9 Jack Balshaw - spoke about the I~SA lease and the possibility the softball field lights
io may cause problems for pilots. Regarding the Petaluma Valley Hospital contract with
ii Santa Rosa's Memorial Hospital, there is currently no guarantee that there will always
i2 be an"Emergency Room" facility at the hospital in Petaluma. He suggested the
i3 hospital be sent an official letter from the City requesting that there be a provision in
ia the contract with Memorial Hospital that the City of Petaluma will always have an
is emergency room.

i~ Lori Shea - asked about the Park and Ride lot at the Fairgrounds. It appears right now
as that there will be no landscaping within the parking lot. She thought there were
i9 plantings in the design and would like staff to check into that. She agrees that there

ai communication from the City requesting that be made a part of the final contract.

aa The Tree Committee annual report noted that 55 trees were planted by community
a~ volunteers in the downtown area. A conceptual planting plan was developed for
za installation of street trees along East Washington between the Swim Center and the River.
~s The Committee has worked towards strengthening their coordination with other
w commissions and committees. The Cornmittee evaluated the tree population at
a~ Wickersham and at Hill Plaza parks. They also performed an evaluation of the Westridge
Zs Open Space area. In the Westridge area, they found that some of the original tree
a9 plantings have outgrown their space and property owners have requested removal of some
3o trees. 'The committee recommended the Council consider creating a Ciry Arborist
si position. The Council supported the idea of having an employee who had a good working
32 knowledge of arboriculture.
33 Don Waxman and Ross Parkerson, committee members, addressed the Council and
34 thanked them for their support of the '~ree Committee. ' There was discussion about the
35 desirability of having an urban forester on the City payroll. The City keeps approving
36 projects which require tree plantings he said, but they are short of staff and thus have
s~ difficulty in maintaining them as well as possible. Currently the maintenance is done on
ss a reactive basis. Staff noted that the vacant position of Parks Supervisor will be filled
39 with someone who is not necessarily a tree specialist or a city forester. The Council
ao suggested that perhaps the Tree Committee could develop some creative financing
ai program for tree maintenance. The Council also recommended the City look for arborist
a2 skills in that Parks Supervisor position. There was a feeling by the Council that tree
43 planting and tree mairitenance are a high priority.

z There was a discussion about the difficulty for child care providers to find the necessary
3 funds in order to increase from a six=child facility. The State prohibits local jurisdictions
a from controlling facilities which provide for family child care for six or less children in a
s home. Over that amount, the City has been charging a fe~; of $425. That fee schedule
6 broken down represents $245 for the conditional use permit, $150 for the public notice
~ deposit - the dollar amount that is not used for the noticin~; is supposed to be refunded,
s and a$30 environmental exemption fee. Staff noted there are limited numbers of child
9 care facilities that have 7 or more children.
io 'fhe Council felt that the reason there is a limited number of child care facilities for 7 or
ii more youngsters is the amount of the fee. 'The City Council asked staff to'come back with
iz. legislation which would reduce the Child Care conditiona.~ use permit fee to zero and
is leaving the $150 for public noticing and mailings. The anaount of the cost of noticing,
ia staff noted, usually amounts to $100. The remainder of that $150 will continue to be

is There was discussion about the Fire Marshall's $60 fee for his annual inspection of child
~~ care facilities. 'This fee is cost covering. 'I'he Fire Marshall will submit a report later in

zo she would like to have a larger facility but cannot afford the fees. Please maintain the

4 Cul-de-sac with sidewalk on each side, with sidewalks that "pull right into"
s the cul-de-sac thereby, avoid cutting into the hillside. L,arge boulders and
6 rocks in the turn around, ten foot wide planter strips, very large trees,
~ eliminate landscape assessment district, rear yard set backs on Lots 1,2,3 of
s 35 feet and Lot 4 30 feet, five foot sidewalks on private property with
9 public access easements. Allowing flexibility in the front set backs to
io create houses that have front porches that relate to the sidewalk. Deed
ii restrictions that require maintenance of the trees. Variable set backs that
ia can be reduced as far down as ten or fifteen feet.
