9 Colin McKenzie, 335 Vallejo Street - He introduced his remarks saying that he is a
to retired Highway Patrolman, son of a police officer, and close relative to other police
~ ~ officers. He has had some difficulty in dealing with the Police Department in Petaluma.
12 Specifically, he thinks the City's traffic control could be enhanced to a great degree. He
13 has reported difficulty in crossing the streets, using crosswalks, and people just do not
14 stop for pedestrians. He has "almost gotten clipped by speeders" while he was crossing
is at Vallejo and D Street. Also parking on the sidewalks in town leaves no clear way for a
16 person, such as he, utilizing a wheelchair. He would like to have the City Council get
17 together with the Police Chief to get something done on this. The City Manager said a
is report will be prepared for both Mr. McKenzie and the Councilmembers.
19 Councilman Cavanagh noted that the new crosswalks are v r slippery in the rain.

3 Circulation and discussed proposed traffic signal upgrades and installations. The City
4 Council concurred with the proposed circulation projects in the 5-year Capital
5 Improvement Program.

1992 TAX & REVENUE ANTICIPATI®N NOTES
s Resolution 92 285 NCS providing for the borrowing of funds for fiscal year 1992-93 and
9 the issuance and sale of 1992 Tax and Revenue Anticipation Notes. The Finance
to Director estimates the borrowed amount will be $3,100,000 and the interest rate to be
11 around 3.5%. The resolution also provides for the following:

- City is to assure that notes maintain their tax exemption

Resolution 92-286 NCS amends the action taken by Resolution 92-46 NCS which
approved the transfer of title of property (Parcel D of Sonoma Glen Unit I-A) in the
Corona-Ely area to Eden Housing for Low and Moderate income housing. Now certain
amendments are required and the option is again before the Council. Introduced by
Michael Davis, seconded by Brian Sobel.

19 Patricia Hayes, 1712 East Madison Street -told the City Council abouf the allergic
20 reaction she `had with a drug which nearly caused her demise. She said the paramedics
21 were absolutely wonderful, and she thanked the City for all their good work.
22 Vern Smith, 1318 Canyon Drive -was critical of the noticing process regarding Country
23 Club Estates. He .had been active and spoke at the. Planning: Commission on several
24 occasions. However, .recent notices were mailed to his address with the previous .owner's
25 name as addressee. He said he had been told that there was City land behind- his lot on
26 Canyon Drive, but he "found out there was housing g®ing in above him". (After staff
27 had time to research the matter during the evening, Planning. Director Pamela Tu, ft
2s advised the Council that his name .had been inadvertently dropped from the. mailing list.
29 She- noted the property owned by the City is to the east of Mr. Smith's property, and the
30 land behind his home is planned for Open Space. )
31 COUNCIL COMMENT
32 Mayor Hilligoss noted that $200,000 has come back from the in lieu housing money.
33 She asked the Council if they were interested in looking into. the type of :project where "at
34 risk" young adults could be trained for painting and helping in some upkeep that is
3s needed on some of the sweat equity housing in town. It was noted that there would' be
36 well-trained people who would assist in teaching these "at risk" young adults how to do
37 the work. There was Council consensus to the proposal.

3 Planning Staff reviewed the proposal from its 1978 beginning, the direction of the City
4 on the changes to the project design and the recent Planning Commission approvals on the
5 project. The current City direction to. the developer was to cluster the housing and to
6 leave the remainder in open space. The Planning Commission found the environmental
7 documentation could be taken care of through a very detailed mitigated negative
s declaration. The traffic analysis was discussed.
9 Speakers on the project included:
to A. J. Weddle, 1319 Canyon Drive - He complimented staff on all their
11 work, but he cannot support the mitigated negative declaration because it
t2 does not comply with hillside regulations. He express concern over fire
13 trucks being able to get up the hill. and about soil erosion. He also
14 disagrees with the transfer of density for the project. Engineers say to fix
15 things is "no problem"; well, "no problem" can be very expensive.
t6 Randy Figueiredo, 1641 Del Oro Circle - is an architect who owns
i~ property in the earlier phase. He agrees with the Planning Commission
is and the homeowners' association. The lot size should be increased. They
19 have put all the clustered development on the top of the .hills. Although he
20 is in favor of cluster housing, they usually put it on hillsides not hill tops.
2t He would also like to see the lots increased on the easterly portion of the
22 subdivision. The width of the lots is narrow. He thinks this looks like
23 Vallejo. Also the locations of the houses make the houses look very high.
24 He said there is insufficient off street parking.
25 Bob Oliker, attorney for the existing Country Club homeowners
26 association. He displayed how close the houses will be in the new
27 subdivision. He noted that he just received the Planning Department
2s response to his letter today. He talked about the Planning Commission
29 action and his interpretation that there is evidence that some
3o Commissioners wished to further mitigate the project. The current
3 ~ homeowners' association wishes to ascertain that there be only one
32 homeowners' association, which he finds has been referred to in the
33 original unit's CC&R's. City Attorney Rudnansky has stated the
34 homeowner's association is a private affair. The density of 43 houses is
35 good as is the 8,500 square foot lots. He asked what the involvement of
36 SPARC will be in the review of the individual houses. Regarding open
37 space, the homeowners' association would prefer a General Plan
3s .amendment rather than the open space easement that is recommended. He
39 said they support the development with the minor .changes they
4o recommend. He said they are not at the meeting to kill the development,
4t they just wished to make some changes.
42 Larry Tencer spoke on behalf of the Petaluma Golf Club - he thanked staff
43 and the Planning Commission for including as a requirement, a "stray
44 ball" easement. He also asked the developer be asked to notify each new
45 lot purchaser that they are adjacent to an existing 9-hole golf course that
46 currently the City has approved a 2-units per .acre land use designation and
47 there is potential for the folf courst to acquire additional property to add a
4s second 9 holes. Insofar as the current use at the golf course, they generate
49 at the most approximately 200 people to some weekend events. This
so would generate 133 vehicles.

Unit I Board of Directors -the homeowners try to have a consistent look.
We understand the CC&R's for our unit to say that subsequent units should
merge into ours especially for CC&R purposes. That would .give us
cohesiveness. The City Attorney noted the 'City does not try to enforce
private CC&R's He mentioned the storm drain system is private and. the
new units' storm drain system will drain through the existing private storm
drains. The homeowners are concerned about potential homeowner
disagreements if the groups are separate.
io Mary Beth Pope, 1032 Country Club Drive -what the homeowners are
~~ asking is for a compromise and all the concerns they have described are
12 taken into consideration.
13 Leonard Jay -developer of Country Club Estates -thanked staff for all
14 their work on this development.. He noted there have been five variations
is of the project. He said he would be willing to increase the width and size
16 of the lots on Country Club Drive. There was some discussion about a
t7 park on the site. Staff advised that most of the open space land is very
is steep. There is a small portion at the bottom of the hill which may be
19 finished as a very passive park with a place to be seated. It was noted
20 there are design guidelines in the proposed units that are different from the
21 existing ones. He felt it would be difficult to merge. the CC&R's.
22 The Council asked for a picture of the revised lot size. and more thought given to
23 combining the CC&R's into a single association and the requests of the Golf Club.

13 Council Liaison Brian Sobel noted the Library is very pleased with the City Police
14 Department response to recent problems they have had.
15 Bonnie Nelson commented on the night when a number of Officials such as Council and
16 Department Heads stayed at the COTS shelter overnight. She said the experience is
17 dehumanizing. She noted that State Senator Marks had also stayed overnight.
