Zo 1VIONYENT O~' SILENCE ~i PUBLIC CONIMElV~' z~ Several members of the Harmoneers sang some songs as an introduction to the music that z3 they will be presenting at their November 14, 15, and 16 presentations at the Veterans aa Memorial Building. zs Peter deKramer - regarding support for trails and open space - At the present time the z6 outdoor recreation plan for the county which is being put together by 3 of the government z~ agencies, the water agency, the parks and rec and the agricultural preservation and open 2s Space District are putting together the outdoor plan which would address specifically trails. z9 There were 181 miles of new trails they were going to be put into that plan, unfortunately 3o almost all of those trails have been scotched from the draft proposal. They have been si scotched and a couple of tfiem have been put back on that were roads. If anybody would 32 like to enjoy our new trails in Sonoma County I guess all you have to do is take one of the 33 roads that leads out of town and you're enjoying it right away. There are two meetings sa coming up, one is on the 8th at 5:00 o'clock and on the 15th at 2:00 o'clock in the 3s afternoon for the public to come and see what's going on at the outdoor recreation plan 36 meetings that's at 747 Nlendocino Avenue up at the Open Space District. What we've 3~ gotten from the Open Space sales ta}c revenue is a slush fund for supervisors to pay off 3s wealthy land owners so that they can stay farming. That might be a little severe, but that's 39 the viewpoint of a lot of people in this county. So I hope yau will consider agendizing that ao issue. This document has the Pfendler stamp on ~t by way of his consultants. All the 3 county departments have either been influenced by lawsuits or corrupted. What we get a from the county doesn't match what the public wants. s The Council request - it would be helpful for this council to request by letter that 6 Supervisor Harberson address us as soon as possible to talk about this issue and to talk ~. about a regional park. If he doesn't support this it will be very divisive. s Bruce Hagen - Lafferty Ranch - Some 68% of the people want to hike on trails up there. 9 DK - this brings up the issue of requiring the City to make improvements to the road. That io is the county's responsibility. ii Robert Ramirez - happy that Councilmember 1Vlaguire was acquitted. Participated in the iz 24-hour Relay and there were 420 participants. There was a disappointing number of is citizen complaints about noise. There were six policemen there. It was a great event, ~a except for the noise complaints. is Janice Cader Thompson - there is going to be a fund raiser for Councilmember Maguire i6 legal defense. It is time for people to come and support Matt. It is scheduled for Sunday, i~ October 19 from 6:30 to 10:00 p.m. at Lucchesi Community Center. is ~ COUNCII, COMMEN'~' i9 MM - thanked Janice and read a letter about the needless cost of the trial, expressing 2o appreciation to those who supported him, expressing dismay with the Press Democrat for ~i covering the issue the way they did, and noting the public has not been fooled. Za PT - the 24-hour relay was a wonderful event for a great cause and thank you for the 23 leadership, Dick Sharke. It is important to put our time and money towards the kids you aa are our future. zs 7H - went to the courtroom to witness some of the trial and left with feelings `boiling.' The z6 testimony was really insubstantial. There are legitimate victims and crimes. This was z~ politically motivated. She attended the Chamber of Commerce forum with NR, it was zs extremely informative. z9 MS - wants agendized the cost of the L.afferty Ranch issues to date. 3o DK - wished a Joyous and Healthy New Year to members of the Jewish Community. Za Speakers included: Bill Kortum, who noted the City and County haven't been favorites in zs Sacramento. Xou need to make every effort to pay attention to what is happening in 26 Sacramento and to keep in touch with the State policy makers. 2~ JH expressed concern about the way the Press Democrat covered the issue because they za implied that the City wants to choke U. S. Highway 101 for growth control. Once we can z9 demonstrate self-help here, then we can go to Sacramento and demand our share. PT - this 3o resolution basically emphasizes what we have already done. We should send a letter to 3i Senator Boxer saying we would like to see some of those Gas Tax Dollars. Remember, s~ Sonoma County voters have no assurance that Marin County intends to widen that 33 roadway. DK - supports this with land use controls between here and Novato. This property has not ever been surveyed a before. He showed a drawing of the work he has done and will proceed towards recording s the survey. In accomplishing the task he used historic old fences, some pipes, some rock 6 mounts, and some old survey pipes, among various points of surveyor's references. Until ~ there is a final deternunation as to where the boundaries are, the City Attorney did not wish s to comment. Robert Ramirez, 7anice Thompson and Jerry Price look forward to final 9 determination of that issue. Mr. Cinquini was thanked for his work. lo ~SO. 97-271 NCS 11 ~'REA'I'ED EFFLUEN'T DISC~ARG~ OPTIONS iz Resolution 97-271 NCS approving the discharge options and alternatives for the ef~luent i3 management plan and supplemental EIR. Senior Planner Jennifer Barrett reviewed the ia detail of the discharge options and alternatives. Discharge means some or all of the is following: reservoir storage, demonstration wetlands, agricultural and urban irrigation, i6 increase o}cidation pond capacity, wetland enhancement, flows to the creeks andlor the ~~ river. These alternatives for use of treated water were shown to the audience. The new is sewer plant will treat 6.7 mg/day at General Plan build-out. After the City Council has i9 affirmed the alternatives, there will be workshops, a public scoping session, development of zo cost estimates, evaluation of the pros and cons of the alternatives, and based on the 2i foregoing a draft ef~luent plan will be prepared. PT asked if staff had looked at using the zz lands at Frates and Lakeville for this use. Staff should look into the City purchasing it for z3 reclaimed imgation. This could be a pilot project for row crops, a park, and reuse of bio- za solids. Also a storage component should include Shollenberger Park. This would curb 2s growth. Open Space funds could be sought as well as the Sonoma County Water Agency 26 may wish to participate. Storage should be acquired that would result in the lowest rate for 2~ the taxpayers. Staff noted the property owner is not interested. MM - we should look for ss potable water replacement. 29 Randy Poole, SCWA - we will sent a letter regarding urban reuse through the Sonoma 3o County Water Agency. The City Attorney left the meeting. Bill Kortum urged urban reuse 3i as well as agricultural reuse. Vasco Brazil had a two page letter full of questions and s2 suggestions. The developer is paying for the public improvements. This Zo assessment would reimburse the developer. It was noted the City would not be liable for zi defaulted payments. A lien is recorded on the homeowner of the assessment payment is not 22 received. The City would earn up to 3% of the annual assessments as administrative 2s charges. The interest rate on the bonds would be appro~umately 6.25°/a versus the market za rate of 7%. This is "entry" residential pricing. The lowest priced homes will be selling for 2s approximately $170,000 to $230,000. There was concern among Councilmembers that 26 approval of this for residential use would be precedent setting and there was no guarantee 2~ the home buyers would benefit from a reduced bond interest rate. The financing of the 2a issue would not be audited. Annual payments would be the responsibility of the property zv owner. Staff said this financing would reduce the mortgage cost by about $10,000. Dan 3o Agular, consultant for the developer, said they would provide contracts to the engineer 3i supporting everything that they spent on the project. T'he Council asked that the s~ excess storm drainage be checked to determine how that may affect the river. There was a 3s discussion about the undergrounding, where it would begin and end for this subdivision. Bill 39 Bullard of 305 Innsbruck Court in Santa Rosa, property owner, was concerned that the ao access to his house would not be impacted. Staff assured him that the I,ots 1 and 2 are ai being combined. It was noted that it is desired that all documents be recorded az simultaneously.
