Ne 37 thought the City, of Petaluma was a part ofi that loop.- ~ There was a meeting scheduled. 38 for Friday,, December 3,, at 2 OQ,p:m. at the City of R:ohnert Park, City Hall. He wanted' 39 to receive information on the Corona Reach project,in order to review it in tandem with 40 an Adobe Road project that h~ad~.been funded from Lynch Road to Jacobson Lane. He 41 had heard comments at Council's .meeting on. November 22 about faire. districts and the 42 possibility of shared department ~ services .changes related to Corona. Reach:, He 43 requested a, copy of-the wafer retention-study (RMI Study).- He then inquired 'if the 44 Lafferty Park Environmental Impact Report,:(EIR) had :been.~ompleted. 45 ~ . 46 Council Member Keller stated that-~it had not been completed. Slue wanfed :City 42 Managemenf to discuss solutions with the School Distract:' 43 ~ " ~ " 44 Council Member Keller ,noted that it was his uncle"rstan"ding that there had never been an. 45 environmental review of 1Nillow Brook channelizaton and that what had been done: so 46 'far had been done without the benefit of a rural project -environmental review: Before November 29, 1999 - _ Vol. 34, Page 107 1 Zone 2A approved any funding or any project movernenf; 'City Management needed to 2 find out the status of environmental review on that project .both 'for the' County and within 3 the City. _ 4 5 Council Member Torliatt was -also concerned about the soccer fields,;and that the Schoof 6 District would close the field and not look',at" other solutions: She .hoped- City 7 Management had been working on resolving the problems such as trash, and noise.;. 8 and not have closing the field 6e the solution. The field ,benefited the community as part 9 of its recreation infrastructure. 10 - ~ ~ - 11 She. then noted information that Council had. received~•-regarding, :a water: supply 12 transmission project that the Sonoma County 1Nater Agency (SCV1/A) was .considering 13 to put in place: to provide more water to the' South County and Marin County. A couple 14 of alternative locations for the pipeline went. through th°e Corona' Reach area and sfe 15 wanted City Management to obtain .additional information and investigate coordination 16 of acquiring easements and pedestrian access in the, area in conjunction with SCWA 17 timelines. 18 19 In addition, she had received .notification about a San Francisco Bay Trail. project 20 announcing a two million five hundred thousand dollar gr""ant.. program. available. She. 21 wanted City Management to pursue funding 'if in fact the project scope included -Sonoma 22 County. 23 24 Council Member Cader-Thompson .wanted verification from City Management that a 25 letter had. gone out in lieu of a conversation she had with Randy Poole regarding the 26 availability ofi funds for fish in Petaluma. S.he also mentioned an article in the Sunday 27 edition of the SF Examiner :entitled 'Rafters Rule Over East Bay Hills' regarding the 28 return of bird habitat to the East Bay Hills. She suggested the article be maintained with 29 the Lafferty EIR file. 30 31 Mayor Thompson requested. that the City Clerk add Rick Savel to the public outreach 32 list for the Corona. Reach Specific Plan. 33 34 Council Member Cader-Thompson noted a complaint she had received. regarding 'the 35 flags at Victory Chevrolet on the Boulevard that. had. not. been taken down. She asked 36 City M'anagement,to send them a letter asking that they be removed. 37 38 PUBLIC FI.EARING - 39 40 1. Continued Public Hearingon Proposal to IncreaselNastewater Rates and Fees. 41 ~ - 42 Council Member Cader-Thompson asked if the connections for Penn,grove were the 43 same as the City of Petaluma. - J 44 - 45 Mr. Hargis stated. he did not know. The 30 County billing was use base and they had not charged the City a capital use 31 component. 32 33 Mr. Hargis said that was correct. P. O. Box 227, Penngrove - was'in favor of 5 fairness and asked a number of questions about how fhe rates would affect the citizens. 6 of Penngrove. He then presented information. about larid use in Penngrove. He had 7 other questions and suggested he type: them up and if he did, to whom should he direct 8 those questions. 9 10 Council Member Torliatt _recommended Mike Ban. 11 - 12 Terence Garvey 83 Maria Drive recommended the City go with the US filter design plan. 13 14 Don Weisenfluh 1092 1Nren Drive'quesfioned if it'would be cheaper to keep the existing 15 plant. 16 17 Diane Reilly-Torres Rai;riier was in favor of a plan that would keep the sewer plant and. 18 build ahigh-tech smaller one. 19 20 Bryant R. Moynihan Nexus :Realty Group., ;Inc.. 22 Dawn .Place spoke against.. - 21 wastewater rates, increase~~andcautioned Council to make sure all the questions asked 22 be answere before proceeding. with rate changes. (environmental soundness; 23 efficiency,, and-cost) 24 .. 25 Council Member Cader-Thompson stated that:a new sewer plant needed to be built. 26 27 Council Memb_ er Hamilton wanted to know how it would be affected when serious water 28 rationing was implemented, - - 29 30 Council Member Healy questioned rates versus connection fees. He wanted the total ,._. 31 percentage of income compared to rates; an equity argument on previous connection, 32 fees; he wanted more- information if the funds had been used for minor capital. 33 improvements to date. ~ He was in favor of getting. a Request for Proposal out soon and' 34 wanted to know how quickly things could be put together. 35 - 36 Council Member Maguire: wanted to hear staff's report on what it would take to get it 37 .going. 38 39 Council Member Keller wanted to see what would happen. to the connection fees and 40 how they had been expended or if they had been used to subsidize other funds. He 41 thought the City had been short funded by the developers in the past and now it had to 42 be addressed.. 43 44 Mayor Thompson continued the Public Hearing to Monday evening, December 6.. 45 46 Recess: 9.:20 p.m. Vol. 34, Page 110 November ~.q, 1999 1 2 Reconvened: 9:30 p.m. 3 - 4 NEW_ BUSINESS 5 6 2. Presentation by Alex' Amoroso, AICP; Senior Planner from the.
