z3 Chris McAuliffe, 95.0 Hopper Street -manages the wastewater treatment facilities for the
za City. Twenty ,years ago the City of Petaluma contracted operation of its wastewater
zs treatment facilities to a company by the name ofEOS. Since 1979, EOS has had a:number of
z6 different parent companies. Despite this we have remained dedicated to providing good.
z~ service to the community. In celebration of 20 years of service to the City of Petaluma. U. S.
zs Filter is going to be offering tours of your wastewater treatment factlity this Friday and
z9 Saturday and a tour of the pond, storage facility to view the wildlife. So if there is anybody
3o who is interested in doing that please give me, Chris McAuliffe, a call at U. S. Filter. The

3s Don Weisenfluh .and Steve Block - the town of Petaluma is in receipt of a letter from the
36 Federal Airport Administration district office dated: '3 March, 1999 -Subject Construction of
37 Wetlands Under Airport Services -Petaluma, California. Pursuant to this letter it is clear
3R that the FAA does not recognize the statutes of limitations in regards to CEQA given the fact
39 that the FAA was not notified on this matter. Additionally the FAA stated in their letter they
ao would have `provided comments which would have negatively affected its location anywhere

i in the vicinity of _the, airport or its approach surfaces. The FAA views the proposal. to
z construct wetlands in the vicinity of the ,Petaluma Airport as a `violation of the grant
3 assurances for which. the city 'has compliance obligation consequently the city is at risk of
a forfeiting various financial grants and the FAA `District Office Manager has also .asked for a
s meeting to discuss the proposed and future use of this property and associated compliance
6 issues. It should be clear at this juncture that if'the wetlands mitigation issue cannot be
~ resolved then the premise. on-which Cross Creek Development was approved will prove'to be
a invalid. This is serious and we strongly urge the City Council to approve. an :emergency
9 declaration so that ari open public meeting with the FAA representative may be scheduled. as
io soon as possible.

a3 Sunnyslope Road... I want to bring to the Council's attention the increased trai~c which is
as occurringori Sunnyslope, since there is such a backup at the;Petaluma bridge a lot of people
as are coining down Sunnyslope :and going out I Street: It is becoming quite ,a problem. 'The
a6 Police held a fund raiser on the street last week and it was quite successful in stopping a lot

i Lionel Gambel, Santa .Rosa - about. a week ago I .found out that there is $1.8 million of
z Transportation Efficiency Enhancement funding Federal funds and I looked at the twelve
3 categories and saw that categories 7 and 8 would be directly applicable to a Water Street
a trolley which has been proposed here originally by Allen Nichols. It has been revived recently
s by Warren Williams and you have copies of a suggested proposal. I even brought pictures. of
6 the model in Lowell, Massachusetts, where people are only able to visit the park by riding
~ one of these heritage trolleys. They can be built locally by Miller Brothers in Sebastopol who
s are currently restoring a Petaluma and Santa Rosa trolley car. It's an express motor. I am
9 passing that on. I understand there is another project competing for that.

t i Councilmember Pamela Torliatt - I want to have the City Manager get back to the
iz Council on the status of the pedestrian walk-way that we are hopefully planning under
13 the D Street Bridge while the bridge is out. I've talked to the City Manager about it
to before and I brought it up at previous meetings and I want to make sure that this
is Council gets a report before we're backed into a corner in June when we close the
t6 bridge down for the seismic retrofitting and make sure we can get the property owner
t~ involved and we can all move forward on this thing and not just have one option of
is spending `x' amount of dollars. I want to be able to think it through before hand, so if
t9 we could have that come back to us at least in memo form and then maybe agendize it
zo on the Council as early as possible. City Manager Fred Stouder said it is scheduled
si April 19 both that and the entire issue of the replacement, not only the pedestrian bike
sz undercrossing issue, the schedule and the options for the construction itself. That's one
23 of those issues as soon as _it can be schedule in light of all the other activities on the
za schedule. We will provide you the draft staff report as a response as soon as possible.
ss Councilmember Pamela Torliatt as early as possible because I would like to be able to
26 distribute that to the property owners in the area and the people that are going to
2~ benefit from it as property owners when development occurs in that area. So as soon as
zs we can have that move forward. Mr. Gambel also was at the SCTA meeting today
29 which I will give a brief report on at the end of the meeting, but I also brought up
3o during the comments at the SCTA meeting that Petaluma might be interested in
31 applying for the T grant for the trolley car. I think that's something that the Council
32 and I'm not sure how we're going to move forward on that because the request for that
33 funding is due by March. l2 which is this week but if we wanted to pursue that I at least
34 brought it up at the meeting to let folks know that we may be going forward with
3s something like that. Councilmember Jane Hamilton asked the City Attorney if we
36 wanted to put that on at the end of the agenda because of the timing could we do that
37 and discuss so that the Council could give direction. City Attorney Richard Rudnansky
3s said if you can made a finding that the need arose after the agenda was posted on Friday
39 and there is immediate need to take action tonight.as opposed to next meeting, then you
ao can put that on the a~enda tonight. Councilmember Jane Hamilton said knowing that
at the deadline is the 12 she would entertain a motion to put it on the agenda.

as Councilmember Janice Cader-Thompson requested that City of Petaluma get some
a9 information the intersection which is going to be redesigned. It's part of Old Adobe Road
so and possibly up to Lynch Road. There's a plan for widening that entire stretch. I think that it
si would be wise of us to see what happens because it really affects the traffic flow and what
s2 comes in and out of Petaluma. Also, the letter we got back from our Supervisor talking

zo be a delay by the U. S. Army Corps of Engineers due to the fact that there are a few
zi properties for which negotiations have not been concluded, the City Attorney is proceeding
zz with this preliminary step in the `.off event" that the negotiations are not .complete in a timely

z9 Mr. Piccinotti presented. his remarks on :the- Two Rock Coast Guard- Station closure. A
3o decision will be forthcoming within a week: We should be prepared for the ;possible
31 eventuality of the base being closed; and we should be proacti~,ve in suggesting ultimate uses
3z for the site. Former Capt. Steve Venshes, 1'.639 Albin Way, retired. from. the Coast Guard in
33 1993, agreed with Mr. Piccinotti. He said the base was taken over from the Army in, .1.971.
34 Most of the Army -Buildings were kept, There.,are 880 acres, 219' buildings, 440 einpl'byees
3s 50 of which are civilians.. It is similar to a small town with 'its' :own Police, Fire Depa"rtment,
36 Medical facilities and Post. Office. There. +ae 1'29 family units, a child development center,
37 theatre, gymnasium and fitness complex,. barracks, classrooms and, teaching facilities: The
3s facility is free and clear of environmental impacts; and it has had proper maintenance, new
39 roofs, upgrades and. housing has been renovated mostly thiough, local contracts.. He
ao compared it to a small. ,`campus.' He noted that the immigration service wanted to use it to
ai house illegal juvenile aliens. That was urned down. He emphasized then local ,community
az should have a voice in its ultimate use. Both gentlemen said they would keep the City

i Councilmember Jane Hamilton and Councilmember Matt Maguire suggested that this needs: a
2 county-wide grass roots support group such as the Sonoma County Conservation Action,
3 and she recommended he telephone Mark Green for assistance.
a Councilmember Michael Healy said the water supply for this complex could very well be an
s issue as a result of the recently adopted Urban Growth Boundary by the voters of the City in
6 the November, 1998, election.

ii funds.) Resolution 99-51 NCS authorizing hiring three Police Officers using existing
is Overtime Funds and COPPS Universal Hiring Funds. The three year cost of $779,111 is
13 offset by $404,575. Overtime savings and $225,000 COPPS Grant Funds. The remaining
is cost of $149,536 will be achieved through other ,reductions such as hiring Entry Level or
is Step I officers at reduced pay, by reduced overtime, or by reduced training overtime. Chief
16 Parks said we are doing more at the County-wide level by working with our collective
i~ resources if we can come to agreement on these issues. Hopefully this will reduce overtime.
is Councilmember Matt Maguire said that the chief has given him assurances he is trying to stay
19 within the budget structure. He has an understanding about this and will move ahead with
ao tight control over the budget and not let this get out of hand.
ai The Chief said it is tough business when you have to work with the unions. There are 4
a2 officers in training, 4 officers on field training, and 4 officers . on disability. By having
23 additional officers now that might help offset some ;of the concerns you have.
Za Councilmember Michael Healy supports this. The overtime issue is clearly a multifaceted
Zs problem. This will help. They already exceed what`was budgeted for overtime for the fiscal
26 year. We hopeyou continue to work and get your arms around this issue and we ask that the
2~ Police Association do so as well. He is concerned 'about. paying for half of the overtime by
as pushing purchase of three police car"s into the next year's budget. They are needed. We
29 really need to get this overtime issue managed.
3o Councilmember Pamela Torliatt said thanks for trying to manage it better. I want. to make
31 sure that this is the type of philosophy we .are instilling in this community. We are looking at
3i `beat cops' on bikes, interactive with the community. We are not .looking at police officers
33 who get in the new police vehicles and drive around. She wanted to emphasize that.
34 Chief Parks said the officers spend the first 4 - 5 hours a shift doing just that and the second
3s 5 hours doing in a back up position. Many officers are fully embracing this.
36 Councilmember Janice Cader-Thompson asked how soon would we get approved from the
37 COPPS office in Washington. The Chief said 30 to 60 days. The background processing has
3s been going on.
39 Councilmember Janice Cader-Thompson would like the Chief to come back in 6 months and
ao let us know how well this is working.
ai Temporary Chair person Jane Hamilton supports this and asked for the Chief to look for
a2 bilingual, Hispanic, and female individuals. The Chief responded that there is a female and

zz Tom Sanborn, the ;architect, said the'land, can be described as having three levels: (1) lower -
z3 a gentle slope; (2) ;middle - a. steep: hill with dense. growth of live oak .and' bay trees; and (3)
za upper - a rrulder slope and :more open than: the middle area. There will be a conservation
zs easement over the deep. slope areayas :permanent open space. The subdivision design was.

1 J. T. Wick, Engineer for Premo Subdivision - gave a brief overview stating: that they wanted
2 density reduced as you go away from Suncrest Subdivision, there is a joint driveway (Mr.
3 Bullard), the trail continuation is accommodated, the upper lots are subjected to full SPARC
a review, there. is anon-development easement on slopes over 20%, and he feels this is a good,
s balanced. design. He noted there are no opponents from the area at this meeting, with the
s exception of Mr. Jonas.
7 Councilmember Janice Cader-Thompson -wants to protect the property owners on Suncrest
s and wants to protect their view as much as possible.
9 Councilmember Michael Healy - as the City Council liaison to the Planning Commission, he
to concurred with Councilmember Janice Cader-Thompson. He is still inclined to favor the
i i applicant's approach as opposed to Dr. Jonas' approach to the subdivision design, with the
12 latter being somewhat unbalanced. Who would control the open space that would result? We
13 can certainly ask SPARC to consider shielding these houses from view from adjacent streets
la as much as possible. At the Planning Commission they were concerned about the ridgelines.
is Councilmember Pamela Torliatt - in theory she supports clustering, but the important thing is
16 to protect vegetation and slopes. This subdivision is being sensitive to that issue. On the
17 ridgelines, we could 'set a guideline on square footage of the houses. We should consider
is exterior building colors that harmonize with the landscaping so the houses do not stand out
i9 like so many do.
20 Councilmember Matt Maguire -his concern is seeing houses crawling up ridgelines. This is a
2i pretty sensitive approach .regarding the land use, and he doesn't see tinkering, per Dr. Jonas'
22 suggestion. Some portions of'the houses will be seen, and the SPARC will see that the most
23 screening is available. He asked how much of Sunnyslope Road would be undergrounded.
2a (Response -The front of the property.) He would support strategic landscape planting.
2s Councilmember Pamela Torliatt - no matter what you do you will see the houses. There are
2s ways, though, to mitigate the impact. SPARC will use care with the upper lots. She added
27 that the trail is great. This should be considered with each project the City approves.
2s Councilmember Jane Hamilton has walked the area. There will be plenty of view corridors.
29 Because of the steepness, it would be difficult to come up with something different. Make
3o sure the view comdors are protected, building colors do matter, and trees are important.
31 Councilmember Janice Cader-Thompson asked if the home height can be limited.
32 Councilmember Michael Healy noted that height is not as important as use of appropriate
33 design is. When SPARC looks at the top houses with `story poles,' that will help to make
34 some decisions. He reminded the City Council that some trees will be removed and some are
3s deciduous.

To recap the City- Council's direction, the following comments are to he considered:
- Open spaces and unbroken views should be preserved as much as possible.
- The area should, in the end, look as natural as possible.
- There shall be no trophy houses.
- Exterior colors of houses should blend in with the landscape.
- Houses should be in scale with each other.
- Native vegetation for this area should be used in landscape design.
- No massive green lawns should be considered.

i Regarding the trolley, Councilmember Michael Healy has been interested in this issue for
a some time. He has ridden in an old Petaluma & Santa Rosa rail car and hopes that the can be
3 returned to town. The service could be from the Foundry Wharf to the Factory Outlet Mall.
a He'has met with Loren Williams about this. This will be part of the Transportation Element
s of the new General Plan. He discussed the funding with Traffic Engineer Allan Tilton who
6 recommended that the City postpone applying for a grant for the trolley at this time. That
7 money will be offered again in the future, when timing will be better for such a project.
g However, Councilmember Michael Healy did recommend that the City submit an application
9 for the depot site, which has been pretty well thought out. There may be $300,000 available
io and that is what the Chamber of Commerce is asking for. Councilmember Matt Maguire
ii concurs with Councilmember Michael Healy. This would be a good joint CounciUChambEr
12 project.
13 Councilmember Pamela Torliatt noted that the documents made available to her at the SCTA
is meeting referred to a number of grants that sh_e was unaware of, and she would like the
