The ~a following p'ersons spoke: is Scott Egid'e, 137 Kentucky Street - downtown merchant, keep downtown preserved, i6 clean the streets, we need benches and trees, litter should be picked up, keep up _ with i~ parking problems, we need the basics, need to shore up the foundations, and we don't is need WalMart. i9 Vince Landof, 12 Cordelia Drive - talked about the Payran reach flood management zo project by the Army Corps of Engineers, the upstream project (he called it project 2) will 2i ruin the Army Corps project, this is a trick to open up the floodway for building. 22 Dan 7affe, 39 Townview Lane - city cooperation is great with his moving Copperfield's 2s Bookstore ~across the street into Mattei's building. Forget the Lafferty and Moon issue, 2a we need to ~spend money on police and fire. Zs Melissa Ha'theway, 311 Howard Street - supports Lafferty, Open Space doesn't need to 2~ use our money to buy it. a~ Mark Medeiros, 200 Jessie Lane - for Lafferty, Council should follow majority of 2a constituents, not minority. The land owners could open their property for trail to Jack 29 London Park. 3o Michael Davis, 1648 Northstar Drive - other properties were looked at. He supports s~ Moon Ranch. It will cost $0.50 to develop Moon Ranch and $2.00 to develop Lafferty 32 Ranch, those figures are per capita. Regarding the Urban Limit Line, if there were a ss permanent line, the cost of housing would go up. 34 Richard Sliarke, 1712 Orinda Court - Moon Ranch would be a great place for local ss children to ~camp, to have outdoor education, to take the elderly and the developmentally 3G delayed. The elderly and the young can't use Lafferty Ranch. s~ David Mayer, 34 Vallejo Street - the County has difficulty maintaining its parks now so 3s they can't run Moon Ranch, the view from the top of Lafferty is important to him, 39 Supervisor Harberson sides with 1 person and not the other 47,000 people, we need ao Lafferty for a wilderness park, he has climbed several mountains. 85 8G Page , Vol. 29 April 24,1995 Community Meeting . ~ David Mayer cont'd. - if you are going to have a conditional use. permit, it should be z enforced, the City needs to have rules and regulafions to file a complaint against someone, 3 Taco Bell needs to~come into compliance, the Petaluma Queen isn't abiding bythe rules.. I a Brian Sobel, 913' Wood Lane - thanked the Council fc~r holding the hearing, the s appropriate time for the Lafferty/Moon trade discussion is when it comes back to the 6 Council. This is a way to obtain 65D acres in open space. ~ Patricia Brown, Si3 Petaluma Blvd. South - directed her comments to the two new a Councilmembers, because she has already told the others what she thinks; it's not what 9 you get, it's how your get it, this man with a lot of money has been able to shape the io whole discourse we are having. ii Ned Orrett, 1161 Western Avenue - regarding Lafferty and Moon he is struck by the level i2 of vitriol, he wondered why this is. Can the question be reframed so we work together is more harmoniously,'. There ~s a need for the Lafferty type of land, and there is a need for ia the Moon type of land, maybe there is a way to keep Lafferty and to find another south is county site. Regarding wastewater, the performanee based JEZequest for Proposals (RFP) i6 where the vendors~ give you proposals, rather than the usual' method wliere the plans are ~~ drawn and then bids are sought, you have an opportunity for many good and new ideas. is But, the Engineeriig commumty is not used to looking at this type of process. ~9 Pat Cheda, 3272 Adobe Road - Lafferty is unsafe and is n~~t a place for young people. 2o More people could use Moon Ranch. The Fire Department wouldn't want to go up to zi Lafferty. Will the grass be grazed? What are you going to d~ about fire? You have to fix za fences. What about the animals, who's going to protect our animals? She has asked a 2s number of questions in the past and is still waiting for the answers. 2a Victor Chechanover - read by Peter Rodda - opposes any ffnoney being used for Nloon 2s Ranch. He doesn't see many people at Prince Park and that cost some money. z6 Peter Rodda, 23 Meadowglen - The Open Space District should purchase Urban Limit 2~ Lines. Try to have~ both pieces of land. za Katha Hair, 408 8'.th Street - this has become such an, emational issue, now people are 29 demeaning other p;eople. She doesn't understand why this is so out of proportion., this 3o paranoia has reacNed the level of rebellion. Lafferty Ranch can furnish enjoyment to a si handful of people. , Moon offers diversity which would serve more residents. It has been s2 promised that Lafferty would remain in Open Space, so we would be gaining with Moon. 33 Nancy Chien-Eriksen, 389 Ely Road - she lives near the sprawl and if scares her. Lafferty 3a is a treasure. Shel went up to Laffecty and found trash, so she picked it up. There are ss things like self-closing gates so the caftle won't get out. 36 Jack Balshaw, 168'0 Kearny :Court - wish you would focus a littie more about fhe things s~ around town, like I police, traffic, and drugs at schooL Talk to the citizens and to the ss School Board, they haven't had tfie opportunity to say `yes'. Pay attention to the things 39 that affect our daily lives. 86 Commuriity Meeting April 24, 1995 Vol. 29, Page87 i Anita Latcfi, 402 Keller Street - Lafferty ownership was never intended for a park, it was z for water. Moon Ranch and Lafferty Ranch are not comparable. We may need a park in s the south county, but not so we lose Lafferty. People need a place to run and to ride a bikes. There has been a lot of rhetoric about this and she hopes the video tape is aired on s the public access television channel. Regarding traffic signals - she got two tickets in the 6 middle of the night. There are no courts here. Her solution was to pay and `~hut up". ~ Look carefully at funding signalization using traffic fine funds. Wants better notification s of these meetings, she just found out about it. 9 Henry White, 1485 McGregor Avenue - Lafferty is worth keeping. Sales tax money io should be used for open space and should not be used to take away from Police or Fire. ~ ~ Perhaps the City should have both pieces of land. Put this sale of Lafferty on the open i2 market. Go back to the beginning and sell Lafferty on the open market. i3 Scott Hess, 100 Union, Petaluma - Lafferty has a lot of flat area. You can connect with ~a the trail to Jack London Park. He feels for the people who live next to Lafferty. You can ~s see many sights from the top of Lafferty. i~ Jean Gilmore, 725 Paula Lane - Lafferty is the only public property on Sonoma Mountain, i~ you can go there for quiet contemplation. Don't let Lafferty go for such a cheap price like is $680,000. r9 Mary McChesney, 2955 Sonoma Mountain Road - has been at this location since 1952, 2o supports Laf~'erty. zi John Richa'rds, 1440 Tanager Lane - doesn't see how you can develop Moon Ranch with 22 the City and County budgets. In retrospect, 50 or 100 years from now our grandchildren z3 will appreciate it. If Mr. Pfendler would give limited access, that would be great. Za Cathleen Cannon, 1117 E. Sunnyslope Road - thank you for this meeting, we want it all. as Lafferty views are great. She probably will never hike it. It should be limited access, by ~~ permit only. Use Lafferty for nature education. a~ Philip Cannon, ~1117 E. Sunnyslope Road - supports Lafferty, wants both. 2s Jed Clark, S Kazen Way - criticized the planning for the Golden Eagle shopping center, 29 the Mancha Building, the `~ign'; the street lights, the outlet mall, some retailers' display so windows, and Bee's display. He said he liked Moreda's, Coppe~eld's, and the Petaluma 3i Art Store windows, the busses, and Foundry Wharf. How can we have light on Kentucky 3z Street? We should have better planning downtown.
