The petition wording is, "Our Petaluman dogs are not only family members but is they are also t~payers! ! Our beloved dogs deserve a place where they can run freely (that is, i6 unleashed but under voice control.) and safelv (that is fenced area). ~~ Tina Swearingen - supports the Dog Park suggestion. Dogs need socialization just like we is do. They need to have their little friends. i9 COUNCIL COlVIlVIEENT zo Mary Stompe - supports the dog park. Put this on the agenda. We should have a welcome Zi sign at the entrance to City Hall. The petition we received from the residents of Maria Drive 22 should be referred to the Traffic Committee. 23 Lori Shea - supports the dog park, supports sending the petition from residents of Maria Za Drive, the direction signs are up in town and they look great. Zs Jane Hamilton - the City Manager is retiring at the beginning of January, and she wants to Zs have the Council discuss and act upon asking John Scharer to remain on board by contract 2~ with the City until his replacement is on board. This would help us through the transition. 2s She supports the dog park. Allowing dogs to use the parks for certain hours has not worked. zv We need to have a separate place for them. 3o Carole Barlas - wants an agenda item to discuss the procedures at Public Comment time with 3i specific reference to responding to the public. She wants the item to be on the evening 3z agenda because she cannot attend afternoon meetings. 33 Matt Maguire - wants the City Attorney to inquire how the investigation is going on at the 3a State level. Also we need to check to see if there is a response from the Fair Political ss Practices Commission. 36 City Engineer Tom Hargis noted the petition from the residents of Maria Drive is going to be s~ on the next Traffic Committee agenda. Selection and terms of Vice Mayor - The Vice Mayor shall be selected at the first 34 meeting in January and shall serve for a one-year term. The selection shall be based on 3s seniority. The City Council made a number of 22 recommendations: 23 - When the rates of sewer or water get higher, we should return to a monthly billing za cycle rather than bi-monthly. zs - Cite the extra annual cost to keep the old sewer plant running. zb - Tell the public what their dollar buys in time and equipment for the old plant. z~ - Tell why we have been working on the privatized approach and give more Zs information about that approach. 29 - Say we are looking at 4 venders. 30 - List the names of the Advisory Committee members, their occupations and how to 3 i contact them. 3z -"Proposed Facilities" and "Sewer System Rate Projections" could be combined into 33 one article. 3a - Describe the rates to users and describe the variable and fixed components. 3s - Describe the proposed facilities. 36 - Note that the ultimate technology of the new wastewater plant has not been 3~ determined at this time, and more will be known when the vendors respond to the ss request for bids. 39 - Let people know where they can see the wastewater report or how they can obtain a ao copy. a~ - List date, time and place of next meeting when this subject will be discussed. az There were suggestions to place information in the newsletter about the utilities commission, 43 staff will make references to the it although there has been no formal action on its makeup. 44 Regarding th.e technology recommendations, they will be referred to in broad terms. Page 136, Vol. 30 November 4, 1996 ~ LAFFERTY RANGH 2 Assistant City Manager Salmons reviewed his November 4 memorandum to the City 3 Council. a Access should be limited to ten cars/ten keys per day. Signs are needed to delineate property s boundaries and use prohibitions such as no fires, hunting, dogs, bicycles, et cetera. Parking 6 should be available off of Sonoma Mountain Road. A list of valunteered labor and materials ~ needed for improvements should be created. He discussed the various City uses of the a property. They included access by employees, City officials, other governmental personnel, 9 consultants with written permission of the City, people performing improvements to the io property with the consent of the City, school and scouting groups with consent of the City, ~ i orgamzed field trips with City approval and access by the public, the neighboring property ~2 owners, hikers, sightseers and others who have entered the property with or without ~3 permission of the City. It was noted there is a question about access to the property. There ~a is a question about crossing private property to reach the Lafferty property line. Placing sign is identifying the property would require a$226 permit from the County. Parking and traffic ~6 issues need to be addressed. This item will continue to be on the City Council's agenda until i~ the various items are resolved. Councilmembers requested that Supervisor Harberson, ~ a attorney Les Perry, and attorney Steven Butler be kept informed. ~9 LAFFERTY SIGN Zo Robert Ramirez showed the Council a suggested design of a sign to identify Lafferty Ranch. z~ The sign would say "Lafferty Ranch" in a rectangular space and with the words "City of' zz above that and "Petaluma" below - those words being part of an oval that would appear to be zs behind the "Lafferty Ranch". John Saeman and Pat Cheda, both members of the Lafferty aa Committee, expressed concern about placing a sign on the property prior to agreement on zs the interim access policy. They say that erecting the sign now will encourage people to visit z6 the property, but that would be with no permission or City control. Mrs. Cheda has already z~ had people problems with people coming up there. People are doing their thing right now. zs The City should think of protecting itself. She feels that signs mean nothing. People can't 29 read, "No Trespassing." 3o Tod Manning - it might be good to put up a sign, but it also may act as a magnet. Perhaps 3~ you could place a note on the property telling the prospective visitor to Lafferty to go to the 3a City for a key. 33 There was no formal Council action. It appeared that the majority was in support of the sign 34 and the sign should be put in place after the interim access plan is accepted by the Council. 3s ORD~It '~'O S~IOW CAiJSE - ABA'I'EMEN'~' 36 The order to show cause about an abatement of a public nuisance at 822 Petaluma Blvd. 3~ North was brought before the Council prior to the time the property owner began work to 3s mitigate the nuisance. Councilmembers Hamilton and Shea left the s meeting. The public hearing was opened. Steve Bolman, Business Manager of the Petaluma 6 School District, noted they had approached the various governmental jurisdictions about the ~ surplus property prior to reaching this point in the. process. They have looked at other sites a on this land and do not anticipate there will be another piece of the Petaluma Junior I-~igh 9 School they will wish to surplus. There may be a wish to surplus Kenilworth Junior High io School some time in the future, but that decision has not been made. There was discussion i i about the siting of the 4 houses and how they would not connect with Benson Estates, which i2 has not yet begun construction at that location on the hill. This 32 property will be developed into 4 custom single family lots. Church officials have indicated 33 the land is not needed far their purposes and have requested redesignation to permit the 3a residential development comparable to the surrounding Kingsmill Subdivision. The public 35 hearing was opened. Beth Tuxhorn, 400B Tesconi, Santa Rosa, questioned Mitigation 18C 36 1(b) about PUD development standards. Mrs. Tuxhorn noted that the exterior of the four 3~ homes would vary but there is a possibility that the floor plans may be similar. The zoning 3a will still be a PUD but the description of that zoning will change to eliminate the reference 39 of church use on this 4.22 acres of land. The public hearing was closed. These lands are a strip that runs approximately 151.17 feet from the i~ western edge of the Petaluma and Santa Rosa railroad tracks on the easterly side of Lands of ~s Schram et al down to the Petaluma River, then northerly approximately 137.15 feet along ~9 the Petaluma River to a piece that is 3,635 square feet which will house an auxiliary Zo generator and electrical controls for the pump station. The urgency relates to the need to z~ construct the pump station at the earliest opportunity to avoid winter runoff problems that z2 could occur on the river.
