i9 Recreation Director Jim Carr said the improvements to the park are nearly complete, sod
Zo will be in place this week and a tree will be planted near Perry's Delicatessen. There have
ai been discussions about the day use of the alley; however, the budget has not been
z2 developed for that portion of the project. The proposal is to improve the building-scape
zs of the alley and to place tables and chairs for the public's dining pleasure. When more
Za information has been developed, staff will come back to the Council.
Zs Police Chief Pat Parks noted that the Police Officers have continued to persevere in their
z6 efforts to reduce the illegal activity in Putnam Plaza, however, due to the amount of
z~ overtime that has been used by the Department there will be a lesser Police presence in
2a that part of town.

Zo John Hanania - I have been involved with the kids for some time, because I am a soecer
~i coach. I have been through a lot in this life and hope to give a positive impact to others. As
2z long as you ignore the conditions, the problem is going to be bigger and bigger. Let's turn
23 the wagons into a circle and take care of it all at once. This is a low blow to put an agenda

2s dessica Van Gardiner - Petaluma Visitor Center - the various business persons in Petaluma
26 have heard visitors tell of negative experiences that happened to them in the Putnam Plaza
2~ area. The City CounciPs continued action is endorsed.
Zs Linda Buffo - passed around photographs which were taken on January 1. She talked about
z9 numerous situations that have occurred in Putnam Plaza since 1986. People may change, but
3o the problems remain. We need consistent policing downtown.
3i Lori Shea - she is in support of some kind of action at Putnarn Plaza. The kids are getting
s2 drugs from adults. The downtown is really coming around. 5he encouraged the Council to
33 think about how they are going to handle the increased detection of infractions with a
sa surveillance camera. If you transport the youth to Los Guilicos, you are giving them an
ss opportunity to obtain education in violence from the existing residents. Everybody should be
36 able to use the park without discomfort. Drug abuse has increased. A diversion program
s~ would be better than juvenile hall.

i Victor Chechanover - is opposed to surveillance cameras. There is a problem. We have
2 domestic violence problems, vandalism, child abuse problems. Cameras will cause drug
3 dealers to move out of view. Are cameras cost effective? The City of Oakland, after looking
a into surveillance cameras, chose not to use them. He is glad this will be held on an evening
s when all can be there. Maybe the Arg is Courier newspaper can be of assistance.
6 Onita Pellegrini, Executive Director of the Petaluma Area Chamber of Commerce - we need
~ to take care of the illegal activities at Putnam Plaza. The Chamber asks you to move as
~ quickly as you can.
s Chief Parks noted there are drug problems in other sections of the City, as well. They will
io look for the additional $6,000 to start the program.

iz the ordinance which would prohibit playing bongo drums or other percussion instruments

ia a.m. unless a permit has been obtained). I go downtown there often and I recognize that
is there's problems down there but I certainly I'm not fearful of going downtown. When I was
i6 fearful of going downtown it was because of the negative Press that the downtown was
i~ receiving and so I would go down there thinking that I was going to be mugged, harassed
is and, basically, shot. And I just don't feel like that's the case. I just can't understand, we're
i9 going to make sure that people can't play music, we're going to take our youth and we're
2o going to put them against the wall and just maybe we should shackle them. I don't
Zi understand, I understand the issues with the downtown association and with the problems
a2 that are occurring. I have seen drugs used in the downtown. But it does occur in other
23 areas. Now we're talking about taking music away. Something that could maybe be a
Za positive effect and I'm just, interesting just sitting here listening to this.

ao $21.80/mo. Persons who are 62 years of age or older and are on SSI and Medi-Cal have a

i6 Staff presented to the City Council a request that the City abandon a portion of Casa Grande
i~ at Lakeville Highway. Research done by the Engineering Department indicates this land was
is given to the City of Petaluma when that area was annexed. The owner of adjacent property
i9 is planning to expand their storage facility. Staff advised the Council that when the City has
ao obtained land at no cost, the practice has been to release the land at no cost.
Zi The City Council would like the staff to look at a reasonable compensation for purchase of
zz the property which is an unused 16 foot strip along Casa Grande Road, and a triangular
z3 shaped piece at the intersection would be deeded to the City. The owner, Del Wilkensen,
za noted that his assessment fees for the I.akeville Highway Soundwall and the I,akeville
as ~Iighway widening have been substantial. The property is zoned Light Commercial.
26 The Council asked what the difference would be in the amount of increased building space if
2~ they were able to use the abandoned property and if they did not use that parcel. The
2a property owner said at this time he did not know how much of an increase in building space
29 there would be if he were able to obtain that property.

sz Resolution 98-09 NCS authorizing $8,500 from the General Fund to be used for the I,afferty
33 Ranch EIR Traffic Study of Sonoma Mountain Road, as required by the County of Sonoma.
34 The $8,500 is broken down to the following expenses: $7,920 for consultant engineering,
3s $300 for aerial photographs, and $280 for contingency costs. The scope of work includes
36 deternunation of an approach to prioritize roadway deficiencies, finalize the prioritization, do
3~ a field survey of the Sonoma Mountain Road for e~cisting conditions and compare to
3a AASHTO standards (American Association of State Highway Transportation Oi~icials),
39 nationally recogruzed standards which are the basis for all State highways and arterials and all
ao roads throughout the country.

i The contract does not include examination of the Tr~c Index or the structural integrity of
2 the road, deternunation of drainage needs, but it will provide cost estimates for roadway
3 improvements. Staff also reported that an expenditure of $5,000 was approved for an
a"Alternative Park Study," which was required by the County. The $5,000 was part of the
s original budget; there was a 10% contingency and that's where the money came from for this
6 project.
~ No grant funding has been available to staff's knowledge. The Council asked that the study
s develop information to County Road standards rather than the AASHTO standards; a review
9 of comparable county roads be done and then compared to the county standards in order to
io determine whether or not the County complies with these road standards themselves.
ii JH noted the County budget has a$20,000 item allocated for Moon Ranch from County
i2 Transient Occupancy Tax funds. Supervisor Harberson had kept that in the County budget in
is case it was needed. The City Council agreed to ask the County for all of that $20,000 Moon
ia Ranch money in order to use it for Lafferty Park. This would help the City by reimbursing
is the General Fund for some of the expenses that have been incuned.
i6 DK doesn't want the City to go through an exercise here that, in his personal opinion, has
i~ probably been leveraged by Mr. Pfendler and lus cronies, and then come back when the EIR
is is in draft form and say these are not the accurate standards that they use in Sonoma County,
i9 you have to go back and use that. This would be expensive and pains-taking. If we use
Zo something that is the daily practice of the County as out base we would be a lot safer because
z~ the Court challenge we can point to the County's use of their own standards, and we can say
22 we compared it to that. PT - would like a more complete list of a cost comparison to other
23 parks in the City and what that really means to the citizens of Petaluma. 'The cost, per
Za citizen, to put Lafferty into public use is going to be extremely low compared to other parks
Zs that we have in the City: This is a substantial amount of money we are putting into a park,
a6 yet this is in perpetuity. This is dollars well spent for the public.
z~ MM - The County has no right to impose upon us that we do a study to AASHTO standards,
Zs nor every 500 feet. (Planning staff response - correct, this is the County recommendation as
29 to what they believe will constitute an adequate document.) We are talking about the
3o incremental impact on the road that this project would cause (Response - yes), and this
si project has been compared by our EIR consultant to be the equivalent of 4 to 6 houses being
32 built up there (Response - that's how I've heard it described.) So we should do the scope of
33 work to the County standards or the standards that can be readily demonstrated to be in use
34 for comparable projects.
3s Will Stapp, 1264 Mt. View - I'm concerned this standard was generated by Mr. Pfendler's
36 and Mr. Bettman's attorneys. They're playing hard ball up there at the County. I'm
3~ concerned that we have our legal strategy in place that we're not generating additional legal
3a precedent by adhering to the AASHTO standards. I'm feeling like the road is kind of the last
39 fall back position for the Sonoma Mountain boys, and I think the Council needs to be very
ao careful and thorough in their approach to dealing with the road.

i Bruce Hagen - I spoke with Leonard Charles, I asked him why this wasn't in the original
a scope of work and he said because he didn't expect it. I asked him why, he said it just didn't
s seem something that needed to be done for this kind of a project. The road behind my house
a I walked the other day and it is quite narrow and not to AASHTO standards and it suffers
s from a traf~ic load from the development where I live. Hood Mountain park access is twisted
6 and narrow. The strategy is to drive up the cost of this project by making a formal EIR, by
~ doing a boundary survey, by doing this extra road work and deny the public benefits.
