RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION PLAN
BY ESTABLISHING TILE NEW CLASSIFICATION, PAY RANGE AND UNIT
ASSIGNMENT OF INFORMATION SYSTEMS MANAGER, REVISING
INFORMATION SYSTEMS ANALYST, INFORMATION SYSTEMS TECHNICIAN
AND ABOLISHING INFORMATION SYSTEMS ADMINISTRATOR
WHEREAS, the City wishes to keep current its Classification and Compensation Plan;
and amendments and or revisions to the Classification and Compensation Plan are effective upon
approval by the City Council; and,
WHEREAS, the City Manager/ Personnel Officer has determined that certain duties and
responsibilitiesaie appropriately allocated to the classification of Information Systems Manager
(as attached hereto and marked Attachment A); and,
WHEREAS, the pay ranges and unit assignments for the classifications as listed below,
are hereby recommended, effective with the adoption of this Resolution; and,

WHEREAS, the City Manager/ Personnel Officer has determined that the Information
Systems Analyst and Information Systems Technician classification be amended to reflect
industry (as attached hereto and marked Attachment A); and,
WHEREAS, the amended classifications as listed above, are hereby recommended, with
the adoption of this Resolution; and,

WHEREAS, the City Manager/Personnel Officer has determined that the classification
of Information Systems Administrator is no longer appropriate and recommends the
classification be abolished.
NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve
the amendments to the Classification and Compensation Plan as written in this Resolution
including the amendment in the Competitive Service of the Personnel System.
BE IT FURTHER RESOLVED, that this action is taken pursuant to Personnel Code
3.04.020 and Personnel Rules and Regulations (Rule N- Classification and Rule V -
Compensation) and, that the notice of this action has been properly posted.
Under the power and authority conferred upon this Council by the Charter of said City.

SUMMARY
Plans, manages .and directs the City's information systems services and functions. These
functions include management and operations for administrative applications for the City;
complex systems analysis to determine user needs and alternative solutions; oversees computer
and telecommunication technology strategic planning and deployment.
CLASS CHARACTERISTICS
The Administrative Services Director provides general direction; responsibilities include the direct
supervision of professional, technical and support services positions.

Duties:
Coordinate and oversee the development and implementation of short and long range
planning related to the City's technology, including data processing and information systems,
telecommunications, Internet connectivity and web presence, radio systems, alarm and
signaling systems, energy management monitoring and controls, data acquisition and control
systems and audio/video systems and electrical power.
Ensure that acquisition of hardware and software is consistent with the City's overall
computerization planning.
Estimate job costs, set priorities, and coordinate equipment and software compatibility. .
Manage contractors and consultants that provide information technology-related services to
the City.
Advise departments of potential hardware or software applicability, problems, suitability.
Represent the department at meetings for all projects that involve purchased or leased
hardware and software and computing- and related services

Respond to questions and complaints and coordinate operations with all departments.
Provide advice and consultation, including particular hardware/software applications to meet
user needs.
Maintain current knowledge of changes, trends, and advances in software and hardware
technology and make necessary recommendations for system and software enhancements
and/or modifications.
Develop and monitor the information technology budget.
Maintain surveillance of general computer functioning and make operational adjustments as
required.
Monitor computer usage to ensure adequate network, computing and storage capacity.
Dispatch appropriate contractors in response to problems with non-computing technology
systems.
Identify security problems to ensure integrity of the City's data and networked computing
environment, to ensure data privacy, and to protect the City's investment in technology.
Recommend and coordinate citywide employee training in computer usage and applications.
Maintain the City's web site to standards, ensuring consistency, completeness, accuracy,
thoroughness and usefulness for the public.
Skills/Abilities:
Plan, manage, and direct the City's information systems services and functions.
Analyze complex technical problems, evaluate alternatives, and recommend effective
solutions.
Prepare accurate reports of operations and develop specialized information as required.
Exercise sound independent judgment within established policy and procedural guidelines.
Troubleshooting software and hardware problems in a complex networked computer
environment.
Diagnose problems with non-computer systems -electrical power, radio, signaling, and
audio/video systems.
Communicate effectively both verbally and in writing.
Establish and maintain effective working relationships with those contacted in the course of the
work.
Physical Demands and Work Environment:
While performing the duties of this job, the employee is regularly required to sit; use the
computer keyboard and mouse, use hands to finger, handle, or feel; reach with hands and
arms; talk or hear; and taste or smell; stand, walk, and stoop, or crouch. Occasionally lift and/or

move up to 25 pounds. Specific vision abilities required by this job include close vision, distance

QUALIFICATIONS
Knowledge of:
Principles and practices of employee supervision, including work planning, review, and
evaluation.
Principles and methods of systems analysis and data base management.
Principles and operations of a complex networked computing environment, including web
servers, databases, Internet connectivity, and wide area network technologies.
Operating system software, date base software, utility software, and other software tools for
daily administrative operations.
Basic computer maintenance and diagnostic principles and practices.
Hardware and software for personal, departmental, and enterprise computer business
applications.
Standard office practices and procedures.
Education and Experience
Any combination equivalent to the education and experience likely to provide the required
knowledge and abilities would be qualifying. Atypical way to obtain the knowledge and
abilities would be:
Education:
A Bachelor's degree with major work in data processing, electrical engineering or computer
science.
Experience:
Five years of progressively responsible, professional experience in data processing, this includes
systems analysis and at least three years experience in a supervisory capacity. Professional
public sector experience is preferred.
Other Reauirements:
Possession of a valid California Class C driver's license.
Must be willing to work outside normal working hours when necessary.

Analyst

SUMMARY
Performs a variety of technical management and support of City computer and
telecommunication systems; provides consultation to departments to identify information
management and telecommunication needs; researches and recommends standards and
procedures for applying computer technology within the organizational and fiscal realities of
the City. Installs, configures, and troubleshoots networked applications and systems.
CLASS CHARACTERISTICS
The Information Services Manager provides supervision; responsibilities may include the indirect
supervision of technical or support staff.
There are two positions in this classification. One classification performs duties primarily in
network and server design and maintenance. The other classification performs duties primarily in
software and programming design and maintenance. Duties will vary based upon designated
area of responsibility.

Duties:
Plan, design, and implement complex interdepartmental information systems to provide
maximum usage and optimum performance within given resources.
Meet with department directors and their representatives to determine information
management and telecommunications needs in order to develop and design computer system
requirements.
Evaluate users' requests for new or modified computer programs to determine feasibility, costs
and times required, compatibility with current system, and computer capabilities, and perform
or oversee any enhancements or modifications..
Consult with users to identify current operating procedures and clarify solution objectives..

Read manuals, periodicals, and technical reports to learn ways to develop solutions that meet
user requirements, and to stay abreast of current technology concerning telecommunication
and information systems.
Analyze and evaluate vendor supplied software and hardware products in accordance with
City requirements and specifications; recommend new or replacement products as
appropriate; assist in or coordinate the acquisition, installation and application of vendor
products; assist in the evaluation and monitoring of hardware and software support contracts.
Monitor the status and usage of existing computing resources in order to make
recommendations for appropriate or necessary hardware or software upgrades.
Install hardware and software; off-the-shelf vertical products and departmental or enterprise
wide system deployments.
Resolve daily operational and technical problems with City computers and telecommunication
systems; identify system problems and develop and implement appropriate solutions.
Schedule and perform regular maintenance functions on software and hardware to assure
maximum performance and reliability.
Implement, evaluate, monitor, and maintain appropriate security procedures in order to protect
the integrity and confidentiality of City systems.
Plan, test, and implement programs to ensure system recovery from serious failures; respond from
remote locations via networked remote control connection or in person when system failures or
problems require it.
Prepare and recommend standards for the installation and use of computer and
telecommunication systems.
Create configuration changes in network devices, including switches, routers, firewalls, and
network servers.
Prepare both technical and end-user documentation of policies and operating procedures.
Work closely with both technically proficient and non-proficient users to identify and provide for
their computing needs; provide training on customized set-ups.
Perform database maintenance duties, including backup, restore, and schema changes,
develop queries and reports, and recover from error conditions.
Perform webmaster duties, such as updates, upgrades; maintain consistency, completeness,
accuracy of the City's website; work with departments to produce web content.
Conduct application programming tasks and small projects; adapt and extend query and
report capabilities of existing applications; in static and in dynamic data driven web installations.
Skills/Abilities:
Intermittently analyze work papers, reports and special projects; identify and interpret technical
and numerical information.

Observe and problem solves operational and technical policy and procedure issues; interpret
and explain technical concepts to less knowledgeable individuals.
Identify and conceptualize user information needs; evaluate existing system software/hardware

Identify, analyze and assess computer and network administration problems, and take
appropriate corrective action.
Assist in establishing standards for personal computer system resources; analyze and evaluate
software and hardware products and upgrades. Install, monitor, modify, and maintain system
hardwdre and software; prepare complex computer programs for business applications.
Produce queries, reports, entry/update screens and web pages. from within a variety of
programming environments -web, .Net, ASP, SQL environments.
Networking device management; installation, upgrade, replacement, configuration,
troubleshooting and repair of network routers, switches, network servers.
Develop and maintain documentation required for purchasing, inventory, disposal, licensing,
maintenance, and configuration.
Train employees in the use of customized set-ups.
Effectively handle multiple assignments.
Communicate effectively both verbally and in writing.
Establish and maintain effective working relationships with those contacted in the course of the
work.
Physical Demands and Work Environment:
While performing the duties of this job, the employee is regularly required to sit, stand, walk, use
hands to finger, handle, or feel, and talk or hear. The employee frequently is required to reach
with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The
employee must frequently lift and/or move weight up to 50 pounds. Specific vision abilities

PC based desktop and network server hardware, configuration, maintenance, upgrade,
troubleshooting and repair.
Education and Experience
Any combination equivalent to the education and experience likely to provide the required
knowledge and abilities would be qualifying. A typical way to obtain the knowledge and
abilities would be:
Education:
A Bachelor's degree in a related field considered useful in information systems or thirty or more
semester units in industry-specific coursework or manufacturer (Cisco, Microsoft) certification.
Experience:
Two years of progressively responsible, journey level experience in a computer environment
similar to that used by the City, including networked computers and database applications
(such as SQL Server, Informix, Progress, 4'h Dimension, Oracle) systems, web-based and email-
based applications, personal computers, and network system.
Other Requirements:
Possession of a valid California Class C driver's license.

Performs a variety of skilled generalist work tasks related to information systems functions
including installation, configuration, repair and maintenance of computer systems, network
devices and peripherals; provides technical support and limited training to users and assists with
the design and implementation of new systems.

The Information Systems Manager provides supervision; responsibilities .may include the indirect
supervision of technical or support staff.
ESSENTIAL DUTIES, SKILLS, AND DEMANDS OF THE POSITION
The duties, skills, and demands described here are representative of those that must be met by
an employee to successfully perform the essential functions of this job. Reasonable

Duties:
Desktop computer and network workstation/server environments
Respond to computer disruptions and failures.
Install, configure, troubleshoot and repair desktop computers, to department standards; install
and configure standalone and networked printers, scanners, PDA, and wireless bridges and

Install, troubleshoot, and perform minor repairs and reconfiguration of network devices such as
routers, switches, and firewalls with minor direction.
Test desktop computer configurations for incorporation into standards.
Install, configure troubleshoot commodity (off the shelf) software products.
Assist City departments in determining computerized information system needs for single user
applications.
Perform software reloads and upgrades for desktop computer systems.

Skills/Abilities:
Installing, configuring; troubleshooting and operating various computer equipment, peripherals
and standard office equipment, including but not limited to desktop computers, servers, routers,
hubs, switches, audio/visual equipment, telephone equipment and accessories, mobile
computing (vehicular) systems, wireless access devices,
Developing and implementing procedures for effective installation and maintenance of data
processing applications and computer equipment.
Assisting users in determining computerized information system needs, organizing, prioritizing,
and coordinating workload activities.

testing equipment in repair, adjustment, or problem identification of computers and related
equipment; use telephone; write or use a keyboard to communicate through written means;

QUALIFICATIONS
Knowledge of:
Operation of computer equipment, networked systems, related peripherals and software
applicable operating environments, commands, operating systems, structures, backup and
restore procedures, requirements and procedures for set up.
Microsoft Active Directory protocols, maintenance practices and procedures; Cisco wireless
systems, switch, and router protocols, installation and maintenance practices and procedures.

Microsoft Office product suite, sufficiently as to be capable of assisting users and providing
advanced troubleshooting.
Minor maintenance and troubleshooting for computers and related peripherals and software,
office management practices and procedures, including filing and the operation. of standard
office equipment including networked copiers and audio/video systems.
Education and Experience
Any combination equivalent to the education and experience likely to provide the required
knowledge and abilities would be qualifying. Atypical way to obtain the knowledge and
abilities would be:
Education:
Equivalent to graduation from high school and twenty or more semester units in specialized
college level coursework. Manufacturer's certification in Cisco networking, Microsoft enterprise
products (server, MS Office) is desirable.
Experience:
Two years of progressively responsible experience in a computer environment involving
computer operations, including the use of personal computers, networking, and server
maintenance.
Other Requirements:
Possession of a valid California Class C driver's license.
Must be willing to work outside normal working hours when necessary.
