City Attorney, Richard Rudnansky was present.
PY,EDGE OF AY.LEGIANCE
The Pledge of Allegiance was led by two Eagle Scouts, Joshua Bauman and Travis
Balzarini.
PUBLIC COlVIN1EN~'
Sheri Cardo, 501 Bryce Canyon Court, stated that Calthorpe Associates will be
making a presentation on April 29, 1997 at the Lucchesi Community Center and
she hopes that all the Council would be able to attend.
Janice Cader Thompson, 732 Carlsbad Court, The Carona Reach Specific Plan
and EIR Steering Committee meeting will be April 30. She would like the malce-
up of the committee to be balanced with Council representatives, Planning
representatives, a property owner and some appointees of the community at large.
Paul Fitzpatrick, 1646 Lauren Drive, The Lucchesi Park ball field is full of holes
and needs to be taken care of.
COiJNCIL COlVI1VIENT:
Mary Stompe, The members of the Corona Reach Specific PIan Committee were
appointed by the Mayor as were members of the Central Petaluma Specific Plan.
Nancy Read, Stated that the Butter and Eggs Day Parade and the Antique Faire
were great events this past weekend.
AIDJOURN 'I'O STiJDY S~SSION
Council adjourned to a study session on the Brown Act (open meeting law). City
Attorney, Richard Rudnansky introduced Terry Frank, E~ecutive Directar of the
California First Amendment Coalition and Rene Chouteau, City Attorney for
Santa 12osa. The ~rown Act was discussed at length with presentations given by
both Mr. Frank and Mr. Chouteau.

Tod Manning, advised Council to be very careful as to what information is
released out of Closed Session on a litigation matter.
Elizabeth Meredith, she feels it is important as a member of the public to have as
much information as possible and to know . how many of the Council are
supporting that report out and how many are not.
A Motion was made by Matt Maguire and seconded by Nancy Read to adopt the
interim wording for reporting out of Closed Session:
It shall be the policy of the City Council, that prior to release of
information from a Closed Session, the Council shall develop and agree
upon the content of the information to be released, and shall designate
the person authorized to release such information. No other
information shall be released without the prior consent of the Council.
In developing the information to be released, the Council shall take into
consideration, both the need to maximize information available to the
public whenever practical, while considering taking into account the
risk to the City by such disclosure. The information to be released will
be by majority vote of the Council present in the Closed Session.
