Commented about the person opposing prayer being in Minnesota and that this 13 person had been contacted by a local newspaper. Regarding the "parcel tax" (read is "assessment"), until the City guarantees to open the books to the public to see where the is money for Fire and Police has gone, he is going to oppose the matter. City Manager i6 Scharer noted the City's books are always open for public scrutiny. ~~ CITY COUNCLI, COMMENTS is Carole Barlas commented on the misleading tone of an article in the Press Democrat i9 about the goals session. She said the Council members and staff were pleased with the 20 results of the goal setting session, but the newspaper article did not leave that impression 2i for its readers. 22 PROCLAMATION 23 Christy Zoog from the Coalition for a Rape Free community presented an award to 2a Bonnie Nelson for her work on that cause. Louise Brawdy and Linda Purrington also 2s received recognition. 26 Matt Levine on behalf of anon-profit group called Metta requested the Council appoint a z~ task force on violence so that violence can be reduced in Petaluma. Za PRESENTATION 29 The sixth graders from Valley Vista School gave the City Council a skit on the Drug 3o Abuse Resistance Education (DARE) program. 31 MINUTES 32 The January 18, 1994, minutes were approved as submitted. 33 CONSENT CALENDAR 34 The following items which are noncontroversial and have been reviewed by the City 3s Council and staff were enacted by one motion which was introduced by Jane Hamilton 36 and seconded by Lori Shea. ADVISORY COMMITTEE i~ The sole applicant for the Wastewater Advisory Committee who was also Wastewater is School Graduate was Matt Maguire. Resolution 94-25 NCS was introduced by Jane 19 Hamilton. There was no second. Students 26 of various schools are soliciting information from their peers at this time. There will be a 2~ meeting at Lucchesi Community Center on February 17 where the first 300 teens will Za receive pizza from a local merchant and they will. discuss some issues. On March 3 at the 29 same location there will be a presentation on the violence that teens have been victim of 3o and a discussion of some alternatives available to persons at such times. 31 Skateboard There was interest expressed in finding some money and a place for a 32 skateboard park in this town. Persons speaking on behalf of development of a skateboard 33 park were: 34 Mike Hampton - submitted a petition with 54 signatures requesting that anoff- 3s street skateboard area be developed in Petaluma. He reminded everyone that this 36 was discussed several years ago, but nothing ever came of it. 37 Eddie Walsh - we have a lot of football, soccer, and baseball fields, but there is 3s no skateboard park. 39 Heather Jerde -noted the Phoenix Theatre crowd has been left out of the ao information loop. February 7, 1994 Vol. 28, Page 141 i Erik Brown -representing Sugar Shaq, a musical production group, said that "3 a of sugar shaq's February 25th gig at the phoenix theater will be donated to the 3 building of the new skatepark in petaluma" (sic). a Tom Gaffey -Phoenix Theatre -The Council was advised that "skateboard hockey" was s invented in Petaluma. He would be willing to assist the City with the skateboard park. 6 Lori Shea asked staff to advise where fun ing could be found to assist in the development ~ of the various activities for the teens. a-,~-h~c-c~ a-- . _ s ORD. 1947 NCS 9 REZONE AMERICANA SUBDIVISION io Adopt Ordinance 1947 NCS rezoning Americana Subdivision to Planned Unit ii Development. Some said they had received no notice (staff advised that in new subdivisions 3o both a property owner and a "resident" notice are sent for each parcel when the new 31 neighboring subdivisions go through the Planning Commission). The City has chosen to 3z close Columbard. Riesling is narrow and winding, and not built for this type of traffic. 33 The Santa Rosa Junior College will open soon, and that will increase traffic. Children 34 will not be safe. The neighbors want to participate in amending the development 3s proposals. Some were unhappy with the proposed neighborhood retail area. Some were 36 unhappy about the park across Sonoma Mountain Parkway. Some felt their children 37 could not play in the street safely. 3s Mr. Davis handed in a petition with 172 signatures of persons who feel something 39 different should be accomplished in their area. The people did not want the Sonoma ao Mountain Parkway divider strip cut for a future continuation of Riesling on the easterly ai side of Sonoma Mountain Parkway. The reasons for their opposition as listed on the a2 petition were "(1) The proposed change in the traffic pattern would turn the residential a3 streets of Riesling Road, Zinfandel Drive, as well as other adjacent streets, into major a4 thoroughfares for access to the proposed shopping area. The residential streets were not as designed to accommodate the high volume of traffic which would occur. (2) There are a a6 signifiant number of .families with children living along the impacted streets creating a a~ safety concern. (3) Residents living along the impacted streets could experience a as significant devaluation of their property values. All 22 references to .Riesling Road shall be removed from the: resolution. Staff will meet with 23 the neighbors and the developer to come together on ideas that will alleviate the property za owners concerns. Sobel, Hamilton, Barlas, Shea, Vice Mayor Read, Mayor 26 Hilligoss 27 NOES: None 2s ABSENT: None z9 RECESS 9:00 p.m. to 9:10 p.m. 3o POLICE AND FIRE ASSESSEMENT 3t The.Finance Director gave a brief review of the Police and Fire Assessments. The public 3z hearing was opened and the following persons spoke: 33 3a - Brian Hayes, 5 Morning 'Sun - he has worked on the protest and he has also 35 seen the needs are real. Now is we should all work together. 36 - Yigal Toister, 905 E. Washington -supports Police and Fire. The Realtors 37 give $1,000 to DARE each year. This really is a parcel tax, not an 3s assessment. Therefore, the vote requirement should be 2/3. February 7, 1994 4 Vol. 28, Page 143 s - William Pisenti, Redwood Empire TRIM -this is a tax and requires 2/3 vote. 6 - Bob Tellander, 615 Keokuk -thinks Rohnert Park does a wonderful job with ~ their Public Safety Department He said Petaluma should do that. (Nola s bene, that City said they have zero firemen and a Police Department that 9 carries fire turnouts in their vehicles so they may try to put out fires.) io - Charles Ropke, 1705 Tampico Court =did;'some ,research at.'the=Public' i ~ Library to determine the basis of the Council's authority to do this; however, i2 he did not find the correct resource. You should abandon the tax. 13 - Richard Sharke, McDowell Drug Task Force -supports the Petaluma's "best is Fire Department in the State and the best Police Department. He urged is everyone to support the assessment. "This is a very complacent community. i6 We wait until something happens here before we do anything about it," he i~ said. is - Al Gerhardt, 712 Elm Drive -opposes the assessment. Police and Fire 19 should be supported by property tax. This should be a 2/3 vote. The Fire 20 Department should use pick-up trucks instead of sending fire trucks on all 2i calls. 22 - Corinne Parker, 38 Burlington -totally against the assessment. z3 The public hearing was closed. The Council was in agreement that the length of the Za assessment should be ten years. There was a good deal of discussion about the need to Zs disseminate information to the public. They need to know the amount of money that will 26 be raised and what expenditures that money will go for. Members of the public have 2~ communicated with the Couneilmembers indicating their degree of fear that this money 2s might not be used as proposed. Another concern voiced by the Council is their z9 membership changes from time to time and this may alter the assessment situation. It 3o was noted that there is no way to "free-up" any money as a result of this assessment. It is 31 intended to complement the current Fire and Police budgets each year, not to move 32 money around. 33 In answer to Council's questions., the City Manager advised that the Council's Budget 34 Committee has separated into subcommittees and they are meeting with the department 3s heads. It is anticipated the Committee will be reporting back sometime in March. He 36 also advised that the Petaluma School District has advised him they are looking at 37 assisting in funding the Drug Abuse Resistance Education (DARE) program at their next 3g budget sessions. 39 The staff will bring back to the Council actions to close the Assessment District creation ao process at the next meeting.
