He noted the General Plan contains all the goals and ~2 policies that are currently needed for planning economic development .and additional 13 studies such as the one in 1989 and the one being discussed now would be a waste. He is mentioned several of the Objectives, Policies and Programs in the General Plan that deal is with this issue. He also noted that the Council needs to articulate its vision for Petaluma. 16 He concluded saying you don't need any more studies, you need to commit to implement 17 the existing General Plan. is Victor Thuiessen, 14 Martha Street -Kickers is still causing noise problems for the 19 neighborhood. He asked the Council to, "Please address this again by placing it on the Zo agenda for abatement. " He noted there was a sound check .last weekend and the business Zi held the doors closed and tried to keep it quiet until the sound meter was turned off and 22 the neighborhood really heard them the last 1/2 hour they were open. All sorts of noise z3 then emanated from Kickers. He said he will attend every Council meeting to address za this issue until it is resolved. He will even pay for a sound study. Zs Victor Chechanover, 2301 Marylyn Circle -Mentioned that cities must send in for i6 certification in order to freeze local cable rates. City Manager Scharer noted the City of 27 .Petaluma has submitted its application for certification. zs Richard King, Petaluma Fireman -Noted that four firefighters and a fire engine were i9 among those sent to the fires in Southern California early in the month. The fire truck 3o had a mechanical relapse, and consequently their strike team, consisting of five engines, 31 was no longer complete, and their assignment was changed to an area away from the fire 3i line where they stayed for two days. This engine was also down during the Loma Prieta 33 earthquake and again during the Oakland fire storm. The Fire Chief has done an 34 excellent job in keeping the equipment running, but the equipment is aging. He invited 3s the Councilmembers to visit the fire stations and become more familiar with the 36 equipment. 37 COUNCIL, CONEV~NT 3a Bonnie Nelson -Wants the Kickers abandonment placed on the agenda; mentioned the 39 Petaluma Queen offered to help with community service, perhaps they could allow some ao disadvantaged folks on the boat for a ride; and she submitted a letter to the City Manager ai regarding feral cats and automobiles. a2 Lori Shea -agreed that Kickers abandonment should be placed on the agenda. Approximately 47 % of the residents of the a 870 mobile home spaces responded. Some of the results are shown below: s - 71 % of the residents are 62 years old or more; 6 - females outnumber .males 3 to 2; ~ - 7 households reported existence of a human mobility impairment requiring 8 handicapped access; 9 - 88 % reported income levels: in the "low" which amounts to 80 % of io Sonoma County median income or "very low" which amounts to 50% of i i the Sonoma County median income categories; ~2 - about .60% reported income as being within the "very low income" range 13 ($_1.6,150 single, $18,700 two persons) or less; is - the average space rents for all, parks was $284 per month, with Petaluma is Estates being highest at $375 and Little Woods being low at $195 per ib month; i~ - only 17 % reported :having mortgage payments; is - monthly utility costs were approximately $90; i9 - highest median utility costs* were in Leisure Lake, Royal Oaks and Zo Youngstown (* -specific utility cost ranges were not given); Zi - lowest median utility rates were reported in Candlewood and Little Woods; z2 - the median -annual cost of property taxes or registration fees plus 23 homeowner's insurance was approximately $275 or $23 per month; as - regarding income devoted to housing expenses 48% reported spending less zs than 30 % and 52 % reported paying more than 30 % of their income on z6 housing expenses., and 41 % pay more than 35 % of their income on 2~ housing expense; 2g - the .median .original cost for a mobile home was just over '$30,000 with a z9 high of $70,000 and a low of $19,000; 30 - repairs and improvement costs median came in at $5,500 with the range 31 being between $7,200 and $2,300; 32 - about 40.% of the homes were built between 1970 and 1974., while 25 33 were constructed in the last ten years; sa - about 55 % moved. into their homes within the last 8 years, while less than 3s 15 % lived there prior to 1975; 36 - 44 % had multi-year leases, 14 % have annual leases and 42 % are renting 37 on a month-to-month basis November 15, 1993 Vol. 28, Page 83' i Speakers included: 2 Bernice Heath, 58 Pamela Drive - is outraged if there are rent subsidies, we want to 3 continue managing our money independently as best we can and the only way we can do a this is to cap the rents. s Jacquie Dudley, 214 Petaluma Way -the 8 to 10 year model lease offered by their owner 6 is available only for 39 participants out of 215 residents. She had thought that over 50% ~ wanted the ordinance. The model lease with conditions attached shows the point that we s need rent stabilization and a third party to oversee it. 9 Carl Alten, 27 Candlewood - he feels the survey did not reflect the many repairs needed io in the 1970 - 1974 models. He wants an ordinance. Would appreciate any delay the i i Council could oversee regarding rent increases until this is resolved. iz Terry Rankin, 1821 Lakeville Highway #66 -there are no vacant spots in Petaluma 13 mobile home parks but there are vacant mobile homes. We don't want welfare and we is don't want a lien on our homes. Please stop the rent i~ increases while we are talking about this issue. These mobile home owners should be is protected by our public officials. 19 Kathy Stewardson, 300 Stony Point #428 -there are inaccuracies and contradictions in Zo the Connerly report. Street assessments do exist. Utility rebates have not been seen by Zi any homeowner. There should be a fair rent ordinance. Petaluma Association of zz Mobilehome Residents (PAMR) has given you all the information you needed. The z3 renter takes care of his own lots. What are we paying maintenance for? Za John Lawless, 1555 Crown Road -the survey results support the need for a fair rent zs ordinance. The County Board of Supervisors has found a need to adopt such an 26 ordinance. Disagrees that the Royal Oaks park includes sewer and water in their rent. 2~ (Note -there are water meters at each mobile home in Royal Oaks.) He wants vacancy is control; i.e., no rent increases when a mobile home becomes vacant. z9 Wyllis Henry, 300 Stony Point Road #218 -what we are looking for is the laws of the 3o State of California be enforced. Over 70% of our income is used on housing. The only 31 thing we can think of is have an ordinance to prohibit rent increases that are so 32 detrimental. We cannot. buy the land unless the owner wants to sell. Road upgrades 33 should be brought to renters for an "okay". They don't do that. They just go ahead and 34 charge costs on through to us. 3s David Young, owns Royal Oaks and Youngstown Parks -under the Public Records Act 36 he wants to see all the answers of the survey from his tenants. 37 City Manager John Scharer asked that Mr. Young put his requests and comments in 3a writing so the City Attorney can advise the City on this issue. Mr. Young said he would 39 do that so the letter would be here by the end of the week. ao Council discussion -Since the City Attorney and two Councilmembers were not present, ai it was agreed to hold off the discussion of this item. The City Manager noted it would be a2 beneficial for the Council to have the Santa Rosa and County ordinances before them. It 43 was agreed this will be on the agenda December 20. 44 The Mayor called for a recess but there was more discussion prior to the break. as Terry Rankin - We repeatedly have come and asked for something to be done to freeze 46 the rents. You say something is happening. Do something. I don't see anything a~ happening until after the first of the year. What the survey 2 shows to her is the number of low and very low income residents is two times as high as 3 it is elsewhere in the City. RESO. 93-307 NCS APPLICATION FOR GRANT IIAZARI) MITIGATION Resolution 93-307 NCS authorizing application to the California State Office of Emergency Services for a Hazard Mitigation Grant. These funds would be used as part of the U. S. Army Corps of Engineers project to ease the potential flooding of the Payran area. Deadline for grant applications is December 2. The Council was advised this is a long shot, but it is possible the City may be able to obtain $100,000 to $200,000. Introduced by Vice Mayor Read, seconded by Lori Shea. AYES: Nelson, Barlas, Shea, Vice Mayor Read, Mayor Hilligoss NOES: None ABSENT: Sobel, Hamilton COMPREHENSIVE HOUSING AFFORDABII,ITY STRATEGY (CHAS) PUBLIC HEARING The Comprehensive Housing Affordability Strategy, otherwise known as "CHAS", is a planning document which is now required to be adopted by each agency annually according to the National Affordable Housing Act of 1990. The document sorts out information on the number of low income people, their housing needs, and the manner in which housing can be made available to them. Bonne Gaebler, the City's housing specialist, was complimented generously for the quality of the book she had developed for this process. The hearing .was opened. John Morgan of Burbank Housing; John Records from Committee on the Shelterless (COTS), and Ortenzia Gonzales from the Petaluma People Services Center (PPSC) spoke in support of the document. Victor Chechanover suggested that mobile homes should be listed as low income housing. After the speakers had an opportunity to address the housing issues, the hearing was continued to December 6.
