The total contract cost is 30 $26,000. This increased the gasoline tax and requires adoption of 5 Congestion Management Plans and Trip Reduction Ordinances by local jurisdictions. 6 The Sonoma County Transportation Authority has established a Congestion Management 7 Plan and has also established minimum standards on which each city shall base its Trip s Reduction Ordinance. 9 The Congestion Management Plan goal is to relieve traffic congestion and successes are 1o measured by improved Levels of Service which is the basis utilized by Traffic 11 Engineering profession. 12 The Trip Reduction Ordinance goal is to reduce congestion through employer/employee 13 cooperation by implementing such techniques as flex-time, ride-sharing, increased use of 14 public transportation, and implementation of alternative traffic patterns. The measure of 1s effectiveness of the Trip Reduction Ordinance is the Average Vehicle Ridership, or 16 average number of persons per vehicle over a one week period. 17 The City of Petaluma has taken its first step as an employer by conducting an employee 1s survey to determine employee commute patterns, work hours and related data. 19 Resolution 92-44 NCS designating James Ryan as the- City Transportation Administrator. 20 Introduced by Brian Sobel, seconded by Jack Cavanagh. 21 AYES: Cavanagh, Sobel, Nelson, Vice Mayor Woolsey 22 NOES: Davis 23 ABSENT: Read, Mayor Hilligoss 24 2s 26 RESO. 92-45 NCS 27 Resolution 92-45 NCS accepting the February, 1991, offer of dedication of Parcel D of 2s the Sonoma Glen Unit I-A Subdivision from Sonoma Parkway Company and Cherry 29 Lane Associates to be used for an affordable housing site. Eden Housing anticipates 3o financing to be completed by the end of December, 1992, and construction to begin in 31 January, 1993. The resolution also acknowledges that Sonoma Parkway Company and 32 Cherry Lane Associates have satisfied their obligation to provide low and moderate 33 income housing pursuant to their Development Agreement. Rod Bowman, Christian Church 18 PLEDGE OF ALLEGIANCE Pamela Torliatt 19 PUBLIC COMMENT 20 Scott McNear, 7 Lindenwood Court, San Rafael -addressed the woodburning appliance 21 regulation ordinance agenda item. He said the masonry industry is working to improve 22 open hearth fireplace design to reduce particle emissions. He is certain that clean 23 combustion can be achieved in masonry, open hearth fireplaces. He asked the Council to 24 defer action on the woodburning appliance ordinance until the ongoing masonry industry 25 fireplace testing project has been completed. 26 Joan Marsala, $ Canterberry Court -asked the City Council to consider reducing the 45 27 mile per hour speed limit in the area of the Petaluma Cinemas on North McDowell. Her 2s children were injured in a vehicle accident during aleft-turn maneuver at that site. 29 CITY COUNCIL COMMENTS 3o Bonnie Nelson asked for a bus .shelter in the area of Payran Street and Kenilworth Park. 31 She asked for a clarification of the Council Regulation of whether or not to 32 discuss items that come up during the: Public Comment portion of the agenda. 33 Brian Sobel asked that the staff respond to all the persons from the Corona area who are 34 communicating with the City on the Rainier Avenue overpass project, so the public will 35 b better informed on the status of-the overcrossing. h~ ADD/`S~~ 36 ~ ask or removal of the spilled paint on North McDowell between Corona 37 Road and Old Redwood Highway. 38 She asked for feed-back on the new street median located on North McDowell 39 Blvd. at Lauren Drive. February 18, 1992 Vol. 27, Page 3'1 1 Bonnie Nelson asked for lengthening the Petaluma Blvd. North median at the old Lucky 2 Stores Center. 3 PROCLAMATIONS 4 Dick and Lucille Sharke were recognized for their many hours of volunteer work on " 5 behalf of the youth of this community. 6 ORI). 1881 NCS 7 FIREPLACE AND WOOI9 BiJRNING APPLIANCE REGULATIONS s Ordinance 1881 NCS regulating fireplace and wood burning appliances was scheduled for 9 adoption; however, the ordinance was amended to reflect the following provision: to Uni ormity of subdivision phases - If a building permit has been 11 issued before the July 1, 1992, operative date of the ordinance, that 12 entire phase of the subdivision shall be exempt from the provisions 13 of this ordinance. 14 Staff noted this ordinance will preclude construction of open-hearth fireplaces. Rob 15 O'Neill of Young America Homes asked if Park Place V would be exempt since some 16 building permits have been issued. He was assured by the Planning Director that Park 17 Place V would be exempt from these regulations. The amended ordinance was is reintroduced by Michael Davis and seconded by Brian Sobel. 19 AYES: Read, Davis, Sobel, Nelson, Vice Mayor Woolsey 20 NOES: None 21 ABSENT: Cavanagh, Mayor Hilligoss 22 iJNREIlVFORCEID MASONRY BUILDING COMMITTEE 23 CERTIFICATES TO PARTICIPANTS 24 Vice Mayor Lynn Woolsey and Assistant City Manager Warren Salmons presented 25 Certificates of Merit to participants of the Unreinforced Masonry Building Advisory 26 Committee. 27 ORD. 1882 NCS 28 SEISMIC STRENGTHENING MASONRY BUII,I)INGS 29 Introduce Ordinance 1882. NCS adding Section 17.34 to the Municipal Code pertaining to 3o seismic strengthening of unreinforced masonry buildings. The ordinance is one work 31 product of the Unreinforced Masonry Building Advisory Committee, who have been 32 working on the project for some time. The entire process is a result of 1986 State 33 Legislation entitled, .Chapter 12.2 Government Code - Buil"ding Earthquake Safety 34 (Government Code Section 8875 et seq.) (See also minutes for October 21, 1991, for 35 other Council discussion.) 36 The purpose of the ordinance is to establish minimum standards for structural seismic 37 resistance in buildings with at least one unreinforced masonry bearing wall. The 3s ordinance does not apply to single family detached dwellings or detached apartment 39 houses containing less than 5 dwelling units used solely for residential purposes. 4o Each owner of an identified unreinforced masonry building will. be notified of its status al and of the requirement to bring the building up to minimum standards. After the 42 specified appeal period, a notice will be recorded with the County Recorder on each 43 identified parcel that there is an identified unreinforced masonry building that must be 44 brought up to certain standards. Upon correction of the structural defects, a document 45 will be recorded with the County Recorder terminating the seismic structural insufficiency 46 status of the building. This ordinance requires clear 5 sidewalk areas to be a minimum of four feet wide. Street furniture, planters, and any 6 other obstruction (other than news racks which are regulated by the First Amendment to 7 the Constitution) will require City ~ approve Encroachment Permits. The Council 8 discussed allowances and restrictions for sandwich boards. Planning Director Pamela 9 Tuft will develop new sandwich board sign regulations for Council consideration later in to the year. It is the City Council's consensus to 19 encourage home occupations as long as the neighborhoods remain in tact. The restriction 20 of the number of non-resident vehicles utilizing the street at given times during the day 21 was discussed.
