36 Councilwoman Shea arrived at 3:45 p.rn. Bryant NYoynihan requested that the Council
3~ review the past actions on this area and amend the future approach to development of the
3s property known as IZedwood Crossroads. Tlus is a 30-acre site located at the southwest
39 corner of U. S. Highway l O1,1Vorth McDowell Blvd. and Old Redwood Highway. Currently
ao the General Plan designation of the site is "Special Commercial". The question is whether or
ai not the planrung for that area can be done with only two of the three property owners
a2 participating in the cost. Staff advised that there are two major planrung factors that must be
43 addressed in this area: Traffic and Hydrology. Staff noted this is a participatory process, but
aa one of the property owners is not interested in doing the planning as described by the
as Planrung Department for this area.
Page 10~ , Vol. 30 October 7, 1996
i Terranomics (corner of Old Redwood Highway and North McDowell Blvd.) and Pacific
a Theatres (remainder of property adjacent to North McDowell Blvd.) are willing to proceed.
s Mr. Moynihan's client, the Clegg Family Trust, whose property is located between U. S.
a Highway 101 and the Pacific Theatres property is not eager to participate in specific
s development planning at this time. ~rom 1VIr. Moynihan's presentation, it appears the reason
6 the client is reluctant to be a partic'ipant in this planrung prucess is because they feel the
~ preliminary outline of uses of their land takes a large area for roadway purposes, thus leaving
s them a small and difficult area to develop.
v Mr. Moynihan questioned the `master planning' of the area and wondered is it is legal. He
io questioned the Plannirig process on the area
ii In addition to Mr. Moynihan, other speakers included:
i2 Peter Moms of Terranomics, which is held with SARN%, noted they have been trying
is to cooperate with the City of Petaluma on this land for 16 years. T'hey have a plan
ia and are ready to develop. They would like to participate with Pacific Theatres and
is with Mr. Moynihan's clients, if they would be willing to work on the development.
i6 ~'erry Dickens, 120 North Robertson Blvd., I.os Angeles 90048 - Pacific Theatres -
i~ he doesn't really know whether or not the theatres will expand their use now, but they
i~ do want to do somettung with the land. They would like the simplest approach.
i9 Comments by the environmental consultant, Mr. Early, indicated the total consulting time
zo would be 19 months; however, the information needed for th~ property owriers to begin to
ai plan the use of their land would be 4 months.
Zz The Council noted they can see the concern of a property owner waiting for 16 years to
Zs develop their property, but staff has demonstrated a way to move along.
