Project Budget, and Authorizing City Manager to Sign all Grant-Related

RECOMMENDATION.
Staff recommends that the City Council adopt the attached resolution accepting the Cycle 10
State Safe Routes to School(SR25) Grant for the East Washington at Edith Street Lighted
Crosswalk Project, approving the proposed project budget, and authorizing City Manager to sign
all grant-related documents.
BACKGROUND
The application for this grantwas.developed by the Public Works Department in partnership
with the Petaluma Police Department: The awarded grant is for the design and construction of a
lighted crosswalk at East Washington Street and Edith Street in the amount of$154,800',in Cycle
10 of SR25.
In the past three years, the Council has accepted SR25 Grants for the following projects:
1. City Council Award"09/21/09 - Cycle 8 State Safe Routes to School for Sidewalk Gap
Closures—$519,030
2. CC Award 12/,05/11 - Cycle 3'Federal Safe Routes to School for 2011 Safe Roiliest)
School Plan- $129,000 '

The proposed actions meets Council goal: "Plan for and implement priority capital projects a`s
funding permits."

DISCUSSION:
This project will construct a ligted;crosswalk and curbramp improvements at the Edith Street
crossing. There have been ten pedestrian related accidents-in the Edith Street crossing of East
Washington Street within the past twelve years with the most recent on January 1, 2012. The
crossing requires.pedestrians:to;cross;five<travel lanes with vehicular speeds ranging from 35 to
• over 40 milesper`thour. There is crosswalk striping, but no signals or other enhancements at this
intersection. The nearest signalized crossing is two'blocks away in either direction
(approximately 900 feet) at Lakeville:Street or Payran.Street.
Based on visual observations=and-recent counts,Edith Street has the highest amount of
pedestrian and bicyclist crossing.activity between the two Signalized intersections on East
Washington Street. Staff also evaluated two non-signalized;intersections at Wilson Street and
Vallejo Street but selected Edith as the.highest priority, due,to,the higher activity levels. The
Pedestrian and Bicycle Committee wasraware and supportive of our grant application for this
project.
Following Council approyaland Caltrans authorization to proceed,staff will design this project
in-house: The project schedule,submitted with the grant application shows construction in the
fall of 2013. Staff will work with,Caltrans to move construction to coincide with the summer
break.
These specific funds.can only be used for the project as described:in the grant application and,
therefore, cannot be used for other alternative projects.
FINANCIAL IMPACTS
SR2S Program will fund 90% of direct project costs up to the grant limit of$154,800. As is
typical, this grant will reimburserbased on actual expenses. The.initial costs will be paid for out
of the CIP fund and reimbursed within approximately two months of.expenditure. The 10%
match and overhead costs of$26,448'is proposed to be filled from the $40,000 developer
contribution from E. Washington Place settlement agreement with.Regency.

RESOLUTION,ACCEP.TINGTHE CYCLE I'O ESTATE SAFE ROUTES;TO SCHOOL
GRANT FOR THE'EAST-WASHINGTON AT EDITWSTREET LIGHTED
CROSSWALK PROJECT, APPROVING°THE,PROPOSED PROJECT BUDGET, AND
AUTHORIZING.CITY MANAGER TO SIGN THE GRANT-RELATED DOCUMENTS
WHEREAS, thepropo§ed project is to construct a lighted crosswalk on East Washington '
Street at Edith Street; and
WHEREAS, the project represents an ongoing effort by the City to improve pedestrian
and bicycle safety; and
WHEREAS, the project was developed jointly by the.City Public Works and Utilities
Department and the Petaluma Police Department; and
WHEREAS, the project improvements will increase visibility of the crosswalk at this
location; and
WHEREAS, staff successfully applied for the Cycle 10 State Safe Routes to School
Program,(SR2S) funding and was awarded $154,800 toward the East Washington at Edith Street
Lighted Crosswalk Project; and
WHEREAS, $26,448 is estimated to meet local.grant match requirements, and the City's
overhead and administration costs; and
WHEREAS, Developer contributions in the amount of $40,000, as per the settlement
agreement between the Petaluma Community Coalition and Regency dated. July 20, 2010
regarding the East Washington Place development, are eligible and available to fund the grant
match.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:
1. Accepts the Cycle 10 State Safe Routes to School Program Grant in the amount.of$154,800;
and
2. Accepts the•proposed project budget in the amount of$181,248, and
3. Amends,the FY 2012/2013 Adopted CIP Budget to include the East Washington at Edith
Street Lighted Crosswalk Project; and .
4: Authorizes the transfer of$26,488 of Developer contributions:funds from Project el 6072012
•
to the East Washington at Edith Street lighted Crosswalk Project; and.
5. Authorizes the City°Manager to sign the Caltrans Program Supplement,Agreement.(PSA) for
this specific project;in'order to receive grant funding allocation.

All projects included in4Cycle'10 will be funded with State Highway,Account funds. In the event
that the State budget has not passed at the time of project approval,. the Request for Allocation
will be processed after budget approval. However, we encourage you.to submit your Request for
Allocation immediately or within 6 months of this notification as.stated under the new
requirements for project deliveryand'monitoring of.the Cycle 10SR2S Program. To view the

Due to the competitiveness of this program, project funds may only be used for the scope of work
identified in the application. Any revision to the scope of the project due to insufficient estimates

construction bids come in lower than anticipated,'an'increase in the scope of work of the project •
