They propose 37 a handicapped accessible path, removal of the existing roadway, and relocation of the 38 playground to a more central location. 39 Prior Council Action -Several years ago, the City Council agreed to close the park to 4o through traffic and directed staff to create a parking area inside the park with access from 41 Howard Street. .kztti~~,~ . This 15 position will oversee the water, public works operations, and fleet maintenance. 16 Resolution 92-81 NCS establishing the classification of Superintendent. of Public Works, 17 designating it in Unit 8 -Management, and' establishing a salary range of $4,019 - 18 $4,885. They request $7,500 in Transient Occupancy Tax .funds to be used as seed 29 money. Bortze O'Brien of Marina Park Associates advised the Council they will provide 3o for overflow parking. They expect to have nearly 100 boats on display. It is anticipated 31 the annual boat show will show a profit in 1993. 32 By motion, the City Council appropriated $7,500 of 1991-92 Transient 33 Occupancy Tax funds as seed money for the 1992 Boat Show. The Marina 34 Office Park Associates will work with the City Manager to prepare for the 35 event. ROLL CALL INVOCATION PLEDGE OF ALLEGIANCE 1o PROCLAMATIONS i 1 Casa Grande Academic Decathlon -Proclamation acclaiming the award winning Casa 12 Grande Academic Decathlon Team for superlative scholastic achievement by winning 13 second place in the Statewide Small Schools Division and winning eighth place overall t4 statewide. City pins were presented to the participants and to the coaches. ~5 Petaluma High School Basketball -Proclamation recognizing the Petaluma High School ~6 Varsity Basketball Team for winning the 1992 Sonoma County League Championship, i7 and placing second in the North Coast Sectional, and being semi-finalist in the Northern 1s California Championships. City pins were presented to the participants and to the 19 coaches. 20 PUBLIC COMMENT 21 Les Lenz Memorial Fund - Herm Benedetti, Clover-Stornetta Dairy, presented the City 22 with a $1, 000 cheek to initiate the "Les Lenz Memorial Fund" for purchase of 23 replacement defibrillating equipment for the Petaluma Fire Department. The two 24 defibrillating machines on hand are eleven years old, yet they have an expected useful life 25 span of seven years. New defibrillators cost approximately $10,000 each. Les Lenz, 26 deceased, was Fire Chief of Petaluma from August 16, 1983, to January 4, 1987, when 27 he was in a fatal automobile accident. Accompanying Mr. Benedetti were his partner 2s Paul Ross and- Kathy Poncia, who is a Cardiopulmonary Resuscitation (CPR) instructor. 29 Recently Mr. Benedetti performed CPR on Paul Ross, saving his life. The Les Lenz 3o Memorial Fund is being established in recognition of the former Fire Chief and in 3 ~ recognition of the work done by the paramedics. Clover-Stornetta has challenged the 32 local businesses and .service organizations to join them in this fund raising effort to 33 replace this important piece of medical equipment. 34 McDowell Drug Task Force -Dick Sharke noted that- April. 16 is the Tenth Anniversary 35 of the McDowell Drug Task Force. He invited the City. Council and the community to a 36 meeting this Wednesday on keeping the community Drug .Free. He noted there are now 37 three teenagers on the McDowell Drug Task Force Board of Directors. 38 CITY COUNCII, COMMENTS 39 Vice Mayor Woolsey asked for a report. on the Facility Energy Project, noting the savings 4o and its successful conclusion. 41 Michael Davis noted that CALTRANS is constructing a "smart freeway" in the Los 42 Angeles area. ~~ 3~~} Page 62, Vol. 27 Apri16, 1992 a~g ~ 1 This computerized strip of -roadway will send. traffic congestion and routing -information 2 to appropriately programmed computer terminals which can be installed in vehicles. 3 Brian .Sobel recognized Michael Evert. as the Employee of the Quarter. 4 Bonnie Nelson had a medical emergency at her home last week and commended the 5 Police Dispatch .and the Paramedics for their prompt and courteous response. 6 .She rode, the new electric ferry on the Petaluma River last week and went under the 7 Washington Bridge where she saw evidence- of ~ homeless habitation... This is not an 8 appropriate homesite. 9 The traffic signage at Ellis needs to be modified to show left turn activity, left-turn to arrows were suggested. - 11 PROCLAMATIONS 12 Declaring. June 1-7 as Homelessness Awareness Week 13 Declaring April Earthquake Preparedness Month 14 EXXON SIGN .ABATEMENT 15 PROPERTY OWNER - PIIIL JOERGER 16 Phil Joerger, property owner of the Exxon gasoline station on Old Redwood Highway, 17 addressed the City Council requesting that. the City Council rescind their action' to abate is the Exxon sign. His reason was the City approved a sign for'the Auto Plaza which is five 19 times larger and. fifteen feet; higher than the gasoline station. sign the :City wants removed. 20 (The gasoline station. sign was a Texaco. sign until Texaco sold its Northern California 21 stations to Exxon.) The City Council took no further action on the sign. 22 RESO. 92-82 ~NCS 23 SPECIFIC PLAN PREPARATION PETALUMA BLVD S AREA 24 Resolution 92-82 NCS authorizing the preparation of a Specific Plan and EIR for the 25 Petaluma Boulevard South .area to the existing. Urban Limit Line and. providing policy 26 direction. The City .Council heard. a detailed presentation of the first stage of a specific 27 plan for this area. Twenty percent of the units will be low income housing. The 15 developer will be have a letter of credit issued to secure the bonds. Upon approval of this 16 issuance, an application will be made to the California Debt Allocation Committee for 17 their May meeting. The hearing was opened. This complex will include 29 19 single family* dwellings, 5 duplexes and 2 lots to accommodate the previously 3o approved 84 unit elderly apartment complex. One lot will remain zoned for Light 31 Industrial. 32 *The 19 single family lots will be sold to a market rate developer for housing 33 construction. These will be adopted after the 12 ordinance is acted on at the next meeting. 13 OUTSDDE WATER REQUEST 14 DURENBERGER - 2651 D STREET EXTENSION 15 Mr. and Mrs. Jerry Durenberger, 2651. D Street Extension, have a 220 foot well which 16 delivers 1/4 gallon per minute. This is below the Public Health Department's threshold 17 of one gallon per minute over afour-hour test for adequate well water flow for a single is family dwelling. The Durenbergers advised the Counc~ their well produced 4 gallons of 19 water per minute at the time it was drilled a number of years ago. However, their aquifer 20 has been depleted by heavy landscape watering by their neighbors. They noted this 21 County does not have any policy or regulation regarding landscaping during low rainfall 22 years and in areas of reduced underground water. 23 Staff advised that the Durenbergers' request for- outside water service .does not comply 24 with the City's outside water service policy in that the property is both outside of the 25 Urban Limit Line and the- Sphere of Influence. In addition, a 1983 ground water 26 potential report, prepazed by a .registered geologist, indicates the .,area has poor water 2~ bearing geologic characterisfics. Staff advises, there aze alternatives to the .Durenbergers 2s such as attempting to find water through .other" well drilling .sites or trucking water to a 29 storage tank on site. After considerable discussion, the Council directed staff to write a 30 letter to the County requesting a policy be adopted to address the issue of water 31 conservation and xenscape design in areas with reduced underground water production. 32 The Council asked staff to recall this request to the County in, six months. If the problem 33 becomes more severe, the Mayor suggested the Durenbergers come back to the Council. 34 PROPOSED IZIVERFRONT CONSTRUCTION 3s BARLOW PRINTING - 409 FIRST STREET 36 Pursuant to City Council policy requiring referral of all riverfront construction activity, 37 the proposed remodeling of Barlow Printing,. 409 First Street was referred for Council 3s review. N®ItTII 3 Pursuant to City Council policy requiring referral of all riverfront construction activity, 4 the proposed Moorehead property grading and landscaping was considered by the City s Council.
