21 PUBLIC COMMENT
22 Nick Ribicoff, 707 English Street - on behalf of the Green Party, we are very happy to
23 .see so many females on the City Council. We would like to see the Council take time to
24 attend a meeting with someone who deals with broadening participatory democracy. This
25 meeting will also define what a citizen is and what citizenship is.
26 Barry Bisson, 108 Fifth Street -speaking on behalf of the Petaluma Committee television
27 project, he hopes this will be a high priority for the Council. Although Viacom has given
28 the best it can in Petaluma, this cable television area has the lowest quality community
29 access capabilities. He feels it would be very inexpensive to fix the various shortcomings
3o in the system.

COUNCIL COlVI1VIENT
32 Brian Sobel, the only male on the City Council, came into the Council Chambers wearing
33 a blonde wig and pearls. He carried in a florist arranged rose for each of the other
34 members and the Mayor. After the levity, he reassumed his gentlemanly self.
35 Nancy Read -Brian Sobel and she are on the Cable Committee. There will be meetings
36 of the public and the committee on Saturday, January 30, at 1:00 p.m. and Thursday;
37 February 4, at 7:00 p. m. at the Community Center in Lucchesi Park. She invited people
38 to participate.

2 Mayor I-Iilligoss suggested the Vice Mayor should be the "only man" on the Council.
s There was no objection. Bonnie Nelson asked if there is any interest in changing the
4 Vice Mayor term to "January through December" .

29 Resolution 93-03 NCS approving purchase of a replacement, unmarked police vehicle
so from the low bidder. Four automobile agencies responded to the bid request. The low
31 bidder was Folsom Lake Ford for $1L,337.11 fora 1993 flex fuel. vehicle which will
32 operate on either unleaded or methanol fuel. The highest bid was $16,023.22 from
33 Henry Curtis Ford in Petaluma.

3 Resolution 93-04 NCS approving purchase of a 1/2 ton pick-up 1993 truck from the low
4 bidder Fremont Ford. Of the three bids that were received, Fremont Ford was lowest
5 with $12,812.93. The highest bid was $14,550.50 from Henry Curtis Ford in Petaluma.

s Resolution 93-OS NCS approving purchase of two (2) cab and chassis trucks from the low
9 bidder for the Street Department. Of the three bidders, Fremont Ford was low at
10 $31,178.20. The highest bid $35,913.77 was from Henry Curtis Ford in Petaluma.

13 Resolution 93-06 NCS approving purchase of two new trailer-mounted air compressors
~4 from the low bidder, Ingersoll-Rand, for $20,366.95. Three bids were received.

16 CHAMBER OF COMMERCE RECYCLING
~~ Lynda Crandall of Sola Optical reviewed the Chamber of Commerce program to show
18 businesses how to recycle and reduce waste disposal costs as well as the volume of solid
19 waste discarded into the landfill.

21 ADOPT SOURCE REDUCTION AND RECYCLING ELEMENT

23 ADOPT HOUSEHOLD HAZARDOUS WASTE ELEMENT
24 Resolution 93-07 NCS adopts the final drafts of both the "Source Reduction and
25 Recycling Element" and the "Household Hazardous Waste Element" as required by AB-
26 939 which was adopted by the State Legislature in 1989. These documents are hereby
27 approved by this City for incorporation with and the implementation of the Sonoma
2s County Integrated Waste Management Plan. After approval by the County, it will be
29 submitted to the California Integrated Waste Management Board in compliance with the
30 original State legislation, AB-939. Mr. Miller noted that compared to other cities in the
31 state, the City of Petaluma is in the forefront with its the recycling programs. Introduced

39 Councilmember Read left the meeting to catch an airplane to Washington, D.C., to be at
4o the Tuesday swearing in of Lynn Woolsey as our Congresswoman.

3 The Council noted that no environmental review is needed for this project amendment.
4 Resolution 93-08 NCS approving the amendments to the PUD to amend the mix of homes
5 on the 69 unbuilt lots in Unit II, Phase I, to include 8 new model types with modified
6 setbacks and lot layouts, authorize the construction of a new model complex in Phase 2 to
7 serve Phases 1 & 2; and to make minor modifications to the lot lines and the open space
s easement boundaries adjacent to the golf course. Keith Christoferson of Christoferson
9 homes of Santa Rosa represented J. G. Orbis, who purchased the subdivision from Duffel
to Financial. He showed the proposed new home designs which they feel are more in line
11 with the current tastes of the home-buying public. Introduced by Vice Mayor Sobel,
12 seconded by Carole Barlas.

37 Resolution 93-10 NCS approving entering into the Public Employees Health Care Act for
3s both active members and retirees of the members of Unit 6 -Petaluma Police Officers
39 Association. The cost for retired annuitants will be at $5.00 per month and increasing to
40 $100 per month over the next 20 years.

2 At that time both those persons who are retired under the Unit 6 Memorandum of
3 Understanding and active employees will be receiving the same level of contribution
4 toward this health premium. Currently there are 21 potential retired annuitants eligible

14 City Manager, John Scharer, advised the cable television audience that the Public
15 Information Officer Bonnie Bard and Assistant City Manager Gene Beatty would discuss
16 the Cable Television committee immediately following this Council meeting.
