io The Mayor read a message to the Council and Community with regard to civilized

is Kay Russo, 837 Rancho Way, supports the Moon/Lafferty swap because there are not
ia enough family parks in Petaluma.
is Rick Pearce, 1549 Creekside Drive, is against the swap and wants access to climb to the
i6 top of Lafferty.
i~ Pat Loomis, 507 8th Street, supports the swap of Moon/Lafferty. She would like to see
is the new park in by summer.
i9 Joe Manthey, 22 Laurel Avenue spoke regarding teen suicide and the statistics between
Zo male and female suicides. Three out of four youth suicides committed in the county have
Zi been males. He would like the councils support in helping troubled teens and he would
~ also like to serve on the task force in helping to fight teen suicide.
a~ Katha Hair, 408 8th Street is in favor of the Moon/Lafferty swap. Her husband is
za wheelchair bound and she would like to be able to take him to Moon Ranch where it is
u wheelchair accessible.

COYJNCIL COIVgMENT
a~ I,ori Shea - Council received a letter from Senator Mike Thompson asking for support
2~ on Senate Bi1126 to pass the State Budget. She would like Council to pass a resolution
29 supporting this Bill.
so Carole Barlas - has received calls from citizens who -are not quite up to speed on what
si has transpired with the new wastewater project . It was suggested that the city put
sa together a simplistic summary of what has taken place and have it available for the
33 public.
34 There has been some interest shown regarding the selection of a new City Manager being
ss made a public procedure. It was suggested that a press release be put in the newspaper
36 to solicit positive comments from citizens on how they view the role of City Manager
s~ with regards to running the city, and how they feel the role of City Manager should be in
ss relationship to the Council
39 An article in the Sunday's Press Democrat stated that because of budget cuts, if the
ao Moon/Lafferty swap went through it could take two (2) years or more before it became ~
ai a regional park.

i Mary Stompe would like to thank 7oe Manthey for bringing the information to the
a Council regarding male suicide. She supports the Council in continuing to address the
~ issue.
a Jane ~-Iamilton; has been viewu~g the Council meeting video tapes to see how the Counc~l
s interacts with one another and is looking for ways she can present herself in a more
6 positive way. She also feels this could be very helpful to all members of the Council.
~ She suggests that any time the Council talks about the Moon/I.afferty topic, the
~ discussion should be limited from two to three hours allowing a set amount of time fo~
9 public and so much time for Council. If there needs to be more discuss~on it could be
io continued to another date: She would like the Council to make a commitment to do a.
ii better job of communicating. She would also like to look into training that could help
ia the Council work toward this goafl. 'g'he Mayor's suggestions or direction that Council
i3 conduct themselves with politeness and abide by the rules as correct, but good manners

is She aflso suggests that the matter of City Manager be put on an agenda to get a sense of
i6 what the Council would like to do if anything about redefiming the duties set out in the

is Nancy Read, the trial for Polly Klaas is going on at the present time. She would like to
i9 thank the Police Department and everyone that is involved. She shares the agony of
zo having to go through it again.
Zi IVlatt 1Vlaguire, agrees with Councilmember Shea that we should respond to Senator
z.2, Mike Thornpson's_ letter re the Budget Bill. We received a letter from Gene regarding
z~ Caltrans denying our request to install jake brake signs limiting the use of jake brakes on
aa Lakeville. He would like a status report on the Noise Ocdinance and have that on the
as agenda for their ne~ rneeting. I would like to have that Ordinance brought to the
a~ Council for consideration and. adoption. In addition he would like to see the parking
z~ enforcement stepped up for those trucks parked in the red z~one along I.akeville.
z~ He would like to agendize the Budget Committee to see if Council wants to disband it.
29 I concur with Councilwoman Hamilton that it is a very good idea to look at the Council
3o meeting tapes, see how we respond ~o each other, and see if we can't keep things more
si on traclc.

az 1Vlichael Ban, Utility Engineer presented lus staff repoR to the Council with reference to
as a public body to assist the City Council in managing the new wastewater system.

i The consensus. of the Council was for a Council appointed commission structure
2 including a Council Representative, including members of the Citizen's Wastewater
3 Advisory Committee, and a member representing rate payers outside the city limit.
a Briefly discussed was possible appointments by individual. council members.
s Wanen Salmons, Assistant City Manager gave a summary of the April 17 follow-up
6 meeting to the Wastewater Public Heanngs. T'here were ground rules set for conduct of
7 the meeting, the agenda was discussed and agreed to. The group also agreed on a Data
s Collection Process to identify key areas. Most of the exercise was to collect successful
9 outcome data for each of the key areas. It was agreed that a second follow-up meeting
io be held to cover the final steps in the process.
ii Jennifer Barrett, Senior Planner, reviewed briefly the actions under consideration of the
iz, Council which is to certify the EIR, Approve the Fina1 Project Report and adopt
is Mitigation Measures, Monitoring Program and Statement of Overriding Considerations,
ia authorize Request for Proposals including draft contract documents. The key
is project/siting elements are listed below:
ib ~~ Approval of the Oxidation Pond site as the preferred site for development of the
i~ new Wastewater Treatment Facilities.
is -+~ Approval of the Higgins Creek Reservoir as the preferred site for development
i9 of added storage capacity
Zo --~ Modifications to existing facilities at 950 Hopper Street
zi -+~ Adoption of the I.ong Range Wastewater Management Program
22 The Council would like to have a rate payer analysts look at the documents before they
~ are final and give Council feed back.
Za Warren Salmons, Assistant City Manager advised that he and David will work together
zs to find a methodology for evaluating the documents and review cost implications from
~ the rate payers perspective.
27 Refemng to the dispute resolution, we will expand the language to clearly delineate the
z.~ requirements that the local commission must follow all of the rules of local government,
29 brown act, open meeting act, rYUnutes etc. We can also, based on Councils directives,
30 outline proceedings for the managers office to resolve disputes, or have some sort of cap
si on the dollar amounts of dispute resolution.
s2 At some threshold the dispute resolution is automatically moved to the commission and
33 any dispute resolution done in the managers of~°ice has to be reported publicly to the
3a commission.
ss Staff knows very well that there are some provisions in the contract that were
36 recommended to you by the Wastewater Committee that are a huge risk shift to the
s~ private sector and we know that the private sector may very well suggest alternative
ss proposals that will shift some risk back. But, when they do that they have to put a price
39 on it and then we know what the cost of that risk allocation is. Until then we don't
ao know. So we know there are some things right now that could be costly to rate payers,
, ai but we will only see the true cost when and if the vendors have the opportunity to show
az, us what the risk reallocation would do to rates.
