34 the eighth bus is on the streets now. It is a 1980 Grumman Flexible named "Steamer Red
3s ~acket." I,ast year's ridership topped 200,000 for the first time, which is a 17% increase over
36 the prior year. Route modifications were started on March 2. Both the eighth bus and the
3~ route modifications were the result of recommendations in the Short Range Transit Plan.

i The marketing study is being done. When the City surpasses the 50,000 population count,
2 there will be more money available from the 1Vletropolitan Transportation Commission, but
3 the fare box revenue requirement will go up to 20%. The City will have about five years to
a fulfill the requirement after the City's population reaches 50,000. ~urrently the required
s percentage of fare box revenue is 10%. It is anticipated the City will receive $709,245 for

i~ wastewater to the ranchers this year. Michael Ban, Utility Engineer, told the Council that the
is Regional Water Quality Control Order remains in effect; i.e. no summer discharge of
i9 wastewater into the Petaluma River, between May 1 and October 20. It is premature to have
Zo information on the amount of treated wastewater that will be available when the new sewer
zi plant is functiorung in four or five years. The sta~s recommendation as for the Council to
zz authorize distribution of a reduced amount of treated wastewater (512 acre-feet less than last
Zs year). That would allow distribution of 550,000,000 gallons of treated wastewater for
Za agricultural imgation. This would support irrigation to approximately 675 acres, which is
as 153 acres less than the amount of land irrigated in 1997. The annual amount of reclaimed
26 water used annually is weather dependent. ~'he reduction would be aclueved by equitably
z~ reducing the amount of reclaimed water provided to the agricultural users. 'This will reyuire
zs that a certain volume of water be stored in the oxidation ponds prior to the beginrung of the
z9 irrigation season in order to meet demand and to maintain water quality.
so 'The result of this is 153 acres would have to be removed and returned to dry, native range
3i land. Ttus would involve effort by the landowners in that the land will have to be reseeded
32 with native grass. It is the goal to identify lands with potential erosion and run-off problems
33 for the return to dry, native range land. '~'he benefit of making t}us choice is long term.

~o their capacity. If you wish to purchase land to imgate, you would have to purchase the pipes
~i and go through and EI1Z process. Yf you do not use the treated water for irrigation at
32 Rooster Run Golf Course, you will be taking water away from human consumption and fire
33 fighting needs. Regarding the desire to use more flat lands for irrigation, the Mosquito
34 Abatement district does not allow any ponding of water. Should ponding occur, the
ss irrigation would be shut down. There are check dams in placs for those sites where run-off
36 ~night occur. If you have the users do the irrigation, who will ~atch for those problems?
s~ Vasco Brazil - you are up against the wall. Staff is working for the landowners, not the
sa ratepayers. Put the hammer to staff. ~Ie then discussed the in-igation project as it was done
39 ~n the early 1980's. Your alternatives are not acceptable, not rate payer friendly. You should
~o put this out to bid.

ascertain that the contract provisions are written to protect the City. For the
long term, the staff will develop RFP suggestions and bring that back to the
Council in October. Included in that discussion will be use of treated
wastewater until the new sewer plant is constructed and functiorung.

z3 City Engineer Tom Hargis said the flood crest in the Petaluma was reached at 2:30 a.m. on
Za February 3, 1998. There had been between 3.7 and 4.7 inches of rainfall in that 24-hour
as period. He showed a video tape of the flooding. This was taken in the light of day from a
26 helicopter. ~Ie noted the City has reached agreement with the bonding company on obtairung
z~ an alternate contractor to complete the Lakeville Bridge. gt is expected that bridge will be
zs completed in July of this year.
29 Col. Richard Thompson, .U. S. Army Corps of Engineers - reassured the City of its
so commitment to construct the project. Money has been allocated and the contract for Phase ~
si has been awarded. Construction will begin this Spring. Xou will be briefed monthly on the
3z progress of the project. ~Ie introduced Jeff Chatfield, Project 1Vlanager, Eric Rastons, and
33 Tom Kendall from the Army Corps office. ~Ie noted there will be a"LJ-shaped channel"
3~ constructed first, and a"trapezoidal channel" constructed in Phase II. T'he trapezoidal
~s channel will measure 70 feet at its base and 120 feet aY the top.
36 The City Council asked if the project can be moved along faster than the projected calendar
3~ shows. I'hase II will be begun after Phase I is completed. ~'he Council was informed that
ss there needs to be some real estate easements and fee title purchases resolved prior to the
39 commencement of Phase II. Property owners are wanting to know how their baclc yards will
~o appear when the project is complete. At ttus time that information is not available; although,
ai it is anticipated the plans for the second phase will be finished in the next month or so. It is
a2 estimated that the acquisition of easements and property title vvill take appro~mately six to
43 eight months.
