9 Matt Maguire - there was a tour of Lafferty and Moon Ranches last weekend. There will
io be another tour day on August 13.
ii The City o,f Sonoma has adopted a resolution in opposition to the mobile home rental
i2 initiative. He would be willing to adopt a similar resolution against this initiative which
~s takes awayllocal control.
ia Carole Barlas noted that on Wednesday, August 3, at 6:30 p.m. at the Petaluma
is Community Center at Lucchesi Park there will be a Healthy Community consortium. This
i6 is sponsored by the Petaluma Valley Hospital, the School District, the City and the
i~ Community who are working collaboratively on this project to bring common issues to the .
ia citizenry.
is Mary Stompe - thanked the Finance Director, the City Manager, and the staff in the
2o preparation! of the 1995-96 budget.

za Mayor Hilligoss presented Fire Chief Terry Krout with his Rear Admiral Commission.
23 1995-96 BUDGET
aa Finance Director David Spilman reviewed the budget which amounts to $70,167,627.
2s This includes all the funds. The General Fund budget is $20,507,750. He reviewed
2~ revenues arid expenditures and answered the Council's questions. He noted there are 263
z~ full time employees. Of the property tax paid by City properties, only 10% goes to the
2s City, 25% ~goes to the county and the balance goes to the schools. Of the sales tax
z9 revenue, he noted that 19% comes from automobile sales, the next source is restaurants at
so 9%, next are several at 7% - food markets, wholesale building materials, service stations,
s~ department stores, and light industry, next are several at 4% - auto parts and repair,
sz miscellaneous retail, and retail building materials, furniture and appliance sales are at 3%
33 and "all oth~ers" equa122%. The budget reserves are $500,000.
34 It was noted the DARE funding assistance from the schools for 1994-95 was $15,000
3s from the Petaluma School District and $5,000 from Adobe School District. The budget
36 for DARE is $105,000. The Council noting the schools pay only 20% of the costs, asked
3~ that the sch~ools participate on a 50:50 basis for the 1996-97 year. Staff was asked to take
3s steps to make this a more ec~ual partnership.
s9 A Councilmember asked for a Council discussion of an amnesty program for parking
ao enforcement fines.

~ Staff was complimented on the budget format. Council was advised that ne~ year's
