9 The Council went into Closed Session with the City Attorney to discuss initiation of
~o litigation pursuant to Government Code §54656.9(c) on one matter. The Council decided to

2 It was suggested there be a central location in City Hall where copies of all agendas and
s minutes can be found.
a The Tree Committee has an annual year end report which .it shares with the City Council.
s Ross Parkerson suggested that ~the other commissions ancl committees consider the creation
6 of such a document. It was also suggested the City's Annual Report could be made
~ available to commissioners and committee persons.
s The Web numbers and the E-Mail numbers of the commissioners, committee persons and
9 the council should be on one list which is available to all commissioners, committee
io members, staff and Council.
i~ Hope this is the beginning of a continuing process.
i2 The Green Sheet could be distributed to the appointed individuals so everyone would know
i3 what the meeting schedule is for the week.
~a A listing of the times and locations of all the meetings, would also be helpful.
~s Commission activaty update
ib T'ree Committee - currently they are planning a tree planting scheme for East Washington
» Street between the Petaluma River and the Municipal Swim Center. The project is being
ia divided into phases, and they are working with the Petaluma Tree Planters. PG&E is
i9 offering to supply and plant trees. PG&E is attempting to replace trees which interfere with
Zo transmission lines. They will take the existing trees away and plant new trees. Also, jointly
Zr with the Petaluma Tree Planters, the Tree Committee has printed brochures listing preferable
zz trees for planting near sidewalks.
23 Planning - the General Plan update is in progress.
za Councilwoman Torliatt asked if there were any suggestions for cutting costs.
Zs Landscape Assessment Impacts to Recreation Department - John FitzGerald of the
26 Recreation Commission suggested eliminating all of the Lanciscape Assessment Districts.
2~ This has been a tremendous drain on the Park Staf£ We Recreation Commissioners are all
zs assigned a certain nurnber of parks to report on. The time, alone, to set up for maintenance
a9 of the center islands, which require heavy maintenance, is costly. He thinks people are able
3o to maintain the fronts of their homes themselves. Let the homeowners take care of their own
3~ trees. Do away with the planter strips.
32 I'lanning - three site specific plans are being developed at this time. They just had a
33 preliminary review of the Lakeville Highway and Frates Road area. Also, Hillside Village is
34 coming soon. At no cost, PG&E will be planting 150 trees on B Street between Sixth Street
3s and El Kose beneath the transmission line. We need to remove the liquid ambers out of this
36 City. Tree maintenance will be done by the homeowners. The utility company will contact
3~ homeowners prior to the tree planting. They will cut old trees down, but someone else will
3s have to remove the tree stumps.

~~tecreation - their staff are being worked to the maximum. There are Recreation
2 Commission subcommittees, one of which is looking for concise guidelines for designing
3 new parks. They inform the neighbors adjacent to the new parks letting them know what is
a being planned. There is a bond issue subcommittee that is looking at placing the issue of a
s city-wide landscape assessment district on the ballot. They are looking at Kenilworth Park,
6 School, and the nearby areas, with the goal of developing a nice recreation area in that
~ location. The fields are being improved. User groups and corporate sponsors are being
a helpful financially. They work with both the Tree Committee and the Bicycle Committee,
9 Airport - they are nearly finished with the development of the airport and will enter the
io maintenance phase soon. Income is derived from fuel sales, hangar leases, and tie down
i~ fees. There is still a demand for hangars. They have been working with the Prince Park
~a planning efforts, the City Clean-up days, the Old Adobe School sewer line, and the new golf
i3 course. There is still leaseable acreage at the airport. There was a ground fuel problem that
~a is nearly cleaned up. The layout plan is being amended so that the entrance to the airport
is will be across East Washington from the entrance to Prince Park. That will make traffic
i6 signalization viable. For replacement of the Manager, Bill Graham, it was suggested the
i~ City look at a contract with a retired military person, as they did with Mr. Graham. Mr.
ia Graham participated in the interviews for the Gnoss Field Manager, and found there axe
i9 several good candidates out there. The existing projects should be completed by Christmas.
zo Site Plan and Architectural Review Committee - They have finally convinced developers
Zi to utilize such design ideas as front porches, variety of housing design, bungalows, hidden
Za garages; in other words, West Side types of homes. They have tried to maintain the type of
z3 architecture for the commercial buildings that make us think of Petaluma. They work with
2a the Planning Commission and the Tree Committee. By and large, they mostly do residential
zs building review.
26 Comments from the outgoing appointees - J. T. Wick said it would be helpful if the City
2~ used the Cable television channels to a greater degree by placing agendas, the City's
Za calendar, and that type of information on line. The Parks and Recreation Commission is
29 doing park development standards; the Planning Department is doing a General Plan update
30 - cable television is a good place to do a citizen outreach.
3~ The City needs a technology upgrade. The equipment people are buying for their homes is
32 so much more powerful than what is available at work, some people are bringing in their
33 own equipment to work. Networking would also be very helpful.
3a Get a list of everyone's E-Mail address. Communication would be greatly enhanced and
35 much quicker by using this standard technology.
36 Bill Graham said we need to focus on the objectives and avoid getting bogged down in the
3~ processes.
3s Jim McGaw extended an invitation to all persons to attend their next meeting. They have
39 planned to have a dinner get-to-gether on September 5 from 6 to 7 p.m. and everyone here is
ao welcome to come.
a~ In response to Mr. McGaw's invitation, City Manager Beatty noted the City Employee
a2 Appreciation Dinner is also that evening and will try to come up with options for attendance.
43 Pamela Torliatt suggested all the commissioners should attend the event as well.
44 Jim Mobley suggested there should be some handout to assist new commissioners. He will
4s give the City Clerk a copy of such a document that he obtained in another city.
