The Sonoma County Water Agency has allocated $722,000 for the project. This is part s of the Payran Reach project. Through the Sonoma County Water Agency, Flood Control Zone . 7 2A is providing significant funding to assist the Corps Payran Reach Project. The total cost of s these improvements is estimated to be $1,289,650. Their low bid was $171,250. The project budget is is $212,000, which includes design, planning, administration, dredging, inspection and i6 contingency.. It is estimated that. the dredging will remove 12,500 cubic yards of silt. The U. S. 17 Army Corps of Engineers dredges the river every 4 years. As a result of the winter 1997-98 is rains, a silt hazard was created as the draining water movement slowed and the silt particles 19 settled in the Turning Basin. This silt build-up may hinder the capacity of the river to handle so flood flows. The U. S. Army Corps of Engineers dredges down to an elevation of -8.0' mean zt low, low water. A four foot build-up to elevation -4.0' mean low, low water between Corps Zz dredging cycles. The Federal Emergency Management Agency and the Office of Emergency z3 Services have given the City approval to do the dredging and they will refund the City for this za work. 2s Staff is looking into the feasibility of buying or leasing a dredger for use at a future time when 26 abundant deposits of siltation occur. Santa Cruz Harbor Authority uses a small dredger which z7 they are willing to lease. Staff is still ..investigating that situation .and will report back to the zs Council. Michael Evert, Assistant City Engineer, noted that this is only the second time when an z9 extra dredging of the turning. basin had to be done. Both time it was after unusually heavy rains 3o the previous winter. He talked about a flood map affecting the area. It appears to him that the cross z6 town connector should have been. placed at one of those locations, or Rainier should have been z~ extended all the way through to Adobe Road. The City really needs a by-pass route for traffic. zs Realistically, Corona Road will eventually be widened. z9 Linda Scott, 42 .Arlington -she has attended. a lot of meetings on this issue. None of the interchanges are close in cost except for one in Napa; now it is $40 3o Million: It is the width of the Golden Gate.Bridge. You can't compare that with a cross town 31 connector.
