The project is a Burbank Housing Project that is scheduled to be iz constructed across the street from the old Lucky Store at Payran and adjacent to the railroad i3 tracks. is David Bradley, Ryder Homes -asked that the item on the Consent Calendar about Heritage is Homes be pulled for discussion. i6 Kay Russo noted this is Domestic Violence Month and she thanked the City Council for their ~~ support on the issue. The issue of the median, islands on Sonoma Mountain Parkway has her is concerned. She has seen the City redesign traffic circulation at Council meetings without i9 information from staff, rather just reactions from residents at a Council meeting stating traffic is zo heavy on their street. Councilmember Keller has said this is not a good way to plan traffic zi circulation. This has happened over and over again. That is inappropriate. We all pay taxes for zz the streets and- should be able to use them. Those neighbors who don't want us to use streets z3 should also pay for their upkeep. We need to be a little more thoughtful. She will continue to za follow this issue. zs Diane Reilly -Council candidate Mike Healy said something about tearing down the Golden z6 Eagle Shopping Center in connection with the development of the Central Petaluma Specific z7 Plan and she opposes such an action because there is a grocery store that is used by the people zs with fixed income. City Manager Stouder said there is no plan to tear down the Golden Eagle z9 Shopping Center. She has asked for Domestic Violence packets to be placed down at the 3o Police Station on several occasions. She finds it .amazing to 'have a proclamation on domestic 31 violence and then say we hope to have such a program in town some day. 3z COUNCIL COMMENT 33 NR -. She asked what the status is of the Novato carpool lane; what is the latest on the PG&E 3a project on Corona Road; '.the North Coast Rail Authority is having bureaucracy problems 3s between their attempts to obtain funding from the Federal Emergency Management Agency and 36 other government agencies. 37 DK -asked about revisiting runoff from the Old Elm Village map. A 2.9 acre off-site storm water 6 detention basin'is proposed with this development. The estimated cost of public improvements is $1,664,111. This agenda item was removed from the Consent Calendar and David Bradley of s Ryder Homes requested that the approval of the final -map be modified by amending the last date 9 by which grading may be accomplished from October 15 to a November date. There was io considerable discussion between the Council, the City Engineer and Mr. Bradley regarding the i,i possibility of rain, erosion control, and elimination of siltation problems. Mr. Bradley wishes to iz construct the storm water detention pond basin prior to the winter rains. Also the developer 13 plans to hydro-seed, use straw mulch, straw bales, and silt fencing. The Council asked that this is work be checked throughout the rainy season. The City Engineer assured the Council this will is be monitored by staff. The City Engineer said his conservative recommendation was to wait i6 until spring for this work. After considerable discussion, Resolution 98-221 NCS was i~ introduced by DK and seconded by MS with conditional approval of the grading as was is discussed. City Engineer Hargis will revise the resolution wording to include Council direction 19 on erosion, siltation control and monitoring. SITE z~ Resolution 98-222 NCS .supporting the certification .and recommendation by the Sonoma zs County Planning Commission to the Sonoma County Board of Supervisors to approve the Draft z9 Environmental Impact Report to the improvements at the Central Disposal Site. The Central 3o Disposal Site (for the County) is located southwest. of the City of Cotati on Mecham Road. This 31 is the only operating municipal .landfill (Class III) in Sonoma County. Ken Wells, Sonoma 3z County Waste Manager, answered the Council's inquiries. 33 The program includes the following components: expansion of the landfill (to extend the landfill 34 capacity until approximately 2014), a household hazardous waste facility (a building where 35 household hazardous wastes would be collected, packaged for shipment, temporarily stored and 36 "then transported off-site for recycling, reuse, or disposal), a landfill. gas fuel facility (as refuse 37 decomposes in the landfill, it generates landfill gas which is mostly methane and carbon dioxide. 3s The facility would clean and compress the fuel so it could be used to fuel vehicles. Eventually 39 equipment will. be obtained to liquefy the gas for storage efficiency.), a soil bioremediation ao facility (cleaning soil that has been contaminated with petroleum, oil and grease), and operation ai improvements (this would include a public `tipping' [i.e. off loading] facility and a new az recycle/reuse area). a3 Mi. Wells said there are monitoring wells to test for "leachate" escape. He said that if as contamination levels are above certain levels, the materials are "returned to sender."
