12 Mr. Mitchell -has been a victim of domestic violence. Women violators need counselling.
13 Men need counselling also. It is very difficult to come forward and admit this. My wife was
is arrested for domestic violence. She falsified a police report. The District Attorney chose not
is to press charges. He has been kept out of his house. People do abuse the system. TRO
16 clinics for men could be helpful. He called on two occasions to the YMCA to ask for -help
i~ and was referred to the public clinic at the Court House. He again solicited help. It was
is suggested that they would be no help for him. We need to look seriously how we help
i9 victims. One third of the arrests for domestic violence this year have been women. Men
20 have been ashamed to come forward.
zi Larry Torres - he presented the City with some Indian charm stones which were used on
2z fishing nets. Regarding domestic violence, the YWCA feels all men are batterers.
z3 Diane Reilly -agrees with the last two speakers regarding domestic violence. We desperately
2a need services here in town. She read a list of programs the County has available. The City of
2s Sonoma has an advocate at City Hall on Wednesdays. Petaluma should check to see if they
26 can offer this at no cost or at low cost.
27 Vince Landof -regarding transportation, there should be six Golden Gate Transit Busses
zs which should be retrofitted with wheels so they can operate on the rail system from Northern
29 Sonoma County down to Sausalito, where they could then get back on the pavement, cross
3o the Golden Gate bridge and then continue on street car tracks. The railroad crossing arms at
31 Payran near the old Lucky store are not functioning very well.
COUNCIL COMMENT
33 MS -wants agendized how we manage landscape assessment districts. Maybe this would be
34 more appropriate for the public works department to do. She protested the Special Meeting
3s which was held last Wednesday. This method of doing business was a way to determine how
36 the vote would come out.

26 Resolution 98-158 NCS denying the Maxwell appeal, approving Planning Commission
2~ approval with 1 year extension of the map from this date, adding a pedestrian easement on
zs the property along D Street and a 20 foot easement uphill at the southerly edge of the
z9 property to the ridge with the Maxwell's gracious offer, and accepting the offer of pedestrian
3o easement across the private driveway where it accesses the property at D Street. The hearing
31 was opened.
32 The appeal filed by Patricia Tuttle Brown related to a requested pedestrian path along the D
33 Street border of the property as a potential piece for ultimate connection with the Bay Area
34 Ridge Trail system. Ultimately she would like to see the trail along the ridge but this action is
3s not the appropriate time to ask for it. The request is fora 20 foot trail because there may
36 need to be some more gradual climb, i.e. switchback, especially at the .southern edge of the
37 land.

i Mrs. Irwin of 1309'/2 D Street spoke in favor of the appellant's request. She noted that
2 people run the stoplight near her home and it is particularly dangerous for pedestrians and
3 bicyclists.
a John Mills, 1315 D Street also spoke in favor of the request.
s Steve Buckley, agent for the Maxwells, addressed the Council's questions. The family was in
6 the audience and agreed to allow the easement along the D Street edge of the property and
~ uphill to the ridge. They also agreed with a pedestrian easement across the private driveway
s at the entrance to the property. Concern was express about the potential -fire problems. They
9 noted portions of the land are very steep. In addition, he said the Maxwells are willing to
io dedicate an easement on the 50 feet of ridgeline that is outside of the City Limits so the trail
zi could be connected in the future.
is Staff noted that the City would construct the trail at a future time. The hearing was closed.

2i PETALUMA SCHOOL DISTRICT NEG DEC
2z Resolution 98-159 NCS approving a negative declaration of environmental impact on the
s3 proposal to utilize the old Hagstrom's grocery store (200 Douglas Street) for the new school
2a administrating building. The request is to change the General Plan from Retail Commercial
as to Mixed Use in order to allow some residential construction on the remainder of the parcel
26 towards the direction of the high school. It was said that there would be created more than 4
z~ lots in the remainder piece of land.
zs There has been neighborhood concern about the use, about the fact that the school district
29 does not have the funding to amend the exterior of the building to; meet the Site Plan
3o Architectural Review standards, about the graffiti and the illegal drug activity the neighbors
31 have witnessed and about the potential of traffic problems with. people using the parking area
32 as a shortcut for cars.
33 Steve Bolman represented the school district and responded to various Council questions.
34 School Board Trustee and President Lou Steinberg -also spoke on behalf of the School
3s District.. He said that the District is eager to proceed with the project, to improve the
36 landscaping on the property, and to do the lot split, but as a member of the School Board he
37 is unwilling to take funds from the student's education in order to remodel that building. He
3a indicated that when the lot split is accomplished and the remainder piece is sold, there should
39 be sufficient funds available to accomplish some renovation to t:he building.
ao John Lindenmeyer, 125 Upham -the neighborhood welcomes the school district but hopes
ai the SPARC requirements will prevail.

i Nancy Case, 216 Baker Street, she is a teacher in Sonoma. SPARC or no SPARC,
a something needs to be done with the building. There have been students overdosing, traffic
3 problems, and tagging of the building.
a Greg Mitchell, 219 Baker Street -said the same things the foregoing speakers said.
s Paul Zarn, 113 Upham Street -repeats the same as above.
6 Tom Brandle, 25 Douglas -would like to see the school move in because of the current
7 crime problems. This is an eyesore and he hopes the future plans don't fail.
s George Kinny, 256 Douglas, apartment building owner - he is concerned about the property
9 adjacent to his land (remainder piece). He'd like this to have some completion.
io Lou Steinberg, President of the School Board -the School will do its best to make
tt themselves good neighbors. We do not have the funding to do any remodeling now. We will
to improve the landscaping situation. If someone wants to donate money and/or time to assist
t3 the School we would be most appreciative. The School does not want to be a detriment to
to the neighborhood and it will do all it can to beautify as much as possible.
is The City Manager said he will discuss this with Dr. Wong, the Superintendent of the District.
t6 PT wants the neighbors to be part of the effort to help to resolve this issue.
t7 Steve Bolman we have had meetings with the neighborhood and we can continue that.
is Planning Director Tuft advised the General Plan's Mixed Use could be residential, and the
i9 remainder portion will have full public input in the planning process. She explained the steps
zo for the due process so the neighbors could feel comfortable that they would receive
2t information on the process as it moves along.
2z MM said he is willing to move it ahead but he is still hearing distress from the neighbors and
z3 there appears to be a continued need for communication with them. bet's gtve this an
za opportunity to work out well.
