18 Onita Pellegrini addressed the Council regarding transportation and the Highway 101
19 Corridor. She read a resolution asking the City Council to direct the city's
20 representative on the Sonoma County Transportation Authority, to urge the Authority
21 to take the actions necessary to secure funding to widen Highway 101 to six lanes
22 from Windsor to 1Vovato. This act~on includes adopting a resolut~on to incorporate all
23 roadway segments and interchanges which fall within this area on the Sonoma County
24 Transportation Authority highway project priority list.

7H - was there any response to the Boy Scout who wanted to participate in the
scouting program to achieve an Explorer Post which trains sixteen year olds and
older, the skills it takes to become a fireman. She would like to see both Boy Scouts
and Girl Scouts included in this program.
Fire Marshal, Michael Ginn, advised Council that the issue had been discussed and
requires research which he will bring back to Council in approximately 30 to 45 days.
DK - Encouraged discussion regarding the meeting between Council and the Chamber
of Commerce. This is a public meeting where people are encouraged to speak during
public comment time, but the focus of this meeting is to have a discussion between
the Council and Chamber Board. A copy of all the polls should be distributed to both
the Council and the Chamber Board.

The City Manager was directed to come up with possible dates for a future meeting.
Bill Kortum, 180 Ely Road, spoke regarding the Highway 101 issue. He feels that
more funds would be available to us for the Novato narrows if we became a self-help
county.
Bryant Moynihan, 102 Dawn Place, spoke regarding transportation issues. The key is
getting the funding to implement the necessary widening of Highway 101 to six lanes
between Novato and Petaluma. He agrees that we should get in line to become a self-
help county and also to get in line for the funding.
DK - the section of highway between Novato and Petaluma is No. 10 on the
CALTRANS priority list, as well as various interchanges and improvements on
VVashington. I~K feels the city should be conesponding with Senator Burton.
Assemblywoman Mazzoni, Senator Thompson and Assemblywoman Brown are trying
to get this on CALTRANS priority list for this years funding. Supervisor Harberson
should carry this from the Board of Supervisors to MTC and CALTRANS so that it
will be clear that this is a very high priority to us.
NR - is supportive of the Council sending a resolution to CALTRANS, but she would
like the wording strengthened by requesting CALTRAIeTS to fund the $15,000,000 for
the preliminary design and environmental assessment stage of the improvements
between 1Vovato and Petaluma.
JH - we should fax the resolution to MTC Executive Director Larry Dahms,
CALTRANS District 4 District I~irector Harry Yahata ~nd CALTRANS Headquarters
Programming Director Wayne Lewis, along with a~over letter that reiterates the
urgency for these highway improvements to take place.
DK - would like to explore using the services of a lobbyist.

41 joint meetings. The Council would like to schedule a meeting within the next six

of the city's participation with the Sonoma County 'Transportation Authority in
development of a Rail Implementation Plan. Introduced by PT, seconded by JH.

Allan Tilton, Traff c Engineer spoke to the Council regarding this issue. iNe are
looking at contributions from all major jurisdictions plus a$72,000 commitment from
MTC to complete this study. MTC will not release that money unless they have full
and complete cooperation from the member agencies al~ng the corridor.
Allan also advised that there will be an opportunity for the City of Petaluma and other
agencies to collectively sit down and expand their individual scopes within their
jurisdiction.
Sonoma County will work with Marin County to insure complete participation in this
plan, and staff will also be negot~ating with MTC to secure support and funding for
the region.
It was noted that a joint Executive Committee from the two counties will meet at
I.ucchesi Community Center on Wednesday, February 4th at 2:00 p. m. to discuss the
issues.
The Council thanked Jim 1VIcCann, Principal Planner for his dedication and hard work
in the six years he has been employed here. Jim is moving on to become Planning
Director for the City of Calistoga.

There were questions raised about the possible use of existing signs, a need to replace
some outdated signs on Highway 101, would there be competitive proposals solicited
to do the study? what the range of installation costs would be? is it possible to use
funding from the Central Petaluma Specific Plan? arid will there be any type of
lighted signage used?
1VIs. Buffo stated that this would be going through Planning Commission meetings and
at that time there would be a chance for public input. ~fter the study is completed
the PDA plans on bringing this back to Council to ask for funds to go forward and put
the signs in place.

activating the Emergency Operations Center. Were within two feet of going out of
bank at Payran and Corona. The rain has been falling at about 1/4 of an inch edery
half hour, and there has been heavy rain west of town. ~Iigh tide is around six

Bonne Gaebler, Housing Administrator, advised the Cauncil that the City Manager of
Santa Rosa has requested that the City of Petaluma participate in a countywide effort
to provide a permanent shelter to replace the National Guard Armory homeless shelter
program. The dollar figures involvetl are approximately $50,000 for start up and
about $11,000 a years With Council's approval she will write a letter to Ken
~lackman, City Manager of Santa Itosa, to let him know that Council approves of the
concept. She will also let him know what the Block Grant schedule is because that is
where the money will have to come from. This will be a supplement to Petaluma
finding our own shelter. There are a number of homeless people who are either
incapable or unwilling to o~ercome their barriers anci get back to self sufficiency.
Those are the folks who she thinks would utilize this shelter while we took care of
business with those people who are ready to move toward being independent.
There is still a lot of information that needs to be gathered, and she will keep Council
posted as she learns more about the program.

30 Vin Smith, Senior Planner has met with members of the Petaluma Downtown
31 Association and the Petaluma Visitors Program staff to discuss existing as well as nevv
32 directional signs for Petaluma. Also discussed was a collaborative approach to
33 funding and managing a professional services contract with Design Pacificae
34
35 Linda Buffo, Petaluma Downtown Association spoke before the Council regarding a
36 plan for new directional signs for Petaluma. The PDA in prioritizing their project list
37 for the 1997/98 year, listed this project as one of their priorities. The PDA asked for
38 $4,000 in their budget to get the process started and are looking into other funding
39 sources.
