HomeMy WebLinkAboutStaff Report 3.A 09/24/2012 It-se' /n/#3 .A `c L U�t w a Pi 3 zg5$ DATE: September 24, 2012 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Dan St. J. • ' �• 'recto ' ' . is Works and Utilities Ar Steve Simms � r y • s and Maintenance Manager SUBJECT: Resolution Declaring Vehicles and Equipment Surplus to the City's Needs and Directing the City Manager to Dispose of the Vehicles and Equipment in Accordance with Provisions of the Petaluma Municipal Code RECOMMENDATION It is recommended that the City Council adopt the attached Resolution declaring vehicles and equipment surplus to the City's needs and directing the City Manager to dispose of the vehicles and equipment in accordance with provisions of the Petaluma Municipal Code BACKGROUND Various departments have identified vehicles and equipment that are obsolete, in disrepair, at end of useful life or no longer needed and cannot be used by other departments within the City. The equipment is surplus to the City's needs, and therefore requires a declaration as such. The vehicles and equipment may have a combined residual value in excess of$25,000, and thus in accordance with Petaluma Municipal Code (PMC) 3.12 staff is seeking Council approval in declaring the items surplus. The items can then be disposed of in accordance with provisions of Chapter 3.12 of the PMC, which requires noticing and allows the sale or disposal of surplus property. All vehicles on the list will be offered for auction, and other items either auctioned or sold as scrap. DISCUSSION The City Corporation yard is used to store materials and equipment that may have residual value at auction. The Public Works and Utilities Department has identified twenty-two vehicles and pieces of equipment as surplus. Periodically the materials and equipment are declared surplus and sent to auction. The Corporation Yard storage areas are nearly at capacity and need to be vacated so there is adequate room for day to day operational and storage needs. Agenda Revi- . : City Attorn: AL Finance Director City Manag _ Among the list of items recommended as surplus are 14 vehicles, boats or trailers and 7 pieces of equipment that will be offered for auction and proceeds deposited into corresponding funds. It is likely the City will seek the services of an auctioneer for most of the items in an effort to move the items as efficiently as possible. Also among the items are various parts and pieces that will . be offered as scrap or salvage. The last item on the list is an asphalt grinder that has significant residual value. That piece of equipment cannot be used because the machine is large, complex and is best suited and intended for use in street reconstruction type projects. The City's current street crew is too small to perform reconstruction type projects which are best performed by paving contractors. Their efforts have been directed over the last few years towards a maintenance mode of operation. The crew is now focused on thin overlays, crack sealing, pothole repair and in general extending the life of our existing streets. Thus the asphalt grinder will be offered for sale by auction while it still is fairly valuable. We received a free estimate from an auctioneer that valued the grinder at approximately$70,000. FINANCIAL IMPACTS Proceeds from the auction will be deposited in the proper City fund. ATTACHMENTS 1. Resolution 2.
