Zs Maren Coun Fair - Michael DiGiorgio said he had just come from a meeting on rail Za between Novato and San Rafael which they are planning for the County Fair in San Rafael. Zs Alternative transportation is the theme of the Marin County Fair. Xou should all try to get a z6 ride on this train to see how wonderful it is. They are looking at diesel units of 2 cars, 2~ expandable to 4 cars. Track condition is very important and needs attention. Zs ~i~hwav 101 and the Calthorpe Plan - Marin has reached agreement on a proposed sales z9 tax measure use of $75 Million should be used for rail transportation, $70 Million for bus so transportation, $55 Million for land acquisition for Open Space, and $35 Million for local si street improvements. The Marin Board of Supervisors supports e~rtension of High 3z Occupancy Vehicle (HO~ lanes through San Rafael and so they would oppose widening the 33 highway "nanows" to Petaluma. sa There will be a public hearing on the sales ta~c issue on March 17 in Santa Rosa at the Board 3s of Supervisors meeting room. 36 A Petaluman said there really should be HOV lanes between Healdsburg and San Rafael. 3~ Regarding the Level of Service on U. The sense of those in attendance was, "No Way" s would it be that high. Perhaps if the figure used for fare box recovery were reduced to 30%, a that might be realistic. s Light rail would have to be done in the day time to allow the freight trains to run a night. 6 There is no need to harm commerce. This rail service should accommodate all needs. ~ Regarding "choking" at the intersection of Highway 37, there was some concern. It was 8 noted, also, by the group that Highway 101 chokes down at San Rafael. 9 Question, will people vote just for HOV lanes in Sonoma? There is the need to have the io support of the environmental community. ii Reversible HOV lanes were discussed briefly. i2 Rail to ferry Sonoma County to Larkspur- some said there won't be many users for that sort is of service. ia Cunently the CALTRANS funding split between Northern California and Southern is California is 30:70. i6 Petaluma has a City bus service, but Novato does not; the Golden Gate Bridge District does i~ the Marin County local service. is Some of the Marin County Sales Tax will go to local bus routes and some to the Golden i9 Gate Bridge Transportation Authority. Zo Petaluma had 20U,000 riders on the Petaluma Transit system last year. The Petaluma fare Zi box revenue for last quarter was 17%. In addition, the City suppor~s the Golden Gate Bridge z2 District, MTC and Sonoma County Transit. 23 Transit stations should be multimodal with day care and the like. Also, there should be za revenue generating businesses at or near the transit stations. Meetang the needs of seniors is zs part of the Calthorpe plan. ~6 The transit stops in Petaluma would be in Corona Reach, downtown and near the Marina. z~ Who is going to run the railroad? Zs Questions about the hi~hwav "narrows" - What highway access improvements need to be a9 completed at the road to the dump? Wouldn't that be very expensive? 3o Skateboard Pae-k - Petaluma was asked questions about their skateboard park. Novato has a 3i temporary skateboarding area. It was noted the Petaluma Skateboard Park is near the Municipal 3z Pool. From the beginning the youth has been allowed to create their own graffiti artworks in the 33 skateboard area. The only restriction is that is should not contain obscene material. The biggest 34 challenge is that the youth does not want to wear profective material. $15,000 to $16,000 was 3s spent on the skateboard park design with a total cost for the project was $103,000. There have 36 been injuries but no lawsuits to date. Safety equipment needs to be required. The skateboard 3~ park users were very instrumental in the design of the park. Bicyclists and in line skaters use the 3s park, also. 39 It measures about 50' by 150' and users are between the ages of S and 60. It is fenced and ao unsupervised. Youth 17 2 years of age or younger are restricted, unless they are `doing something' with parental 3 approval. They have had good success with it. Most parents appreciate the ordinance. The a purpose of their ordinance is not to be punitive, rather it is to decnminalize the issue. Parents s are called. If there is no answer, it points out that the parents aren't there and the youth are 6 taken to a youth home, not juvenile hall. They have found 10 year olds at Denny's at 2:00 ~ a.m. being hassled. The parents didn't know the kids were even out of the house. s A monthly report is submitted to the Council on curfew activity. 'The place the youth are 9 taken is "Youth Advocates," in San Anselma The City of Novato is hoping the new teen io center will help, when it is completed. One Councilmember asked, "Didn't you do that to i i your folks when you were young?" iz The Novato curfew is only an evening curfew. They brought up an officer from San Jose is who helped train staff. There was a six month outreach program and then a trial period. The ia night the ordinance was adopted there was a rape; the rape crisis people were in the audience is and were called out.
