12 Jack Balshaw, 1680 Kearny Court -suggested that while the PCDC is developing plans to
13 utilize existing rest rooms for the public's use, there should be a contingency plan. Also,
14 Regarding the airport and municipal golf course area, there should be a provision
15 for closure of the golf course on the occasional days that there is an Air Show, since there
16 can be no activity on the ground. under the aerobatic area.
17 Vasco Brazil, 4551 Lakeville Highway -asked that the Wastewater Workshop Time
18 schedule listed on the Consent Calendar be revised to allow persons who would be
19 affected by construction of the project to participate, to remove retired Judge Bettinelli
20 from the list of possible mediators due to a potential conflict of interest. He also
21 supported Dr. Norwick as moderator for all the sessions.

24 Page 13, Line 11, delete the word,, "other", so the sentence should read, "The most
25 southerly parcel on that side of the street shall remain open and the subdivision may be

4 engineering services (not to exceed $80,000 from Park Development Funds) with Winzler

7 reference purposes, please note that this site has .also been called the Gray property, the

24 Approve revised draft Joint Powers Agreement regarding waste management issues. The
25 City Council by motion of Michael Davis and second by Vice Mayor Woolsey approved
26 the draft agreement with the exception that Section 22 -Liabilities and Limitations of
27 Parties should provide for all members of the Joint Powers to vote on all issues whether
2s or not they have reduced their specific types of solid waste below any particular minimum
29 amount. To provide for any other voting procedure would unfairly penalize jurisdictions
3o from exceeding a recycling criteria. The Council is also concerned about the penalty
31 provision in Section 20 -Term of This Agreement.

CITY COUNCIL COMMENTS
Michael Davis -complimented the work of the Police Dog. He would like to nominate
Rocky as employee of the month.
Asked staff to look at utilizing "parallel computing" to determine whether or not
this is a viable technique for the City.
Nancy Read -Asked again about the cable television subcommittee and when the reduced
service rates will be considered.
Vice Mayor .Lynn Woolsey -When are we going to discuss home business regulations.
Bonnie Nelson -Officer Roy Loden works with the police dog and is responsible for his
activities.
Regarding communications on the abundance of signs on North McDowell Blvd.,
she hasn't seen anyone stopping where they should not. It is a good safety feature.
The cable television company certainly takes its time to respond to connections in
her neighborhood. They really stretch the limits.
She would really like to discuss sandwich boards in 1992.
Brian Sobel -Noted there is a continuum of unfunded mandates on local government
from both the Federal and State governments. He was glad to hear President Bush
acknowledge that fact.
Mayor Hilligoss -complimented Alden Hennings at the Lucky Stores for giving a number
of computers to the local schools.
APPOINTMENT TREE ADVISORY COMMITTEE
The City Council interviewed the applicants for appointment to the Tree Advisory
Committee -Michael Bryant (not present), Charles Crane, Patricia Haramati, and Tom
Joynt. Confirming action will be on the February 18 agenda.

2 In response to staff's inquiry regarding development review procedures for riverfront
3 properties during the preparation of the Petaluma River Access and Enhancement Plan,
4 the City Council advised staff to refer all riverfront development to the City Council
5 during the interim period and all setbacks shall be the General Plan setback of 30 feet
6 from the top of bank.

Resolution 92-35 NCS supporting the Stony Point Road Federal Demonstration Project
and demanding acknowledgement in the EIR of impacts to the City of Petaluma most
particularly at the intersection of Stony Point Road and Petaluma Blvd. North and
directing staff to vigorously pursue serious response by Sonoma County and CALTRANS
to Petaluma's commemts pertaining to the blatant deficiencies in the EIR and inclusion of
meaningful mitigation measures for the obvious significant impacts engendered by the
project. Staff was directed 'to attend the Sonoma County Planning Commission hearing

COUNCIL AND STAFF CON~IVIENTS
Vice Mayor Woolsey asked when the Goal Setting meeting will occur. (March, 1992).
Jack Cavanagh noted the ABAG General Assembly will discuss Regional Government
and suggested the City Council prepare a position paper on the issue.
The City Manager .reported having attended aCal-Tax Conference in Sacramento where
participants were advised the economic recovery in California will not begin until 1993.
The Council asked that the Grand Jury general comments on redevelopment agencies be
discussed at the next PCDC meeting in March.
