The contract is awarded to Cooper Crane and Rigging for $92,544. Staff 14 projects the budget to be $144,644 which money will come from the Sewer Fund. It is 15 the intention of the City to pursue reimbursement from the State Office of Emergency 16 Services or from the Federal Emergency Management Agency. Introduced by Nancy 17 Read, seconded by Bonnie Nelson. 18 AYES: Nelson, Barlas, Read, Shea, Hamilton, Vice Mayor Sobel 19 NOES: None 20 ABSENT: Mayor Hilligoss 21 RECESS TO STUDY SESSION 22 SANTA R®SA WASTEWATER RECLAMATI®N 23 IN PETALUMA AREA 24 The City Council sat in Study Session to hear representatives of the City of Santa Rosa 25 address utilizing South County lands for their tertiary treated effluent. Those persons 26 from the City of Santa Rosa who were named as being present were the 5 person City 27 Council, 5 person Board of Public Utilities, City Manager Ken Blackman, Assistant City 2s Manager Ed Brauner, and Capital Projects Coordinator Dan Carlsen. Also in attendance 29 were representatives of CH2M Hill the Santa Rosa engineering firm that is working on 3o the Santa Rosa Wastewater Treatment Plant Upgrade. 31 Petaluma Wastewater Irri a~ t-ion -Petaluma City Engineer Tom Hargis reviewed the 32 Petaluma needs for irrigable land until the year 2005, which is the "year of build-out 33 pursuant to our General Plan". Mr. Hargis advised the City Council the City will need a 34 total of approximately 2,000 additional acres for irrigation with treated wastewater (that 35 figures General Plari build-out and "zero" discharge to the Petaluma River). 36 Santa Rosa Presentation -Mayor Maureen Casey introduced the first speaker, Ed 37 Brauner, Santa Rosa Assistant City Manager. He noted they began to study a new sewer 3s treatment facility for Santa Rosa, Sebastopol, Rohnert Park, Cotati and some 39 unincorporated area in 1985. At that time, they looked at 35 alternatives. Page 264, Vol. 27 February 22, 1993 1 When they found out their study was inadequate, they embarked on new efforts. They 2 have .decided to complete the required Environmental Impact Report (California. State 3 requirement) and Environmental Impact Statement (Federal requirement) by studying two 4 areas for, Santa Rosa treated' .wastewater reuse - (1) West County (near Two Rock) and s (2) along the easterly hills from Rohnert Park all the way south to Highway 37. It is the 6 latter area near Petaluma that brought the representatives of Santa Rosa down to this 7 meeting. s Santa Rosa plans' to create a lake or two to hold treated wastewater from Winter to be 9 utilized by ranchers in Summer. Since they are required to restrict their dumping of io treated wastewater -into Russian River to approximately 1 % of total product,, they find a ~ ~ monumental. need ~ to make arrangements to irrigate ranchland. The imgation acreage 12 they addressed was: 13 West County (ranches) 7,980 acres 14 South :County (ranches) 3,900 acres is Sebastopol (apples) 2,200 acres 16 Urban: i7 Rohnert Park 300 acres 1s Fountain Grove 258 acres ~9 Santa Rosa then showed a very large map that indicated areas by color: West County 20 area, Sebastopol apple area, Petaluma City irrigation area, Santa Rosa. irrigation areas of 21 interest, and the San Francisco_Bay flats area. They are talking about storing treated 22 water in the Petaluma area on Ielmorini's Ranch at 'the end of East Washington Street on 23 Adobe Road. 24 They said their time frame is by March 1 to choose the areas of study. By June of .1994, 25 have the EIR and EIS .completed and certified. By September, 1997, the project should 26 be completed and implemented. 27 They intend to bring the public into the process now. After the public process, the 2s preferable project will be selected. 29 Petaluma City Council commentse 30 -When do you need our input to you? si (Santa Rosa's Answer -throughout the study program.) 32 -There is no written documentation on your presentation. 33 - It seems Petaluma is being backed into a corner. 34 - We need aback=up plan. 35 -Where are you ;going to place the pipes? 36 -How compatible is the Bay Area wetlands? 37 -Are you recognizing others' Urban Separators? 3s -What's in it for the City of Petaluma? s9 -What protection is there for the City of Petaluma? 40 -Are we going to compete for users? 41 - We will also have a new plant. 42 -The Petaluma River should not be looked at for dumping. 43 -Growth. issues are implied in this. 44 - We need a more meaty meeting with written data. 4s -You are looking at doubling the acreage. a6 - We encourage a cooperative effort. 47 -Support the idea of recycling water. February 22, 1993 Vol. 27, Page 265 1 Petaluma Citv Council C-~mments cont' d. 2 -This should keep a good economically stable agricultural base. 3 -This should help replace the ground water which appears right now to be an unrenewable 4 resource. 5 -Working collaboratively is a v~r important concept. 6 -How many acres of agricultural land are available for imgation in the South County? 7 -Can Santa Rosa tertiary wastewater be mixed with Petaluma secondary wastewater? 8 - If our growth increases, will there be enough to irrigate our own land? 9 - It looks like we need at least 2,300 acres of land for irrigation. 10 - If we support South County, would you drop the West County? i i - We should have answers from staff to the above questions. 12 * * * End of Petaluma Councilmember Comments 13 Jim Pendgrift, Santa Rosa Councilmember -this is a political problem. The environmentalists 14 are saying, "Not In My Backyard!" The engineers can do anything we ask them to. We will 15 complete the new sewer plant and irrigation system wherever it is politically feasible. It is the 16 political issue that is most important. 17 Mayor Casey - we learned last year how important "regionalism" is. That is how we want to ~8 work with you. 19 Bill Kortum -opposes getting drinking water from Russian River when the City of Santa Rosa 20 dumps there. 21 Terrance Garvey, Maria Drive - if you have your meetings with the public and answer the 22 questions forthrightly, you will have no problems. 23 City Manager John Scharer -does Santa Rosa plan to hold hearings in this area? (Santa Rosa 24 Answer -most of the hearings will be in Santa Rosa.) 25 Ned Orrett -the best source of water is that which is not used. He hopes the dialogue will 26 continue. 27 Allan Amanti, 505 7th Street -urged Santa Rosa to work on the recycling. They want a lake 2s 20 to 30 feet deep. What if Santa Rosa finds that is not. large enough? Where will it be 29 stored then? 3o Vasco Brazil - if the City is going to have further discussion, he will wait until that time to 31 make comments. (Petaluma's Answer -Yes, the City will have further public discussions.) 32 Rita Cardoza, 5869 Lakeville Highway -hopes the City of Petaluma will look to .its entire 33 neighborhood when it holds those discussions. (N. B. - In the late 1970's, Santa Rosa was 34 talking aboact utilizing the Cardoza land - Tolay Valley - for a wastewater lake. ) 35 Kevin McDonnell, Petaluma resident - be sure the land that is being used for irrigation, 36 remains in need of irrigation. 37 ADJOURN 38 39 40 ATTEST: Pa cia E.
