is Dennis Luddy, Petaluma Queen - revised some of the possible impressions that may
i6 exist from a recent newspaper article. He is anxiaus to resolve the card game issue.
i~ Jack Balshaw, 1680 Kearny Court - regarding the Rainier Cross-town connector, an
is undercrossing is not feasible. He urged the Council to obtain the information they need
i9 as economically as possible. What is the level of the water table? There is reference to
Zo traffic at the "a.m. peak" traffic time. He doesn't believe there is such a thing. His
Zi suggestion was to utilize the "p.m. peak" traffc time as the base to solve existing
22 traffic problems. There should be a method of utilizing traffic modeling information so
~ that someone is responsible, should there be a problem with the calculations.

~ disappointment at the result because they had the understanding that Jane Hamilton would
s become Vice Mayor. Councilmembers Stompe, Shea, and gtead expressed their feelings
9 respectively. When there was a motion for Councilmember Hamilton to be Vice Mayor,
io Councilmember Hamilton had turned it down for reasons of sick health and personal
ii reasons; but then within a month she ran for the Democratic Central Committee.
i2 Councilmember Shea said she has a difficult time~ in voting for someone who doesn't
is believe in ci~il discourse and isn't willing to compromise. Councilmember Read noted

i~ Community Policing is going to be phased into the City of Petaluma Police activities. It
ia is the somewhat old fashioned type of police focus on becoming acquainted with the
i3 neighborhoods, the residents, and working with the neighbors on a day to day basis rather

Zi has destroyed any trust he has of this body. They didn't want Jane to ha~e Vice Mayor
22 after her name. This is part of the Lafferty debacle. He has tried to work with
a~ Councilmembers Shea and Stompe.
Za Mary Stompe .- she supports a full investigation of the fraudulent signatures on the two
zs invalid Lafferty petitions.. The Gouncil is going to discuss initiatives at the next meeting
z~ and she would like to see the Council discuss the action taken on September 19, 1994, as a
2~ possible ballot measure.
Zs Carole Barlas - Matt spoke pretty eloquently. It isn't the position that anyone particularly
29 covets. It was an irrational, mean-spirited, divisive foolish thing to do.
3o Jane Hamilton - Regarding the two ballot measures whicti had signature problems, it
3i would be unconscionable to place these on the ballot. The Lafferty issue has sprung from
3z a ground swell of support. The lettec opposing the Keep Lafferty measure came from a
33 lawyer with an anonymous client. It costs $2,000 to have a letter written. g think we
34 know pretty well what is going on. . The City Attorney can be directed to consult with an
ss expert in initiative law. We need that kind of opinion. On the Vice Mayorship, I was
36 really sorry the. four of you voted against me to be Vice Mayor. I have never attacked
3~ anyone on this Council. You have all diminished yourselves. You are getting bad advice
3s from people who don't care about you.
39 L,ori Shea - she is curious about a telephone survey that is being conducted in town.
ao Regarding the power of the majority, the majority has no~ done this. We have been
ai humiliated repeatedly. I don't think it was necessary to say that. I wanted to work with

3 City Manager John Scharer - we are concerned abut deadlines, too.
a Janice Cader Thompson. 5,800 people signed the measure, they did not sign for the Peter
s Pfendler proposal and to bring this up for discussion is appalling.
~ 6 Robert Ramirez. People will need to vote on whether to keep that property or not. He
~ wants tours now. Mary's idea is sort of ridiculous.. We don't want 5,000 people up
s there on one weekend.
9 N1ary Stompe - she never suggested the Council support the 3 initiatives.
io Jerry Price - have these tours. There should be preplanning. He wants citizens to see for

i2 Bruce Hagen - he would like to be on the Bicycle Committee after the Lafferty issue
~s comes to rest. no one has successfully disproved access, there are prescriptive rights.
ia Regarding the fish issue, they can't get past the dam, the stream flow is inadequate.
is Having cows there is no problem to hikers. If there really is a nest of eagles, we can take
i6 care of that. When nature calls, people can walk 50 feet from the stream and deal with
i~ that. Fairfield Osborne is similar to Lafferty. The only thing that makes Lafferty unique
~s is that it is a political hot spot. When there is a"red flag" watch for fire danger for the
i9 rest of the parks, then we can cease visitation to Lafferty as well. The fire issue is a
Z,o smoke screen.
Zi The Council asked what it would cost to have the tours, and what would the City's
22 liability be if non-City personnel took groups to Lafferty in their own vehicles.
a~ Fire Chief Krout - advised the Council to seek advice regarding fire danger from the fire
~a districts that would have to deal with such a problem on the ranch. The Council asked
u staff to obtain that information. There are extreme swings in the climate up there. This
w area has very many microclimates. You need to speak to the experts that would have to
2~ deal with this property. He has heard Mt. Hood is closed for the season.
Zs Jerry Price - even after the Mt. Vision fire at Point Reyes, the area was open.
a9 The Council asked for the information on the issues of fire, bus costs, other costs, who
