Her offcelstudio is in a warehouse and the film crew i9 have placed a diesel generator next to the building she leases, allowing diesel fumes to Zo enter the building making it impossible to work. She was not notified that there would Zi be filming in the area. She leases the space and she hasn't been able to return to work a~ for 4 days because of the continued use of the generator. ~ Assistant City Manager Gene Beatty, is still looking into the matter and will be meeting a~ once again with the film company to review the latest filming. At that time any changes as that need to be made to the guidelines will be done. 26 COUNCII. COIVIlVIE1VT 2~ Vice Mayor Barlas reported receiving a memo regarding the Board of Supervisors zs decision to turn down the Holiday Inn Homeless Project in Santa Rosa. She would like 29 a letter written to the Board of Supervisors asking them to explain their decision. so Matt Maguire would like a status report on the Corona Reach Specific Plan. si Councilmember Read feels that the Mayor should contact other Mayors and s2 Councilmembers to see if they are interested in the Holiday Inn Project. She insinuated that Mayor Hilligoss said she would consider having the z~ Council simply adopt these two initiatives without requiring the backers to collect the z~ necessary signatures. Zs Scott Hess, related that he spent a lot of time at the booths collecting signatures and was 29 surprised by the support he received. He also stated that there are a lot of people who so would like to tour Lafferty and this is the best season to do it. si Will Stapp, has been out on the streets gathering signatures and said it was quite an s2 experience. He also mentioned that he has received complaints about drug dealing in 33 Putnam Plaza. 34 Brian Hayes is concerned about the privatization of the City's sewer system. He does ss not want the City to just give it away. 36 Louie Casazza, 614 East "D" Street spoke about the Ellwood Opportunity Center. He 3~ thought this was a temporary solution for homeless. Now that the Holiday Inn project in 3s Santa Rosa is not going to open will the opporturuty center become a permanent fixture, 39 and where will the funding come from? He does not want a permanent homeless site in ao the neighborhood. It was funded for one year to see how it works out. ~ It was tecommended to the Council that the City should pursue Yooking at a privatized s wastewater treatment plant. Council will be comparing a publicly funded model with the 9 proposal that we do accept for comparison purposes. io A newspaper article was brought to the attention of Council regarding a couple who ii own 1160 acres outside of Healdsburg and are selling an open space easement to the ia Open Space District. There have been complaints of gang activity and drugs in the area which ~o are being addressed. . ~ . . ~.i+, - ;~''r'' May 20, 1996 Vol. 29, Page 451 i The Police Department has made some recommendations on how the center should 2 operate such as the kind of attire staff should wear, how they should deal with juveniles, 3 no smoking in and around the area, no cans or bottles allowed in the building and the a training of staff on gang awareness, eme"rgency Spanish, recognizing and reporting s crime, drug awareness, and recognizing alcohol intoxication and symptoms 6 Patrol has been stepped up :in the area with officers on bicycles to allow a more open ~ communication with the kids and to address problems in a more positive manner. s Recreation Director Jim Carr advised Council on the Teen Center activities. There was 9 concern about people hanging around outside the Teen Center. Staff is trying to conect io that by the removal of a hedge and shrubs, increased lighting at the back of the center ii and picnic area. All signs are being translated into Spanish as well as English. i2 Most of the confrontations are during the dances on Saturday nights. In ~ 1990 a 19 member citizen advisory committee was appointed by the City Council. In a~ 1991 grant funding was secured from the State Coastal Conservancy. The River Access as and Enhancement Plan was started and has been worked on continuously since 1991. At 29 the time, Project Planner Kurt Yeiter, devoted many hours to plan a 6.5 mile comdor of so our City. The five year effort culminated in October 1995, with the formal presentation si of the plan to the Planning Commission. The River Access and Enhancement Plan s2 effects over 200 properties that border the Petaluma River from the U. S. 101 overpass at 33 the south end of the City to Old Redwood Highway bridge at Willow Brook Creek to 34 the north except those properties within the Petaluma Boulevard South Specific Plan 35 area. 36 Melanie Deninger, Project 1Vlanager-State Coastal Conservancy, the plan as s~ recommended for adoption balances development interests with natural resource ss protection and enhancement and also provides public access opportunities. She is 39 confident that the Coastal Conservancy will find funding to help with implementation of ao the river plan. ai John Roberts, Consultant for the planning process of the River Plan presented a slide a2 show for the Council. The plan itself highlights most of the key issues and does reflect as the consensus of the committee. aa John Wagstaff, Wagstaff & Associates, did an initial study on the land use, urban design as and environmental documentation components of the plan. The Council needs to 46 determine that it complies with the California Environmental Quality Act. There are a~ some technical adverse environmental impacts which have been addressed and are aa attached to the plan. If Council adopts the plan they would become part of the plan and 49 thereby would comply with CEQA . Page 452, Vol. 29 May 20, 1996 i City Attorney, Richard Ruc~nansky advised Council that the area of the law regarding 2 requiring dedications is changing. The wording change in the legislation is not intended s to restrict the ability of the City to obtain various dedications, but to remain fle~ble with a the eyer changing law. It is the intent of the~ City Attorne~ that these dedications and s rnatters maybe done, unless prohibited by law. I~e Is not saying that there needs to be 6 some specific statute or some specific~law that says we can do this, it is more along the ~ lines that unless there is some prohibition from doing it, then their required. The Public s Hearing was opened. 9 Onita Pelligrini, Petaluma Area Chamber of Commerce recommends that the City io Council accept the recoanmendation ofboth staff and the River Advisory Committee and i~ include this text in the final River Enhancement Plan. In addition, the Petaluma Area i2 Chamber of Commerce also supports the recommendatiori of staff and' the River i3 Advisory Committee that the River Plan not be included as an element in the General ia ~lan. is 1Vlatt Connolly, GCA Realty (Petaluma Factory Outlet owner) they are happy with the i6 text amendment as recommended by staff and Counci9.. It will not replace the chapter known as the &iver 29 in the General Plan. Councilwoman Hamilton stated thaf this all got its start when she 3o and Royce VanBebber came before tfie Council and requested that they take up the 3i portion of the General Plan that recoaiimended` creatirig an advisory committee and 32 Master Plan for the river. The committee did a lot. of work as did the citizens and 33 property owners. The essence of what the' committee was trying to balance was public s~ access, environment and private property ~ghts, '~he is satisfied that what she and ~s others set out to do has been accomplished. The ia primary concerns are reYated to the development of hillside property, i:e. drainage and is visual impacts and circulation of traffic to Bodega Avenue. i6 Bonnie Diefendorf, 1Vlogel Engineering, represents the applicant on this project and gave i7 a brief history: This is an infill project, vvith larger size lots on the steeper hillside areas is and smaller lots on the flatter areas. '~ypes of homes would consist of Victorian design 19 with steep roof pitches, turret styles, wrap around porches. Ms. Diefendorf does not feel zo that there would: be a significant ine'rease in traffic to degrade the quality of life for the zi residences. Webster, advised .that no one on North Webster was consulted zs regarding any type of traffic situation. No homeowners on the eastside of North 29 Webster were listed on fhe mailing list for this plan. ~Iis concern is with traffic and 3o students going to and from school. si Pam Torliatt, 27 Townview I.ane, as a Planning Commissioner she voted in favor of this s2 project. Since that time the applicant submitted a revised lot plan which she does not 33 find favorable because of distribution of density, and arclutectural design. She would like to see a light at Bantam and Bodega installed and paid a for by the developer. She feels the traffic report needs community review. She believes ~ since Councilwoman Read voted as Liaison to the Planrung Commission she should 9 excuse herself from voting on this project at the Council level. io Susan Sanford, 524 Joelle Heights, Once the open spaces are gone you cannot get them ii back.
