Our petition problems ia must be larger than the Sacramento fraud. It should be investigated locally. He knows the ~s State is investigating but we should do so as well. Hank Zucker wrote a letter about i6 doing an investigation. The City Attorney should look into this. i~ Sue Ellen Thompson, 400 North McDowell Blvd. - Petaluma Health Care District -(also is called HC2). Carole Barlas is on the committee. Others of you have tried to come to the i9 meetings when you can. We are moving to collaboration and empowerment; this requires Zo a new kind of leadership - from the bottom up. We need to ask what the people want and ai need, and then try to provide that which people tell us. 22 Pam Torliatt, 27 Townview Lane - the budget was well put together and easy to read. 2s The goals from the previous year should be mentioned. There should be 3-5 year goals in Za the budget. The capital funding is low. Publish a list of needed items. Perhaps some as people or organizations will contribute to those funds. In some areas police collect old z6 guns and turn them in for new ones. Planning staff ~has asked for a noise monitor for z~ $3,400. How many complaints have there been about noise? There are better ways to zs spend that money. The Police and Fire Departments should work together and use the a9 same equipment where possible. Improvement of teamwork and accountability should be 3o the overall goal of the entire city. 3i Peter deKramer, 515 Western Avenue - you have paid $180,000 to the Visitors' Center. sz Is there an overlap between the Visitor's Center and the Chamber of Commerce? He 33 would like to see Transient Occupancy T~ go to more local entertainment groups so the 34 money can be kept in town. If we can find uses to generate visitors who will spend money 3s locally, like a music festival, that would be helpful. 36 David Keller, 1327 I 5treet - the redevelopment money does not go into the General s~ Fund. You do not support the Police with that money. That equals millions of dollars. 3s This is an error. You should use that money for all departments in the General Fund. s9 You should set up a committee to recommend on redevelopment. Regarding the sewer ao rates, let the people know what the rate increases will be. This money is not before you. a~ (A Councilmember noted that the redevelopment budget had already been adopted.) In order to accomplish that and to find a pdace to entertain more children a at one time, he suggested that the Polly Klaas Perfornung Arts Center be considered. s Joy Dobson, 5 Turnberry Court - talked in support of the Healthy Community Consortium. 6 COUNCIL COM1VIElVT ~ Mary Stompe - the 24-Hour Relay is the 12th and the 13th ~f October. She suggested all s Councilmembers and some others join to make a ten-person. team. Last year the project 9 netted $13,000 for youth. io Nancy Read - noted that date is when the Annual League of California Cities conference is ii scheduled in Southern California. She noted the process that vvas used by the Marin County ia Planning Commission at their meetings and suggested the Mayor consider this for the City i3 Council meetings. The Commission only asked technieal qu.estions. The applicant spoke ia first. Speakers were given three minutes. When a speaker was called, the name of the next is speaker was also called, so that individual would be in que and ready to speak. i6 Carole Barlas - wants a report from the City Attorney on the investigation of voter fraud, i~ especially why there is no local investigation. She would like an informational report. ia City Manager 7ohn Scharer said that notifying the rate payea~s would have to be a special i9 mailing. There is insufficient space in the utility bills to permit sufficient information to be Zo included about the rate structure. In addition, billings go out on a bi-monthly basis and not zi all of the City receives utility billings with the same mailing. Assistant City Manager Salmons 22 wi(1 prepare a draft notice for the Council's consideration. Zs Lori Shea - she would like to have the Council discuss youth diversion possibilities. She advised the Council that their immediate need is $6,000. za The City Council agreed on the following disbursement of Transient Occupancy Tax Funds: z9 Petaluma Visitors' Bureau $6,000 3o General Fund (for HCZ) $1D,000 si Cinnabar Theatre $30,000 sz Old Adobe Association $2,450 33 Veterans' Parade (~ $500 ~ w~n'~,~ ~'v..d~- ~'~t~. ~M.o~ Cannc~ ~ 5~ ~4 O 34 A representative of the Healthy Community Consortium explair~ed that the Needs Assessment ss will result in information that should be valuable to the entire community. It is their plan to 36 hire a specialist in such assessments. ~.. ~i September 9, 1996 Vo1.30, Page 73 i Informatiore Svstems - Mary Tupa reviewed the history of the department and the z constraints under which the department and city staff have been working due to severe 3 municipal revenue reductions caused by the State and the economy in the recent past. She a explained the necessity of beginning to bring the computers, systems and networking to a s current level of technology. 6 The Council had few questions on the Enterprise Funds. The City Manager noted that a 5% ~ increase in sewage treatment is scheduled for January 1. The significant increase in sewage s rates will occur in 2 to 3 years. The budget consideration was concluded.
