized that the'topie would come back as a workshop session 9 10 Council Member Cader-Thompson asked if there-could be a $50:0 fine for violators. 11 12 Council Member Maguire suggested progressive fines. 13 14 Mr. Tilton suggested a double fine zone as 'an alternative. 15 16 Council Member Maguire was in favor of looking at double fine zones. 17 18 Council Member Torliatt was not in favor of stop signs and enumerated why. 19 20 Mayor Thompson noted education .played a big part. 21 22 Council Member Maguire offered :his .intersection as a test site for a turnabout. 23 24 Council Member Torliat#''noted that people drive aggressively whether there are stop 25 signs or.not: The speed trailer was an example of an educational tool that worked while 26 it was used. 27 ~ ~ ' 28 Richard~~Brawn, 141 Grevillia Drive:, was encouraged by the discussion. In his opinion, 29 stop signs did not slow. traffic. 30 31 Council Member To,rliaft commended the Police Department for their work with traffic 32 calming.
