i2 Maurice Matheson - questioned the proposed construction of the Heritage Homes
i3 subdivision as discussed late in the April 6 Council meeting. DK assured him that the City
ia will do its utmost to keep the storm water runoff from impacting anybody in Petaluma.
is John Hanania - when are we going to discuss the rest of Putnam Plaza and the Youth
i6 Center? Are you still interested in using the empty space below the Hideaway? MM asked
~~ him to share what information he has when the subject comes up on the agenda.
is Vasco Brazil - I received an invitation from the City to obtain treated wastewater for
i9 irrigation for one year. Next meeting someone is going to offer to use it for four years. That
2o is not a fair playing field. City Manager Fred Stouder told the Council what we are trying to
2i do is exactly what he is concerned about. You said you wanted us to negotiate with the users
2z for one year, so we requested those responses, with your concurrence. If you want to change
Zs the rules, tell me. We are trying to avoid negotiating through the grapevine. You will see al
Za the proposals next week. Next week you will have what is on the record. If you want to
Zs change your nund, we can do that. We are on record that we should have a draft RFP on
Zs that whole process for an October meeting, and ideally prior to that. i~Ve are trying this so we

29 Hank Flum - complimented the City Council for their stand on storm water runoff from the
so proposed Heritage Subdivision. He asked them to continue to be that caring.

32 NR - Putnam Plaza - wants monthly status reports on the downtown beginning the first
33 meeting in May in the afternoon. The Youth Center and the Tables and Chairs could be
sa discussed at that time. City Manager Fred Stouder advised the City Council that the list of
3s things to do from 1VIay to 7uly is nearly completed. We will keep you up to date on a
36 monthly basis on agenda scheduling. He suggested you need to put tlus two weeks to 30
s~ days later than the list.

2 Lakeville Highway on Highway 37 there are 320 proposed acres. Can we discuss this during
3 Urban Growth Boundaries? City Manager Stouder this is tentatively scheduled the last

s MS - She asked for some information on Cortez Drive and on flood damaged streets and
6 flood damage proposals. She read a U S Filter letter and asked that this be brought up for
~ future discussion.

9 PT - would like to have the City Manager make a recommendation how we should proceed
io and give us an update in memo before next agenda. The City Manager noted there is a report

~a PT - she received a letter regarding Cross Creek elevations of back yards. There, is a Tim
is Warner letter regarding Police Officers and a search warrant. She would like answers to

i~ DK - wants a staff commentary on an agricuitural agreement among some of the neighbors of
~a Lafferty Ranch. How will this impact what we are doing at La~erty Ranch?
i9 MM - I tlunk that this is a closed session topic. The City Attorney agreed.
zo PH - the League of California Cities wished the City Happy Anniversary. The city was
Zi incorporated April 12, 1858.

io assigned to Patrol. T'his will raise the number of sworn police employees from 63 to 64.

i2 hours will there be patrol downtown, when will the foot patrol start, during which hours will
is there be foot patrol downtown, what work is not being accomplished by patrol officers with
ia the second foot patrol downtown, what do we have, what are we going to get, what are we
is giving to downtown?
i6 City 1Vlanager Stouder said tlus action authorizes a change from 63 to 64 Full Time
i~ Equivalent police officers. This program started in January. They are there after school is
ia out. The DARE officer also works the downtown foot patrol. We have 1'/2 persons on foot
i9 patrol now. What do we have, we have more patrol downtown. A full time position is 25%
2o presence at best. If you want full time coverage downtown, then you need to have five
zi additional staff on duty. In reality, that would mean 10 additional persons, because you need
zz to account for trairung, vacation, and sick leave. We will give you an evaluation of utilization
z3 of CSO's and merchant volunteers as well as security patrol officers. What's the best way to
za do this? We'll look at that. The Police Chief will report to you on the hours to be covered
zs downtown.
26 PT - wants to know what the hours are, we should give direction to the police officers what
2~ is important. For her, what is important is stopping vandalism and graffiti. We need that
Zs information on our May report.
z9 MM - perhaps a much more cost effective approach is to have a security patrol. How many
3o hours a day does a full time person spend down there? With the size of the district, how
3 i many officers would it take to make it effective?
3z MS - wants cellular on patrol on the agenda.

z9 The City Council asked that information be disseminated as much as possible including using

35 Don Weisenfluh, 1092 Wren Drive - proposed the current Urban Lirrut Line be the line used
36 for the ilrban Growth Boundary line. ~-Ie and the committee, Petalumans for a LTrban
3~ Growth Boundary, urge that be the line used for the November ballot issue. He left a petition
3s with 78 signatures supporting the Urban Growth Boundary.

i Mark Green - the problems in the City are a result of the sprawl. We are three train cars baclc

a flood project is based on the year 2005 buildout. We must not forget the importance of

6 Council questions and comments:
~ What is the timeline for getting the outside counsel on board? We hope that they would be
~ on board tomorrow. VVould prefer Shute, Mihaly and Weinberger (whose estimate was

io What is the difference between the City Attorney and an outside law firm? How much does
i i the City Attorney charge? (City Attorney - is on hourly wage. For this service he charges
iz $85ihour for work of his associate and $110lhour for his work. L,itigation billing is higher.
is The outside counsel charges from $175 to 200/hour.
ia Would like to proceed with the City Attorney as the lead attorney because he knows the
is community and this is not new stuff. Prefers Meyers, Nave, Riback, Silver & Wilson (whose

b~ Want to be sure the LTrban Growth Boundary can only be changed by the voters, and the

i9 Put an issue of accompanying land use values on the ballot for the area between Novato and

z~ The Board of Supervisors is opposed to the San Pablo 1'acific Company on Tuesday. This
zz may affect Petaluma.
z3 Want a resolution and letter supporting Supervisor Harberson's position in opposition to that
za development.
zs Want to retain Shute, Mihaly and Weinberger and give the ~ity Attorney a lot of work.

2z Itegarding the Sonoma County Transportation Authority there will be a copy of a letter
23 forthcoming on Federal Intermodal Surface Transportation Efficiency Act (ISTEA). There
2a is still a strong effort to obtain additional funding for U. S. Highway 101. Bicycle paths for
zs Sonoma County will ultimately be found on the Internet.
26 The Air Resources Board is hearing problems that have been encountered from the Smog II
2~ program. Also, there is a committee working on wood smoke.
