1l Lori Shea -there was a mistake in the paper about this agenda; it said we were going to
12 talk about mobile homes.
13 Brian Sobel -the third item on the agenda is partly about mobile homes.
14 Mayor Hilligoss - received a letter from a person interested in the Child Care Committee.
15 She asked that it be placed on the next agenda.

is City Engineer Tom Hargis and Assistant City Manager Warren Salmons presented atwo-
19 li~ur narrative on the history of the Army Corps of Engineers' project going back. to
20 1970. Some of the items described were explanations of technical terms used in
21 connection with flood and storm situations, delineation of the time it takes for rain falling
22 in different areas of the drainage basis to reach the Payran area, description of the Army
23 Corps of Engineers Flood Map showing the Floodway and the Floodplain and the Federal
24 insurance program as it relates to that map which is revised from time to time and the
25 Payran Reach flood mitigation project. Also covered were the numerous City flood
26 mitigation actions and building requirements that are more stringent than the Federal
27 mandates and which have resulted in a lowering of flood insurance.
28 It was noted that the answer to the request that the Army Corp of Engineers raise their
29 maximum contribution to this project was , "No."
3o Council comments:
31 Have you looked the difference in cost between purchasing the homes in the flooding area
32 and constructing the project? May we see the Army Corps of Engineers° maps that
33 showed the varying Flood plain and Floodway boundaries, depending on the different
34 potential projects with differing levels of flood mitigation. Is there anything that the City
35 can do now without jeopardizing the future funding from the Army Corps of Engineers?
36 What up-stream projects need to be accomplished?

3s Staff noted it needs to know whether or not the Council wishes to include this on the
39 Capital Improvement Program and whether or not the Council wishes to retain the current
4o flood mitigation goal or to reduce that goal.
41 The subject will be placed on a regular meeting agenda for discussion and action

2 WASTEWATER FACILITY PROCESS
3 Assistant City Manager Salmons noted the projected .contract award date for a new
4 wastewater facility is mid-summer of 1994. Mr. Geoff Yarema of Nossaman, Gunther,
5 Knox and Elliott the legal firm retained to assist in this project, spoke briefly to the
6 Council reassuring. them that there is wisdom in fulfilling the California. Environmental
7 Quality Act requirements prior to the time the Requests for Proposal are distributed by
s the City of Petaluma. He noted the group of firms that remain active at this time need to
9 be apprised of all actions now, and the next few months are critical so the. environmental
io documentation and the ultimate design process will include all the potential alternatives.
i i The Regional Water Quality Control Board in Oakland is also being kept apprised of .all
12 the steps being undertaken so they may remain well informed as to the progress being
13 made by the City.

15 DISCUSSION OF ELECTION DATES. AND CUT-OFF TIMES
16 City Manager Scharer advised that anything the Council wishes to put on a ballot this
17 year would have to be in final form. for the Council meeting of August 2. It was agreed
is that there is not .sufficient time between now and the August 2 packet.. date (July 26) to
19 accomplish ballot. wording and ordinance wording. The Council asked staff to schedule
20 this for discussion in the early Fall looking towards June, 1994, ballot measure(s).
21 MOBILE HOME RENT ISSUE
22 City Manager Scharer advised the Council will be discussing this issue at the August 2
23 meeting.
24 Bernice Heath, spoke on .the mobile home rent issue. There may be 2 % of the residents
25 living in mobile homes, but there are many more individuals affected by their plight.
26 There are their children, grandchildren, friends and the business people in town.
27 There is one park in town where the residents are satisfied. It it is possible for one park
2s to accomplish that. goal, the other parks should also be able to .fulfill that mission. She
29 does not feel that arbitration would serve the purpose. She promised to do what she can
3o to assist in making a helpful decision.
