I am not fooled by the members of this is Council. i6 Bonnie Nelson - regretfully, she has not had and does not have time to run for Supervisor. i~ She is working, and is still interested in representing the people of Petaluma, where she feels is her pocketbook fills the situation. She encourages persons who receive contributions for i9 political of~ice to think what that money could do for the citizens of Petaluma. zo Grant Davis and Tim Little - The ltose Foundation announced awards totalling $59,500 to ai the Petaluma River Watershed and San Pablo ~ay Environmental Projects. A well-managed zz watershed management plan is a good legacy for our children. She listed severa- possible methods of developing an YJrban Growth ~oundary a for Petaluma: (1) iJtilize the public inpu~ process and place a measure on the November, s 1998, ballot; (2) Solicit LTrban Growth Boundary information from the General Plan Update 6 process and subrrut a ballot measure to the citizens sometime in the future; and (3) Work with ~ a citizen's group to develop a citizen initiated ballot measure. The growth rate for the last s few years has been 2% to 3%. The anticipated growth within the Urban Limit Line (which 9~JJrban I,irrut I.ine was put in place in the 1960's) is 1,9Q0 uruts. T'hat 1,900 uruts include~ bo affordable housing, seruor housing and in-fill projects. StaflP is looking at 300 units per year ii for the next 5 years. Generally deveYopments come in at 70% to 80% of potential yield. The i2 Johnson property in the Corona area has been counted for housing, but the Central Petaluma as Specific Plan has not been counted for future housing. 14 Council comments, questions, requests: as • Want a list of all communities who have an LTrban Growth Boundary and an indication i6 whether or not the Urban Growth Boundary was citizen petition or Council referral. i~ ° Want to know how the measure can be worded so that the Council cannot change it in i~ flrud-strearn. i9 ° Want an in-filY policy that has residential development fees and paricing standards that zo give in-fill projects a break. ai Public Comment: 22 Myrita Henry - establishing an LJrban Growth Boundary would help save the City from 23 irresponsible deveYopers. za Don Weisenfluh - the proposed Urban Growth Boundary will benefit the City and reduce zs opportunities for inappropriate growth patterns. z6 Nancy Cluen-Erickson - she is opposed to further sprawl such as has occurred in Phoetux. 2~ She urged the Council to take this to the voters. 2g Marne Coggan - doesn't want sprawl here and urged the voter approved boundary line. 'The a9 thought was added that big developers buy land outside the Cities' boundaries, and then urge so cities to annex their property. Iteaffirm the LTrban Growth Boundary every five years. If it 3i passes, it will live another 20 years, and if it fails then it will live until it sunsets. s2 ~Iank Flum - support L7rban Growth Boundary. It is hard to trust our elected officials. 33 Everything we do in our watershed puts water into the river. What impacts development 34 would have on future flooding! I~e wants no future floods in Petaluma. ss Richard Brawn - supports the Council's willingness to put that to the voters. I3e wants it 36 because a good reason isn't just enough. It protects the commuruty separators that have voter s approved Urban Growth Boundaries. They protect the areas between cities so that no urban ~ intensification occurs. Shute, Mahaley and ~Veinberger, Attorneys at Law, is a firm that has s had a significant amount of experience in preparing Urban Growth Boundary documents for 6 various cities. She recommended the City contact them for their expertise in this field. It ~ could save the City much time and money. s Oruta Pellegriru, Chamber of Commerce - they represent 650 businesses and 1,200 jobs. She 9 suggested the City go through the process for the General Plan update and the Economic io plan in connection with the ~Jrban Growth Boundary issue. I,et's make sure that we get ii responses from all citizens. iz Janice Cader-Thompson - Urban Growth Boundary is important. Trust is important to her. is The General Plan is a permeable plan, the voter plan is impermeable. Likes the vote every ia five years. Would like to see on the map what changes have been made. With good intentions, you may support something, not knowing what the total ef~ect 34 would be. If the people vote to put it in (Urban Growth Boundary), they have to have the 3s responsibility for the decision.
