He noted this has occurred most particularly at McDowell and Washington. The area of 13 McDowell Blvd. at the Plaza South he suggested there is a need for more definitive striping, because 14 drivers going both directions utilize that center lane and one day there will be a head-on collision. is Regarding Washington Street between Lakeville and the Freeway the signalization is in need of fine 16 tuning on the cross street side. Often traffic is stopped on Washington Street for absolutely no cross- 17 traffic. When the City installs the traffic signal at Petaluma Blvd. and B Streets, he hopes there is no is loss of parking. 19 COUNCIL COMMENT 20 Brian Sobel -thanked the people of the community for allowing him to serve them, he thanked the zl City Manager and staff with whom he has worked over these last few years. He went on to 22 compliment the "City family" for all their dedication. He thanked the media for their coverage of z3 municipal government, and he especially thanked his family for their support. 2a He urged the new Council to think a lot about consensus, and secondly to think about tolerance. We 2s need to enjoy the process; and it is important to work as friends. z6 Ross Parkerson thanked the Council for the opportunity work with them. He has enjoyed every 2~ meeting. It gave him a chance to benefit from all his years of experience. He "echoed" the Zs comments of Brian Sobel regarding the City staff. Resolution 94-321 NCS approving Claims and Bills #41125 through #41410. ORD. 1974 NCS POLICE RETENTION FOUND PROPERTY Adopt Ordinance 1973 NCS amending Municipal Code Sections on Police Department handling of "found" property: §3.08.020 Safekeeping for three months, §3.08.030 Redemption by owner - Charges, §3.08.040 Delivery to Finder, and §3.08.050 Disposition of unclaimed property. RESO.94-322 NCS COMPLETION ALRPORT IMPROVEMENTS & AIP-09 Resolution 94-322 NCS accepting completion of AIP-09 taxiways and hangar site work at the Municipal Airport. The total expenditure for this project is $552,120.71. * * * * * End of Consent Calendar TEEN PROGRAM STATUS Recreation Director Jim Carr advised that the City is submitting its proposal the County funding this month. As for using Kenilworth Recreation Center for teen programs, there are a number of regular uses of the site. Staff will report back at the January 3, 1995, Council meeting about the regular uses, the potential of utilizing a different facility for those regular uses, the potential cost factor of utilization of that building for use by teens. Lori Shea asked that Kenilworth Center be made available to the teens at an early time. She suggested they could ask the public for furniture and for donations. RESO.94-323 NCS SENIOR PLANNER - iJNIT 9 Resolution 94-323 NCS amending the Classification Plan to re-establish the position classification of Senior Planner and designate that position to Unit 9 -Mid-Management. Introduced by Ross Parkerson, seconded by Lori Shea. The City Attorney has advised staff to reject all bids and solicit new bids. Legislation s confirming that action will be on the January 3 agenda. It was moved by Ross Parkerson, seconded 6 by Vice Mayor Sobel, to ask staff to bring back the necessary legislation on the January 3 agenda. ~ Ayes: Parkerson, Read, Barlas, Shea, Vice Mayor Sobel, Mayor Hilligoss s Noes: None 9 Absent: Hamilton to RESO. 94-324 NCS 11 CORONA CREEK CEfANNEL -HYDRAULIC MAINTENANCE - SCWA 12 Resolution 94-324 NCS requesting the Sonoma County Water Agency accept hydraulic maintenance 13 for the drainage channels along the railroad, Corona and Holm Roads and authorize the City Manager la to sign a Maintenance Easement. The specific property follows the railroad from the approximate is location where a perpendicular line could be drawn northeasterly from Scott Street and North 16 McDowell Blvd. to Corona Road, thence along Corona Road to the northeasterly side of the freeway, 17 and northwesterly approximately to the northbound U. S. Highway 101 off ramp. The hearing is scheduled for the 26 evening meeting on Tuesday, January 3, 1995. The Crime Bill will pay $25,000 per officer per year for a maximum of 3 years, 3s and,. the Crime Bill does not authorize use of this funding for equipment, hiring, training or overtime 36 costs in the first year. Page .~Q2 VoL 28 'December 19,199~f Staff advises that this bill requires that the additional Police officers requested under the grant be requested in the first year of the program. It is understood that subsequent year grants will be available for funding of equipment and other costs. The funding contemplated by the Federal bill is 40% Federal: 60% local. FUNDING ALLOCATION The allocation of additional Transient Occupancy Tax (T.O.T.) funds was referred to' the Transient Occupancy Tax subcommittee which consists of Mayor Hilligoss, Jane Hamilton and Nancy Read. The City has received the following requests: Cinnabar Theatre $30,000. Sonoma-Marin Fair 10,000. Cultural Arts Council Sonoma County 2,500. Old Adobe Association (additional) 800+ Because the Transient Occupancy Tax funding actions did not take place during the late Spring, which has been the normal procedure, there was concern among the Councilmembers that former applicants did not realize this is the 1994-95 Allocation process. Staff was asked to advise the former applicants once again of the intention to allocate approximately $54,000 of remaining Transient Occupancy Tax funds. The subcommittee will meet during January. CLOSED SESSION The Council recessed to Closed Session to discuss real property negotiation under Government Code §54956.8. City of Petaluma v Larry and Patricia Cheda, AP 136-160-010, Price and terms of payment were under negotiation.
