z~ Motorcycles from Harley-Davidson of Vallejo for $23,645.28. Although the low bid came
zz from a Kawasaki dealer, the motorcycle did not meet the Police specifications. In addition,
23 the Department attended a Police Department motorcycle field testing of both motorcycles
2a and determined from that test that the Harley-Davidson cycles were preferable due to
zs superior handling ability, rider adjustment features and resale value. The City of San Diego
26 reported they use the Kawasakis for 4 to 6 years and then "part" them out, since they have no
z~ resale value. Other agencies using the Harley-Davidson have experienced a 6 year cycle life

3 public use. This comment has nothing to do with Lafferty Ranch. The perception seems to

6 with the number of governmental agencies which have jurisdiction over pieces and parts of

s idea to make that an easier task.

2s Street, and he has not heard anytlung from staff. As a committee member, he feels quite

a9 City Manager Beatty - he talked to the Recreation Direction about the new fairgrounds
so parking lot and this project was also mentioned. He will be happy to bring back a status

i NR - the Petaluma Heritage wall is in the process of being painted (Washington at Petaluma
z Blvd.), attended the Sonoma County Economic Vitality Project - she would like to have it on
s an agenda. Also, she suggested looking at San Rafael's project. There will be a Senate
a Select hearing in Santa Rosa on local job creation, hopefully Petaluma's ideas can be

6 MS - First Annual Sonoma County Prevention Celebration and Presentation of the Redwood
~ Awards which were given to recognize efforts to tobacco, alcohol and drug abuse by young
s people in Sonoma County. Lakeville Square apartments has a different procedure for cable
v television. She would like them to be able to see Public Access TV. City Manager Gene
io Beatty said there have been several conversations with the Lakeville Square management and
i i TCI and they have not chosen to change their television coverage. He will send them a letter
iz regarding making public access television available to their renters.
is PT - At Eden Housing's Corona Ranch Apartments they are teaching a class, English as a
ia first language. Thirty-eight percent of the families speak a different language at home. This
is is commendable. She would like a copy of the Performance Based Budget put together by
i6 the California Healthy Cities I'roject. A public outreach program about signs sounds good.
i~ She is interested in this and looking forward to it coming back to the Council. They received
is a letter from the Beautification Chairman of the Downtown Association regarding news
r9 racks. She wants to see that fixed. There was a lot of garbage not being picked up on a
Zo regular basis downtown. We were looking at recycling containers downtown and more
Zi garbage pick up.
zz MM - thank you for bringing up items abut a regional park. Dave Alcott was fired last week,
Zs it was on a slim protest. If you have had a chance to read the paper over the years, he was
2a quite consistent. If you want good reportage, call the newspaper's editor or publisher. The
zs Argus has been limping along since. This isn't a sound business decision. You would think
z6 that they would want to have good talent. It will take a long time before he can be replaced.
z~ He met with the District Attorney to discuss voter fraud. He said that they are working on
as the case. He got a sub-rosa message, don't expect to get much from the FPPC.
z9 PH - on the 6th of October she went to Midland, Texas. In 1995 we won an award from
3o them. This is the l Oth anniversary of the girl in the well. They paid for our costs. We met
3i the father. It was a very nice trip. From the closed session on litigation there is notlung to
3z report. The employment firm has received 90 applications for City Manager; this number
ss was whittled down to 15 by the Council.

i6 Chief Building Inspector Joe Kagan received a request from a restaurant located on the
i~ Golden Eagle Shopping Center for approval of construction of a brick oven especially for
is baking bread. Because the Munieipal Code Chapter 17.33 Waodburning Appliances is silent
i9 on the subject, he asked the City Council to determine whether or not the wood burning brick
20 oven would be permitted. Dempsey's architect, Chris Lynch, went into great detail about the
zi research he has done about the proposed use. Burnadette Burrell, a chef at Dempsey's,
zz explained that the oven is heated with wood, then the wood is removed and placed in a
z3 covered metal container. The stove is capable of making eight (8) bakings after building only
Za one fire. It was moved by JH and seconded by MM that a wood burning oven for baking
zs bread is exempted from the restrictions in Chapter 17.33 of the Municipal Code.

3a Aguilar - developer's representative, Kathy O'Neill - sales person, and Bijan Madjlessi,
s3 President of McNear I,anding I,imited Partnership and Masma Construction, Inc., spoke to
34 the City Council. They were repeatedly asked for assurance that the people purchasmg the
3s houses would benefit from the use of assessment district bonds. The President of McNear
36 Landing Limited Partnership, the Finance Director and the City's Bond Counsel assured the
s~ City Council that this is generally a higher cost than conventional financing and that the buyer
ss gets the benefits automatically by assuming the assessments. The selling prices of the 52
39 units will run between $171,000 to $243,000. Once again the developer said these are homes
ao that are called `entry' homes for first time buyers who are being attracted from everywhere.

z than the market and will be assurrung a$10,000 assessment to cover the cost of the public
3 improvements. The savings to the home buyer result from the lower amount of mortgage.

CODE OF ETHICS
26 The Council heard from staff, by way of the staff report and from John FitzGerald and John
2~ Mills, both from the Recreation Commission. They expressed a concern that a Code of
zs Ethics with the proposed restrictions would cause people not to wish to serve the City as
z9 volunteers on commissions and committees. Councilmember Keller thanked everyone for
so their input and said he would take the proposed Code back and reduce some of the more
3i stringent controls. He indicated that he would reduce the ban on representation before City
s2 bodies to one year after leaving the City, and limit the number of people covered to the City
33 Council and Department Heads. This will come back to the Council when it has been
3a reworlced. Comments heard included the following: this would be too protective; this is
ss alienating; we have not had any reason to institute such a policy at this point; it is overkill;
36 and there should be something on the books especially in light of the upcoming appointment
s~ of a utilities commission to work with the new sewer plant rates and other regulations.
ss Councilman Keller said this is in no way meant to cast aspersions on current staff, council or
39 comrrussioners.
