11 Ross Parkerson noted that he had viewed the video tape of the meeting he missed and, since

la The Council recessed to a Closed Session under Government Code §54956.9(c) - to decide
is whether to initiate litigation.
16 Upon returning to the Council Chambers the City Attorney announced that the Council has
17 met under the Brown Act to determine whether or not to initiate litigation, and by
is unanimous vote, the Council has decided to initiate litigation under the provisions of the
19 Brown Act. Once the litigation is commenced, information will be disclosed to any person
zo upon inquiry, unless it jeopardizes the ability to affect service.
zl .BUDGET continued
zz Duane Bellinger - He talked about information he has on the effectiveness of drug education
z3 programs. The information he referred to comes from a book, Making a Drug; Free
za America, from which he read, "DARE has not been found to reduce the tobacco, alcohol or
zs drug use." He went on to say, on a survey done in 1988 reviewing 350 different school
z6 programs, three programs reported. reduction. DARE was not one of those programs.
z~ There was a conference in San Diego in 1993 at the University of California where they had
zs quite a few experts testifying on DARE. The conclusion was that DARE has no drug effect.
z9 He read a quote from the conference, "DARE is an emotional issue, but every prevention
3o program in the long run, no matter how good it .makes us feel, how good it looks, or what a
31 concept it has, has got to reduce drug use." And the conference concluded that the DARE
3z program does not reduce drug use. In another article USA TODAY concludes, "Given the
33 consistent negative results of all of the studies it is time for a major reappraisal of the DARE
3a program and a possible redirection of the hundreds of millions of dollars being spent on it".
3s Carole Barlas asked him to give staff copies of this information so the City Council may have
36 an opportunity to read it.
37 Finance Director David Spilman reviewed the Enterprise Funds and the Internal Service
3g Funds. He estimated water rates will be increased by 3% each year through 1998. In
39 response to a Council question, he said that staff will be looking at a water conservation
ao rate. In discussing the Water Pollution Control fund, he estimated rates to increase by 5% in
al 1995, 15% in 1996, 9% in 1997 and 15% in 1998.

i The Transit System is.on a new Fare Box recovery ratio whereby the. fares need to reach at
2 least 10% of the transit cost rather than the previous requirement of 15%. It is estimated the
3 City will probably exceed 10.% fare box revenue. Iri the Airport, because of'the bad .fuel
a delivered. by Chevron. it' is estimated that fuel sales will be reduced until such time that
s Chevron has paid to fix all airplane engines which had utilized. the bad fuel mixture they had
6 delivered to the City.. Chevron will also. be paying the City for the loss of fuel, sales. There
~ are, no hangar increases anticipated for this year; however, when. the new .hangars are
a installed;, there may be different hangar categories,. which .may mean an amended rate
9 structure. Ambulance rates are anticipated to remain the, :same this year. The Medicare
io reimbursement rate: has been .increased. The Marina has experienced some increase and a
u more consistent. mooring `income and fuel income. The Harbormaster is working diligently
12 to continue to increase the revenue.
13 The Internal Service Funds were reviewed. It was noted the City maintains a level of
is reserves for the various risk management potential claims. The Information Services were
is also reviewed.
16 The Councilmembers asked for time on a future.. agenda to discuss development of a capital
i~ equipment reserve fund and the potential financial effects. They would also like to know
is what the Budget Committee viewpoint is on this. It was noted the Budget. Committee will
i9 reconvene on September 21. The Council would. also like to have. an opportunity to discuss
20 the potential situation if the State decides to take away local funding yet one more year.
