PRESENT: Nelson, Barlas, Read, Shea, Hamilton, Vice Mayor Sobel,
Mayor Hilligoss
ABSENT: None
Also present were the department heads, representatives of the press, and about 30
members of the public.
BUDGET WOI2I{SHOP
The City Council met with facilitator Bob York and his assistant David Clemmons to
develop a blueprint for a citizen committee whose charge, which is not yet clearly
defined, would be to work with the public, staff, and Council on development of ways to
enhance the City's revenue and ways to deal with delivery of service in an atmosphere of
greatly diminishing revenue. Besides the economic slow-down being experienced by the
nation, the major revenue reduction results from the State's taking of nearly $800,000
[property tax + redevelopment revenue] last year; and the very real potential of the State
doubling that take this year, as well as continuing that exercise in future years in order
for the State to balance its budget.
NEXT DISCUSSION ON THIS TOPIC
22 The Council agreed to meet on Monday, April 26, at City Hall to review the Council's
23 alternatives and to finalize the process which began this evening.
