The project list generated was submitted .to the Sonoma County Transporation Authority for a overlay project on Petaluma Blvd North, two bus pullout projects along the East Washington Street corridor and Lakeville Highway and McDowell Boulevard, two signal projects at Petaluma Boulevard at B Street and McDowell Boulevard at Baywood. The rest of the projects were all submitted under what are called competitive money. The first project is signalization of the onramps/offramps at US Highway 101 at Old. Redwood Hwy, coordination and minor upgrades of McDowell Boulevard and Old Redwood Hwy, and Stony Point at Petaluma Boulevard. There are three other projects which are signal interconnect projects on three principal corridor's, Petaluma Boulevard, East Washington Street and McDowell Boulevard and also a signal timing project and signalization at Ely Boulevard and E. Washington together with a project which would enhance approximately 16 intersections for improved bicycle and pedestrian detection improving our bicycle corridor's. The City of Petaluma is the only city in the bay area to get all of their projects approved. We will bring into the city 1.59 million dollars in the next 2 years for these capital improvement programs. Cost estimates for these projects include 15 % for contract administration, design and construction inspection services. We will be looking at using these funds to reimburse the city for labor, materials and expenses. The city will fund a total of $830,000 over this period. A portion of that will come from TDA funds, traffic mitigation fees. and developers contributions for specific projects. He is making a favorable impression with our young people. Mayor Hilligoss, council has been asked by the League of California Cities to support Senator Keene's bill on campaign reform. It was turned down in the assembly. Council consensus was to support this and have the Mayor write a letter. Spring Meadows . ;. ~ I .~ July 20, 1992 Vol 27, Page ' 132 ORD. 1899 NCS ADD CHAPTER 10.64 TO MUNICIPAL CODE - TUVENILE ALCOHOL/POLICE SERVICE FEE Captain Parks presented the ordinance to the Council. One portion of the ordinance would allow the city to bill for second response to parties where juveniles or adults are present and the second portion of the ordinance would allow the police to assess a criminal violation if there were five or more minors present at a party and one or more of those minors were drinking. There was concern about the level of noise when a complaint is made. The council was assured the officers use a wide degree of discretion most of these things happen now, this ordinance would be an extra tool for them to use with good judgement. Would depend on the severity of the situation, crime other circumstances, complaints. etc. The noise portion is with or without alcohol. Councilmember Nancy Read would like staff to look into the ordinance that the city of San Luis Obispo has on this same matter. How would you plan on collecting the $500 when you came back a second time. What we would do is give them a notificiation at that point in time that we had responded another time and that they could expect a bill in the mail. Then we would use the same system that we currently use for the dui cost recovery program. Alternatives for these kids other than alcohol parties. Reed Harris - 615 Madison Street, wondered where the $500 was going and suggested that maybe it could be dedicated to provided activities for youth in the city. Larry Volker, Roos dances recreation center. Developed 2 flyers that explain this ordinance. When officers go out on first .call it explains that there is such an ordinance, it cites the ordinance that were using and notify's the person in charge that they could be billed if were required to respond a "second time.. What the officers would do at that point is make an admonishment, back it up with a written admonishment, this broschure and tell the people they would be billed should there be a second response. When we have the 2nd response, the officer would go out with the second flyer. The person would be served the 2nd flyer be notified that we had in fact made a second response and they would be told there would be a bill forthcoming in the mail. First response would be when a citizen complains about loud and unreasonable noise. Officer would make an evaluation. Second response, absent some hazardous circumstances, then would be dictated by another citizen complaint after the initial response and admonishment. It was suggested that the $500 fine be put into a special fund and decide what to do with it at another' time. Pam Torliatt, 1017 G Street, would like to know what the full procedure for response would be? Petaluma group and county group are working heavily to come up with alternatives for young people. Introduce Ordinance adding Chapter 10.64 to the Petaluma Municipal Code re Juvenile Alcohol Offenses and Imposing a Police Service Fee for providing control. In case of no alcohol but noise. Captain Parks advised that the department has developed two (2) flyers that explain this ordinance. AYES: Read, Davis, Nelson, Vice Mayor Cavanagh, Mayor Hilligoss NOES: None ABSENT: Woolsey, Sobel SECTION 26-509.2 ZONING CODE CONDITIONAL USE PERMITS Pamela Tuft, Planning Director addressed the council with regard to extension of the life of a Conditional Use Permit which was brought to the council by a citizen. The City Council referred the item to the Planning Commission. On June 23 the Planning Commission considered the possibility of amending the Zoning Ordinance to provide for additional time to the term of conditional use permits and unanimously recommended that no change to the present language be made. They felt that at the present time with the 2 year life of a Conditional Use Permit and the 18 month life of a Site Plan and Architectural review that eventually they do tend to expire 'about the same time. What staff did offer to the commission is that we are proposing some general text amendments to the Zoning Ordinance one of which; would allow for a consent agenda on the Planning Commission. This could include reconsideration of previously approved, but not used Conditional Use Permits. We would then therefore, have a chance to re-look at a Conditional Use Permit to see if any new information came forward. We would re-notice it, but the staff analysis if nothing new was proposed would not have to be redone, therefore the cost could be substantially reduced.
