For a project to be eligible for HSIP funding, a specific safety problem must be identified for correction.and the proposed countermeasure must .correct or substantially improve-the condition. Staff has identified two projects eligible for the HSIP grant: the Petaluma Boulevard South Road, Diet (Washington to D Street), and the Petaluma Citywide Protected Left Turn Signal Upgrade. BACKGROUND: Section 1401 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act -Legacy for Users (SAFETEA-LU) amended Section 148 of Title 23 to create a new, core Highway Safety Improvement Program (HSIP). On July 21, 2009, Caltrans announced a call for HSIP projects based upon anticipated federal safety funding in the 2009/10 federal fiscal year (FFY). The amount of federal safety funds available for the local HSIP program in the 2009/10 FY is expected to be approximately $50 million. Fifty to seventy percent ($25 to $35 million) will be targeted for Safety Index (SI) projects. Thirty to fifty~percent ($15 to $25 million) will be targeted for Work Type-projects. The maximum federal reimbursement amount for any single HSIP project is $900,0,00. All project expenses that exceed the $900,000 maximum federal reimbursement amount will be the responsibility of the project sponsor and will not be eligible for reimbursement. HSIP funds .are eligible for work on any publicly,-owned roadway or bicycle/pedestrian pathway or trail that corrects or improves the safety for its users. It is the intent of the HSIP that federal funds be expended on safety projects that can be designed and constructed expeditiously. Projects should not require the acquisition of significant, rights of way (not more than 10% of the construction cost), rior should they require extensive environmental review and mitigation. DISCUSSION: For a project to- be eligible for HSIP funding, a specific safety problem must be identified for correction and the proposed countermeasure must correct or substantially improve the condition. The.two projects recommended by staff are discussed below: Page 2 Petaluma Boulevard South Road Diet Within the past 3.5 years, Petaluma Boulevard South (from Washington to D Street) has had 90 accidents, of which 8 resulted in bodily injury. The majority of accidents are .sideswipes of parked cars along this corridor, which can be attributed to high traffic volumes, narrow travel lanes; and on-street parking. The proposed project would continue the recently constructed road diet .from Washington Street to D Street and improve signage/striping only from D Street to F Street. The road diet would reconfigure the existing 4 undersized through lanes to 2 through .lanes and one two way left turn lane, but would allow for left turn designated lanes at Western and B Street. Petaluma Citywide Protected Left Turn Si ng al Up ade There are 26 protected/permissive left-turn signal intersections within the City of Petaluma. Once the protected green arrow goes to a regular green light (permissive left turn) it opens the possibility for a driver to make last minute decisions that can cause an accident. The proposed. project would upgrade these intersections by replacing the protected/permissive signal housing with a protected only left-turn signal. The 2009 Traffic Safety Evaluation Report for the City of Petaluma, completed by the Institute of Transportation Studies-University of California Berkeley, in collaboration with the City of Petaluma Police Department, recommends both of these projects. 4, )c+INANCIAL IMPACTS: The 2009/2010 HSIP grant allows for a grant request of up to $900,000, for an individual project. Caltrans HSIP $ 326,700 $ 326,700 TOTAL $ 371,712 Page 4 /~~~~~~EI~T '~ RESOLUTION AUTIIORIZING STAFF' TO APPLY FOR THE 2009/2010 FEDERAL ffiGIIWAY SAFETY I1dIPROVEIVIENT PROGRAlVI FOR TWO PROJECTS: PETALUIVIA BOULEVARD SOUTII ROAD DIET AND TIIE PETALUIVIA CITYWIDE PROTECTED LEFT TURN SIGNAL UPGRADE WIIEREAS, the Highway Safety Improvement Program (HSIP) provides funds for any publicly-owned roadway or bicycle/pedestrian pathway or trail that corrects or improves the safety for its users; and WIIEREAS, the California State Department of Transportation (Caltrans) has been delegated the responsibility for the administration of the program; and WIIEREAS, the Petaluma Boulevard South Road Diet Project and Petaluma Citywide Protected Left Turn Signal Upgrade have been identified as recommended safety projects; and WIIEREAS, the Petaluma Boulevard South Road Diet Project will be listed as the higher priority of application submittals, due to a higher traffic volume and frequency for accidents; and WIIEREAS, if selected, the City of Petaluma will enter into an agreement with the State of California to complete the project(s); and WIIEREAS, the Department of Public Works, Street Maintenance Operating Budget has sufficient funds for the required ten percent match, and for all other costs not eligible for reimbursement.
