9 Pete Wonacut asked that Oak Hill Park be left to the Native Americans.
10 COUNCIL COMMENT
11 Davis - Council has discussed solar access ordinance and other ways to conserve
12 energy. A copy of an ordinance has been received from the City of Davis. He would
13 like to have a study session where this can be discussed.
14 Lynn Woolsey - Congratulated staff for their efforts towards recycling. If documents
15 could be printed one sided to two sided whenever, possible it.,would also save money.
16 Would like Council to meet with Planning. Commission to discuss expectations and
17 clear up some miscommunications.
18 Balshaw - Commented on the services the Animal Control provide for this city. They
19 are needed services, but services that would not be needed as much if people would
20 take care of their pets.

32 SOUTH PETALUMA BOULEVARD SPECIFIC PLAN
33 Warren Salmons reported that several property owners met with staff to discuss the
34 possibility of conducting a Specific Plan and possibilities for annexation. The Specific
35 Plan ,idea was introduced in the General Plan in 1987, calling for a comprehensive
36 review of the South Petaluma Boulevard area, essentially from. McNear South which is
37 unincorporated and. within the sphere of influence. Mr. Shorter, a property owner in
38 the area, did a survey for annexation possibilities, and found support from. most
39 commercial property owners who are interested in trying to upgrade the area.
40 Development potential is limited due to lack of services.
41 Council concern is not having an overall plan for this .area.
42 Warren Salmons advised that access is one .of the issues that has to be explored: in the
43 Specific Plan. The first step is to do the Specific Plan to see what the possibilities are.
44 Mark,Fontagen, Civil. Engineer who works for Oberkamper and Associates and a Civil
45 Engineer for the 33 acre parcel, ispoke regarding investigation, of constraints such as
46 access, water, sewer and the environment.

1 Les Shorter, Western Dock Company stated that they are already setting aside access
2 areas along the Railroad.
3 Annette Golterman, Real Estate Broker, representing residential owners Anderson
4 and Sartori, stated the owners are very much interested in joining the survey.
5 Councilman Tencer would like the residential and quarry area looked at as part of the
6 Specific Plan and environmental aspect. He would like some technical review of what
7 may be needed in the way of services.
8 Bruce Thorn, representing Anthony Knear, 335 Petaluma Boulevard South wanted to
9 know what is currently being built at the Marina (Office Building) and when is the
10 hotel going to be open for business? City Manager, John Scharer advised Mr. Thorn
11 that an office building is in the final stages of construction and the hotel would be
12 open in approximately three to five years.
13 Mr. Thorn also wanted to know what Cal Trans' plans for the Petaluma Boulevard
14 South exit off of . Highway 101, were and how -this will effect the study? He was
15 advised that Cat Trans would be contacted with regard to the Specific Plan.
16 Bill Wilson, part owner of Parcel 9 would like to assure the Council they will
17 cooperate with the City anyway they can regarding streets and access to the railroad.
18 Jerry Barton owns property north of Parcel 8. She has concerns about paying for
19 something they are not interested in and accesses coming onto her property. She is
20 not against the study.
21 John Cooney owner of the gas plant located at 1551 Petaluma Boulevard South. He
22 has been in that location since February 1956 and is satisfied with the way things are
23- at this time. He has no objection to the study.
24 Warren Salmons advised that a constraints analysis would be done and the findings
25 will' -be presented to the Council.
26 It was Council'concern that a record be kept of staff time spent on this process so if it -
21 ' should ever -go to an Assessment District the costs can be recouped.
28 -A straw vote was taken to proceed with the study.
